C\-l-ö't ANDOVER SPECIAL CITY COUNCIL MEETING -AUGUST 4, 2004 MINUTES The Special Meeting of the Andover City Council was called to order by Mayor Mike Gamache, August 4,2004,5:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmember absent: None Also present: Human Resources Manager, Dana Peitso City Administrator Candidate Others Council interviewed Kurtis Ulrich for the City Administrator position, I Next item was discussion of City Administrator contract. Prior to the last City Administrator hired, there had been a history of not having a contract for this position, The HÛIIlan Resources Manager asked if the Council wanted to go with a contract again, or return to the past practice of not having a contract. Unanimous decision was that the Council wanted the City Administrator position to be a contract position. The Council discussed what they want to see in a contract for the City Administrator position, The Human Resources Manager provided a template of a contract currently being used by the City of Champlin. It is similar to the contract template the League of Minnesola Cities recommends on their web site. The Council felt that the major issues to be included in the contract are that the contract must be "at will" and provide a 60 day severanc'e package. Other ideas for negotiation were presen~ed. The final contract needs to be reviewed by the City Attorney prior to being accepted by the CounciL Council then discussed the five candidates and what they want from the next City Administrator. Motion was made by Jacobson, seconded by Trude to authorize the Human Resources Manager to negotiate a contract for the City Administrator with James Dickinson. Motion carried unanimously.
