December 21.2004 6:45 PM - Tom Timmons (Planning & Zoning interview) ) G:IDATA\STAFARHONDAAIPARKlMISCIINTERSCH.DOC C 1 T Y o F NDOVE SPECIAL ANDOVER CITY COUNCIL WORKSHOP - DECEMBER 16, 2004 MINUTES The Special Council Workshop of the Andover City Council was called to order by Mayor Mike Gamache, December 16, 2004, 6:00 p.m., at the Andover City Hall, 1685 Crosstown BoulevardNW, Andover, Minnesota. Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmember absent: None. Also present: Community Development Director, Will Neumeister Interviews were held for positions on the Park and Recreation Commission and the Planning and Zoning Commission as follows: Wendy Albee Ms. Albee has lived in Andover since 1998. She is married, with two children, ages 10 and 7. She stated that her family is a heavy user of parks and walks the trails in the summer. She has been a member of the Air Force Reserves for 15 years and is also a realtor. She felt the most important issue facing the City regarding parks is a lack of money. She felt the biggest asset regarding the parks was access to the Rum River, as she enjoys kayaking. She felt it was important to receive land rather than cash for new developments~ Kenneth Hertz Mr. Hertz stated he is an attorney. He is a coach ofa track team, and stated there is alack of trails and sidewalks in Andover to run on. He stated the biggest asset regarding parks is the soccer fields and that Sunshine Park is a fabulous facility. He felt building up the trail system would be the most important issue facing the City, and he felt that using crushed rock on the trails would save money. He has had experience organizing toumaments and that organizational skills would be his biggest asset to the City. Valerie Holthus Ms. Holthus is a teacher for special needs children and is currently a Commissioner on the Park and Recreation Commission. She has lived in Andover since 1993. She felt the most important issue facing the Park Commission is to meet the needs of all citizens. She stated she would prefer a position on the Planning and Zoning Commission rather than the Park and Recreation Commission. She is very interested in the issues facing the Planning and Zoning Commission. She felt it is an' Special Andover City Council Workshop Meeting Minutes - December 16, 2004 Page 2 important issue to replace the old playground equipment in the parks, and that the Park and Recreation Commission needed to work on the five-year plan. She stated the most important issue facing the Planning and Zoning Commission is to plan the new developments that are occurring. James R. Lindahl Mr. Lindahl has been the Chair of the Park and Recreation Commission for three terms, and he feels he has developed a good knack for overseeing the flow of the meetings. He stated that new members on the Park and Recreation Commission have brought with them good new ideas. An important issue facing the Park and Recreation Commission will be the development of the Rural Reserve. He has a strong sports background, but hefeels he is evenly weighted as far as each sport association's needs and wants. He has enjoyed watching the City grow and that being on the Park and Recreation Commission has been rewarding. Denise McNeff Ms. McNeff is an InteriorlExterior Designer, specializing in garden design. She stated she has studied playground, tennis, field and other recreational designs, including spatial requirements and optional usage elements. She stated she had served on the Waste Management Board in Anoka for two years. She stated adult recreation is the most important issue facing the Parks and Recreation Commission at this time because there is a lack of it in the City of Andover. She stated she is very familiar with managing people, time, and where dollars go because her family owns a sizeable business. Me!! Dud!!eon Ms. Dudgeon is a Senior Marketing Specialist for the Target Corporation. She applied for a position on either the Park and Recreation Commission or the Planning and Zoning Commission. She has been a resident of Andover since 1997. She has experience in managing projects and large teams of people. She has strong verbal and written communication skills. She stated that the Park and Recreation Commission would be a natural fit for her because of the ages of her children, but her interest and passion leans towards Planning and Zoning. She felt that Andover lacks a substantial park. Brian P. Jensen Mr. Jensen has lived in Andover for two years, and he has a Bachelor's degree in Civil Engineering. He worked for the Department of Transportation for 12 years and has worked on bike trail plans and sign placement. He is currently working for the Department ofHUIJ1an Services in the information technology field. He felt that Andover is a great place to live, and he would like to contribute to the community by serving on the Planning and Zoning Commission. Special Andover City Council Workshop Meeting Minutes - December 16, 2004 Page 3 Todd Schoffelman Mr. Schoffelman is an Assistant County Attorney in Sherburne County who specializes in zoning and related land use issues. He stated that he attends all of the Sherburne County Planning Commission and Board of Adjustment meetings. He stated he would deal with all matters facing the Planning and Zoning Commission with an open mind. He has lived in Andover for two years and thinks it's a great place to live. He stated the most important planning issue facing the City is the anticipated growth and having the infrastructure to support it. Dean Danineer Mr. Daninger has a four-year college degree and is an owner of a Motorola two-way radio dealership. He has worked with government bodies during his working career. He has been on the Planning and Zoning Commission for six years, and he is presently the Chair of the Planning and Zoning Commission. He felt they have a very good mix of people on the Commission at the present time. He felt an important task facing the Commission is redoing the Code. Regarding filling the vacancy on the Commission, he stated that he felt the Commission needs more of a generalist. Monica Heil Ms. Heil has a Bachelor of Civil Engineering degree and is employed as a Project Designer for a national civil engineering firm. She has extensive experience meeting with Planning Departments and Commissioners to determine approvals and permitting processes. She stated the most important issue for Andover is planning for transportation and future growth. She felt it would be important to plan ahead for growth, especially with regard to stonn sewer systems. Mike Casey Mr. Casey is presently a Commissioner on the Planning and Zoning Commission and is a real property appraiser. He stated that the most important issue facing the Commission at this time is working on the zoning and the Code. He stated that the number one priority of the Commission is public safety. He stated another important issue is to bring businesses and jobs into the City. Motion by Council Member Orttel, Seconded by Council Member Jacobson, to reappoint James Lindahl to the Park and Recreation Commission for a three-year tenn. Motion carried unanimously. Motion by Council Member Orttel, Seconded by Trude, to appoint Denise McNeff to the Park and Recreation Commission for a three-year tenn. Motion carried unanimously. Motion by Council Member Knight, Seconded by Council Member Trude, to appoint Meg Dudgeon to the Park and Recreation Commission for a one-year tenn. Motion carried unanimously. Motion by Council Member Jacobson, Seconded by Orttel, to nominate Wendy Albee as the first alternate for the Park and Recreation Commission. Motion carried unanimously. Motion carried unanimously. Motion by Council Member Jacobson, Seconded by Council Member Trude, to appoint Valerie Holthus to the Planning and Zoning Commission. Motion carried unanimously. Motion by Council Member Jacobson, Seconded by Council Member Knight, to appoint James Lindahl as the Chair of the Park and Recreation Commission and appoint Dean Daninger as the Chair of the Planniñg and Zoning Commission for the next year. Motion carried unanimously. Motion by Council Member Jacobson, Seconded by Council Member Orttel, to adjourn. Motion carried unanimously.
