INTRODUCTION
This item is regarding the review of the proposed preliminary plat of Nightingale Villas.
Twenty-two lots are being proposed. The preliminary plat is located on the west side of
Nightingale Street NW just north of Veterans Memorial Blvd NW. A copy of the preliminary
plat is located in the side of this packet.
The Park and Recreation Commission reviewed the sketch plan on November 5, 2020. The
direction was to accept cash -in -lieu of land.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary plat for
the proposed Nightingale Villas and provide any comments.

MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to
order by Chair Lindahl on November 5, 2020, 7:00 p.m., at the Andover City Hall,1885 Crosstown
Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Jim Lindahl, Commissioners Mark Miskowiec, Jake
Widmyer, Kathy McElhose, Tracy Strombeck, and Sophia Newton
Commissioners Absent: None
Also Present: Assistant Public Works Director, Todd Haas
CONSIDER NIGHTINGALE MEADOWS SKETCH PLANIPARK DEDICA TION
REQUIREMENTS
Assistant Public Works Director Haas reported the Commission is requested to review and
recommend the park dedication requirements for the proposed sketch plan of Nightingale
Meadows. He noted that 22 lots are being proposed on the west side of Nightingale Street NW
just north of Veterans Memorial Boulevard NW. Mr. Haas stated staff recommends cash in lieu
of land.
Dane Willenbring, Tamarack Land Development LLC, gave an overview of their plans for
detached villa -style homes that will be maintained by a home owner's association.
Commissioner Newton asked about the difference between a single-family home and villa -style
homes. Mr. Willenbring explained that the only difference is that they will be maintained by the
home owner's association and confirmed that there will not be an age limit for the homes.
Commissioner Widmyer asked if there was a certain demographic in mind for these homes. Mr.
Willenbring that typically empty -nesters are the types of people who buy this style of home, but
reiterated that there is not an age limit for the buyers. He noted that they may still end up putting
in single-family homes, but the market indicates that there is a high demand for the villa -style
homes right now.
Commissioner Strombeck confirmed with Mr. Willenbring that the sketch plan did not have a lot
set aside for park and have all been planned for homes.
Chair Lindahl asked if there would be a trail connection near the far west cul-de-sac. Mr. Haas
stated that his understanding is that there is a small chunk of property not owned by the developer
and the owner of that parcel is not yet ready to give up the land or provide an easement so a
connection can be made. He explained that is why they are putting in the temporary cul-de-sac
with the idea that it will eventually be a street connection.
Rhonda Ganske, 2159 153rd Lane NW, stated that she owns the parcel that Mr. Haas referred to
and explained that she had spoken with the developer this morning. She noted that she plans to
dedicate .04 acres to the City so the road can go through.
Motion by Widmyer, seconded by Newton, to recommend to the City Council that they accept cash in lieu of land
for the Nightingale Meadows sketch plan. Motion taken by roll call:

SUBJECT: 5. Discuss 2023-2027 Park Playground Equipment Replacement Plan
DATE: April 7, 2022
INTRODUCTION
The Park and Recreation Commission is requested to recommend the 2023-2027 Park
Playground Equipment Replacement Plan to the City Council.
The target date for the Parks Maintenance Department to submit the draft 2023-2027 CIP
Playground Equipment Replacement Plan is June 3rd. Listed below is the existing playground
equipment that staff recommends for replacement (or be refurbished) over the next 5 years which
may include improvements to the fall zones.
2023 — Hills of Bunker Lake West Park (originally installed in 2004) and Hidden Creek East
Park (originally installed in 2002). Proposed budget impact is $100,000.
2024 — Woodland Estates Park (originally installed in 2006), Oakview Park (originally installed
in 2006) and Shady Knoll Park (originally installed in 2005). Staff is recommending
increasing the proposed budget impact to $150,000.
2025 — Meadows of Round Lake Park (originally installed in 2008), Creekview Crossing Park
(originally installed in 2007) and Oak Bluff Park (originally installed in 2006). Proposed
budget impact is $150,000.
2026 — Country Oaks Park (originally installed in 2005), Fox Meadows Park (originally installed
in 2006), Hidden Creek South Park (originally installed in 2006) and Woodland Crossing
Park (originally installed in 2008). Proposed budget impact is $150,000.
2027 — Andover Station North (originally installed in 2008), Red Oaks West (originally installed
in 1993, replaced in 2007) and Woodland Crossing (originally installed in 2008).
Proposed budget impact is $150,000.
The playground equipment identified can be moved up or down a year depending on the
condition of the equipment, ADA requirements, entrapments, fall zones and handicapped
accessibility.
BUDGETIMPACT
The General Fund budget impact for replacement/repair of various playground equipment is
proposed at $100,000 for next year, then $150,000 moving forward (years 2024 - 2027).
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend approval on the 2023-2027
Park Playground Equipment Replacement Plan to the City Council.

SUBJECT: 6. Discuss 2022 Movie in the Park
DATE: April 21, 2022
This item is to discuss the 2022 Andover Movie in the Park event.
If the Park and Recreation Commission is interested in doing a Movie in the Park event in 2022,
a date and time to host the event will need to be determined. In 2021 the event was planned for
Friday August 27' at dusk but was postponed until September 181h due to weather. Currently
August 19"' is the only date the movie trailer is reserved for the summer of 2022.
A recommendation for which movie to show will need to determined 30 days prior to the event
to ensure time to apply for the rights to show the movie publicly.
ACTION REQUIRED
The Park and Recreation Commission is requested to determine if a movie in the park event for
2022 will be held and determine a date for the event.

he thought the path was a road leading to another parking lot. His friend showed up and was able to
help him get out.

Two juvenile females called and requested a deputy to the location because they were being followed
by a male. The deputy arrived and located the male who explained he wanted to be friends with the
girls; the male did not seem to be picking up on any social clues. He was talked to and told to leave
them alone. He complied.

OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
•3 2023 or Beyond -- Kelsey Round Lake Park Trail. The reconstruction of the trail will
most likely be pushed out for reconstruction for another 2-5 years. Staff met with
the MN DNR staff recently to evaluate the condition of the existing boardwalk and
the trail. The DNR representative indicated that the boardwalk and trail are beyond
repair and indicated that both would be eligible for a DNR funding by applying for
an Outdoor Recreation Grant. The application has been submitted to the DNR for
the funding the boardwalk. The trail replacement could be applied for in early
winter of 2023 or 2024 since most likely only one application would be awarded at
a time and not in the same year. Also, by applying for grants in different years, the
City can determine how they would fund both projects at part of the 5-year Capital
Improvement Plan since the City will be responsible for a portion of the matching
grant for the reconstruction.
❖ Trail Seament 1 - Crosstown Boulevard to 159' Ave. Engineering staff is currently
working through the details of this project that it set to happen in 2023. This trail is
set to connect from Xeon and Crosstown Blvd. to 1591h Ave and Crosstown Blvd.
Due to the size and complexity of project, design work has started early.
❖ Coon Creek Restoration Proiect—The Coon Creek Watershed District is currently
working on improvements to the creek along the Tom Anderson Trail. Much of the
work has been completed. Work has stopped until June when they will finish up
some items and complete the restoration.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to consider a park to meet at in 2022. Last year the meeting was held
on 6/17/2021. Possible options to consider.
o Prairie Knoll Park — Getting New playground in 2022, shelter with tables, building is on
the 2023 CIP for remodel/replacement.
o Rose Park -Getting new playground 2022, newer shelter with tables
o Hills of Bunker West — Playground replacement scheduled for 2023, no shelter or tables.
o Hidden Creek East - Playground replacement scheduled for 2023, no shelter or tables.
• Sunshine Park Ballfreld Fencing
2021 Park & Recreation maintenance budget money was carried forward to replace the backstop
fencing at fields 1-4 at Sunshine Park in 2022. This will include 80' of the fence along the
baselines. Staff determined the fence was getting curled out enough that it is starting to become a
safety hazard. Staff is currently seeking bids on this project.
• Annual Preseason Meetings with Athletic Associations
Staff is currently meeting with the Spring/Summer associations that utilize the Andover athletic
facilities. The goal of the meetings is to go over expectations for using our facilities, needs of the
associations from the City, and working to build and maintain a good partnership between the
City and our facility users.

the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to
discussions of various projects the City Council has been working on or is considering.

04/08/2022
• Trash and recycling at all winter locations were serviced.
• Fire Station 3 had the overgrown landscaping removed from around the building and flagpole and
was replaced with field stone. This will reduce maintenance need while still being aesthetically
pleasing.
• Mowers continue to be prepped for summer while winter equipment gets serviced and stored.
• Athletic fields are still too soft and wet to open for use. They are being monitored daily and notice
will be put out to the athletic associations.
04/15/2022

• Staff is working on playground inspections and addressing any issues found.
• Bids are being sought for fence repair/replacement at Sunshine Parks backstops. Fencing is curled

INTRODUCTION
The Park and Recreation Commission is requested to begin discussing the 2023-2027 Park
Capital Improvement Plan (CIP).
DISCUSSION
The target date for draft CIP is June 3rd. Attached is a projected fund balance sheet that was
prepared recently by the Finance Department for your use. This projected fiend balance does
include a portion of the $1,000,000 that was approved by the City Council to be used for the
construction of the Community Center Expansion.
Commission should review the future improvements planned in the Zone A-D spreadsheet and
determine what projects should be considered for the next 5 years.
Update from prior meeting. The question was asked if the projects can be identified by zone
without identifying specific improvements. Administration supports this idea with the
understanding that specific projects would need to be identified in the first two year of the CIP.
That would be 2023 and 2024 this year.

This is a continuation of the discussion on the 2023-2027 Trail CIP. The target date for draft
CIP is Friday, June 3rd. Below are the following segments that were identified by the City
Council in the 2022-2026 CIP.
• Segment 1 — 8' Bit. Trail along Crosstown Blvd from Xeon Street NW to Railroad Tracks
8' Bit. Trail along Crosstown Blvd from Railroad Tracks to 1571' Avenue
8' Bit. Trail along Crosstown Blvd from 157`h Avenue to 159a' Avenue

that has yet to be developed. Until the property is developed, or a trail
easement is obtained, the City will not be able to construct the trail along
this segment.

Residents from the Catchers Creek East Development approached the Park
& Recreation Commission to pursue the easement or at least build the
connection to the Shadowbrook neighborhood on the south side of Coon
Creek. Staff has reached out to the Mohlencamp family and at this point
has not heard back from them.
UPDATES FROM 04/07/22 MEETING
• Staff reviewed DNR grant eligibility for the bridge connection only between
Shadowbrook North and Shadowbrook 5 h Addition over Coon Creek. From the Local
Trail Connections program eligibility page- Eligible projects include acquisition and
development of trail facilities. Projects must result in a trail linkage that is immediately
available for use by the general public. Trail linkages include connecting where people
live (e.g. residential areas within cities, entire communities) and significant public
resources (e.g. historical areas, open space, parks and/or other trails). Staff doesn't
believe this bridge connection alone would score high enough to be selected for the
limited funds available for this program. Earliest we can apply is March 2023 which
would be for 2024 construction at the earliest. Attached are the 2021 projects that were
awarded funding for reference.
• Mohlencamp Property — No contact has been made at this time. Staff is requesting
direction from the City Council on what steps to take next to attempt to acquire the trail
final trail easement required for building trail segment #4.
• Andover Boulevard Reconstruction. It was asked if there is a possibility that Andover
Blvd from Prairie Road to University Ave would be reconstructed soon and the
possibility of adding a trail connection into that project. That segment of roadway is not
scheduled in the 5-year plan from Anoka County Highway Department.
• Additional funding opportunities are being investigated.
• City Council received an additional email about this trail segment. Attached is that email
and staffs response.
BUDGET IMPACT
The City Council will determine how the proposed trail improvements will be funded.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue the discussions on the 2023-2027
Trail Capital Improvement Plan.

Residents approached the P&R Commission about the email below a few months ago and the Commission has begun
the CIP discussion to prepare their recommendation to the Council. I talked with Amber on Friday and said the ultimate
decision is made by the City Council based on need, other projects that have been previously identified and when
funding will be available. It will come down to does the Council want this project to move up in the CIP and when will
funding be available. A bridge crossing in this location with a trail extended will be $300,000+.
I have reached out by phone to the Mohlencamp family to the west of Catchers Creek East and have not received a
response back. If the Council wants me to send letters and/or make site visits I will do that.
We have begun design for the Crosstown Trail for 2023 which is proving to be difficult. More discussion on that at the
April Workshop.

Dear Mayor Bukkila,
My name is Amber Eisenschenk and I reside at 42 144t^ LN NW, Andover. I'm writing you today looking for city support
to secure funding for a pedestrian bridge over Coon Creek from the Catcher's Creek East Neighborhood into the
Shadowbrook neighborhood. After attending the Parks & Rec Commission meeting on the evening of April 7"', the
Commission has encouraged residents to reach out to the city council to address this immediate safety concern. The
Parks & Rec Commission has no set plans to complete this project.
Background
The Catcher's Creek East subdivision is home to (or soon will be) 56 Andover families. There is only one way into/out of
the neighborhood. That is at the intersection of Andover Blvd and University Ave. For residents to have access to
sidewalks, trails, and parks, residents would have to travel along Andover Blvd to connect to existing city streets in the
Catcher's Creek neighborhood or further along Andover Blvd to get to the trail on Prairie Road. The section of Andover
Blvd directly in front of our subdivision has no shoulder and is a busy 50 mph roadway.
Multiple residents from our neighborhood have experienced almost being hit by motor vehicles while traveling as
pedestrians on this stretch of Andover Blvd. Andover residents should be able to walk, run, and bike in our
neighborhoods without risking our lives. We are so close to amazing parks, but they are completely inaccessible to
residents of Catcher's Creek East without driving. If you travel up and back down all of the subdivision's streets, they
only amount to one mile. My three kids: 8, 5, and 3, are already capable of going much further distances when enjoying
the great outdoors.
We have no neighborhood park in our subdivision. The city received $3,475/per parcel in park dedication fees and
$885/per parcel in regional trail fees from our developer and our subdivision has added significant property tax capacity
to the city.
The city already has the easements for the land where the bridge would be constructed and there is a paved trail leading
to the future bridge site from both neighborhoods. All that's missing is the bridge. Once installed, Catcher's Creek East
residents would be able to access city streets that would allow for safer pedestrian travel to Prairie Road and the Bunker
Park trail system.
Parks & Rec staff indicated that there are likely grant funds available through the Minnesota DNR to help fund the bridge
project and that is historically how the city secures funding for these types of projects. Staff indicated that they have
limited resources and without further direction from the city council, would not seek grant funding for this project now.
The Parks & Rec Commission spoke about their long-range goals of creating a trail system for this area that would
connect the Catcher's Creek East neighborhood to Prairie Road with a path that travels along the creek. We support this
trail but because of its ranking on the Commission's priority list, we know it will be several years before this could be
feasible. The city does not have all the easements needed for this trail nor has it secured grant funding for its creation.
Request
Find a way to fund this bridge —the safety of Andover residents depends on this. Residents of Catcher's Creek East
deserve to safely enjoy this beautiful community too.
