COMMERCIALPROJECT ACTIVITY''
Mr. Janish updated on the following:
Hearth Development, 1714 Bunker Lake Boulevard — Fitaholic has vacated their space and
Loco Fit is renting a portion of the building. Nystrom and Associates will be occupying a
portion of the building, also a local business is looking to obtain the remaining space in the
building.
Clocktower Commons, 15190 Bluebird Street — The final building pad location interest is
relatively low at this point.
Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Activities
continue toward wrapping up the project. Final inspection is scheduled for this week.

1 Interest in Hughes Industrial Park — Interest in this area comes and goes. A 10 -acre property
2 east of the park has been on the market and City Council reviewed with the landowner desired
3 roadway connections through the parcel at a past work session. The property has been purchased
4 by the owners of Best Outdoor Services which currently owns a lot nearby. In time they would
5 like to expand to this location but for now they are aware that the property is currently zoned
6 residential and would have to follow a process for any type of expansion. Staff met with the new
7 owners and they "bounced" some ideas off of staff. They are looking at ways to allow for outside
8 storage, continue to rent out the home and not have to build the roadway.
10 ABCMini-Storage/T-Squared (self -storage), 13624 Hanson Boulevard — City Council approved
11 a CUP for additional mini -storage on a portion of this lot. The buyers of the property had intended
12 to expand the mini -storage. The Building Department is working with the applicant on structural
13 drawings for review. Water, sewer, and site prep is completed. Due to the increase in materials
14 and the timing of approval they are waiting until spring for construction.

16 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
17 locate to in Andover. Staff has shared with the businesses the 71" Avenue and Bunker Lake
18 Boulevard commercial locations.

20 TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
21 potential uses allowed. Staff suggested a restaurant or fast food. Staff recently had a meeting with
22 the landowner and a perspective business. Staff provided the feedback from the EDA and has not
23 heard back from the perspective business at this time. The owner of the property continues to
24 work with those interested in the site.

26 71 Avenue and Bunker Lake Boulevard — Staff has obtained the easement from CenterPoint
27 Energy. Staff has also met with the City of Anoka staff to discuss the traffic signal at 76 Avenue.
28 The Planning and Zoning Commission along with City Council has reviewed a sketch plan for the
29 area. At this time the commercial uses are not known. Staff has received the Rezone Request,
30 Preliminary Plat and Commercial Site Plans for the market -rate apartment complex and assisted
31 living facility. Staff has reached out to the landowner to have a "Welcome to Andover" sign
32 incorporated at the site. The developer has received a PUD for the site and the Preliminary Plat
33 and rezone received approval on February 15, 2022. The Final Plat and small drainage and utility
34 easement vacation are scheduled for March 15, 2022 at the City Council meeting. The developer
35 has requested to have the final plat rescheduled for approval at the April 5, 2022 City Council
36 meeting.

38 Holasek Property — Staff has been in contact with a multi -family housing developer on this
39 particular property. The multi -family developer has taken comments from the City Council during
40 a work session and are researching options available to add additional commercial to the site. The
41 developer held a neighborhood meeting that a staff member was present at. The developer is
42 ranked number three in the Twin Cities for the number of units owned. The developer will be at
43 the March 29, 2022 City Council Workshop.

• Traffic on Bluebird Street
• Concern about building mass and height
• Esthetic was well received
The developer spoke with staff about dealing with the traffic on Bluebird Street. Mr. Berkowitz
requested the developer have a traffic study done on Bluebird Street.
Housing— Developers are looking for additional land for future developments. Several developers
are trying to keep an inventory of lots but are having difficulty in finding locations. Several sites
are being reviewed and looked at. In 2021 there were 140 new housing starts. There are 16 new
housing starts so far this year.
Anoka County Sheriff's Office, 13301 Hanson Boulevard — Staff received a Commercial Site
Plan (CSP) for an expansion of parking at the property. This was recently signed off on by staff.
Construction expected this spring.
Anoka County 911 and Radio Building - City staff met with the consultants hired by Anoka
County to construct a new 911 and Radio Building at the Anoka County Public Works location in
the near future. Information related to their proposal was shared and it appears as though the plan
may only require a Commercial Site Plan for the project.
Target and Walmart - Both Target and Walmart are considering making some architectural
changes to their buildings in regard to signage and color schemes.
Overall Marketing — City staff continues to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
2022 North Suburban Home Show — 1,303 attended the Home Show.
REDEVELOPMENT UPDATES
Mr. Dickinson indicated going into a Closed Session is not necessary unless other negotiations are
desired. He handed out an Offer to Purchase Property and Purchase Agreement for 2503 138th
Avenue. Mr. Dickinson is seeking approval from the EDA to proceed forward with the Purchase
Agreement.
President Bukkila asked when closing could take place. Mr. Dickinson replied by the end of
March. He also stated the building will be empty by the closing and could be used for relocation
of tenants from other buildings.
Motion by Barthel, Seconded by Butler authorizing Executive Director Dickinson to proceed
with the Purchase Agreement for 2503 138a' Avenue. Motion carried 5 ayes, and 2 absent

(Holthus and Mueller).
Mr. Dickinson stated he is looking for direction from the EDA on what property to pursue next.
The area was discussed.
Commissioner Kafer stated she would like to see more momentum on the Priority 1 portion of the
area before moving to Priority 2.
9 Staff will continue to monitor the area for willing sellers and focus on the Priority 1 area.

11 OTHER BUSINESS

13 Mr. Berkowitz indicated he received an email from the Planner with the Anoka County Highway
14 Department looking for the City of Andover's support for a federal aid application for the
15 intersection of 1815` Avenue and Round Lake Boulevard. They are asking for a city support letter.
16 It could possibly be for a single lane round -about and would be a 2027 project.

18 The EDA directed staff to move forward with a support letter.

20 Commissioner Nelson indicated the small post office located in Speedway on Hanson Boulevard
21 is closing. He feels it would be nice to have a full-service Post Office, he would like a letter sent
22 to the Regional Postmaster.

24 Mr. Dickinson stated the City had pursued for a full-service Post Office in 1995 and the early
25 2000s. He continued the Unite States Postal Service (USPS) has recently released their vision and
26 10 -year plan. "They are evaluating low traffic branches for closure and consolidation. People are
27 mailing less, volume is less and they need to find ways to reduce their expenses."

29 President Bukkila stated she feels the City should say something to the Postmaster.

31 Commissioner Barthel stated this is a federal matter and other than writing a letter there is nothing
32 the City can do.

34 President Bukkila indicated she has received two emails from residents regarding this issue and
35 she encouraged those residents to contact USPS directly.

37 Commissioner Barthel stated the current Andover Post Office has a counter and front door, if they
38 are not staffing it, it must not be important to them.

40 The EDA directed staff to draft a letter to the USPS.

In 2017 Anoka County, Connexus Energy, and Metro North Chamber of Commerce along with Anoka
County Communities worked with Ady Advantage to develop an economic development road map. This
working group has become known as the "Anoka County Regional Economic Development Initiative."
The City of Andover has been participating with the above named identities through a memorandum of
understanding (MOU) since the inception of ACRED. ACRED had hired an individual to work on the
plan that was developed by Ady Advantage, and is currently in process of hiring a new individual to work
on ACRED items.
ACRED has been integral in assisting Anoka County and its Communities with economic development as
it relates to increasing awareness about opportunities in Anoka County. A cost sharing agreement has
been utilized to make payment to fund the budget to continue with the promotion of Anoka County and
opportunities within the county as it relates to Economic Development. Staff is asking the EDA to
consider authorizing the attached agreement.
The Cost Sharing Agreement outlines the following:
• Budget for 2022 of $20,750 ($750 increase over 2021).
• City agrees to contribute $0.057 per individual resident within its city limits.
The City of Andover's contribution is expected to be around $1,858 for 2022 ($1,855 in 2021).

VOLUNTARY COST SHARING AGREEMENT
FOR ANOKA COUNTY ECONOMIC DEVELOPMENT
(CALENDAR YEAR 2022)
THIS AGREEMENT is made between the County of Anoka, a political subdivision of the State
of Minnesota ("County"), and the undersigned participating municipality ("City"), a municipal
corporation organized under the laws of the State of Minnesota.
WITNESSETH
WHEREAS, the County and the City, along with other community partners, entered into
a Memorandum of Agreement ("MOU") on January 1, 2019, to set goals, create an action plan,
and implement shared objectives in promoting economic development within Anoka County;
WHEREAS, the MOU addresses the need for cost sharing between the County and
municipalities of Anoka County to support continued services for website services, social media
support, marketing assistance, and future services related to the county -wide economic
development initiative;
WHEREAS, an annual budget for the above activities was developed, including a
formula for each participating municipality to provide proportional cost sharing based upon its
population;
NOW, THEREFORE, the parties understand and mutually agree as follows:
1. The budget for services related to website services, social media, marketing, and
other supportive activities required for economic development, is currently set at
$20,750.00 for calendar year 2022.
2. For 2022, the City agrees to contribute the sum of $0.057 per individual resident
within its city limits, as a voluntary contribution to the economic development
costs described above. For purposes of this calculation, population size of a City
is based upon the Metropolitan Council's most recent population estimate.
3. The City shall provide such payment annually, by the end of the first quarter in
each calendar year, beginning in 2022.
4. Each calendar year, the County will provide an annual budget and proposed
formula for the City's use in calculating its contributions under this Agreement.
5. The City may opt out or cancel this Agreement by providing 30 days' written
notice to the County Administrator: Rhonda Sivarajah, 2100 Third Avenue, Ste.
700, Anoka, MN 55303.

6. This agreement shall terminate concurrently with the MOU, unless a City chooses
to opt out or cancel this agreement prior to its expiration, as provided above.

In April, 2021, Anoka County hired Samantha Markman as the new Economic Develop-
ment Director - leading the Anoka County Regional Economic Development (ACRED)
Partnership. Samantha joins Anoka County having most recently served as the Eco-
nomic Development Coordinator for the City of Faribault, MN. A graduate of the Univer-
sity of Minnesota, Samantha enjoys all things Minnesota - including snowmobiling and
Vikings Football!
Over the past year, Samantha has brought many strengths
to the ACRED Partnership. Including a renewed look at the
events schedule and bringing those marketing events back
to in-person, as we emerge into a post-COVID reality.
If you're interested in learning more about how the ACRED
Partnership can help you - please do not hesitate to reach

Zoning Commission along with City Council has reviewed a sketch plan for the area. At this time
the majority of commercial uses are not known. Staff has received the Rezone Request, Preliminary
Plat, and Commercial Site Plans for the Apartment Complex, and Assisted Living Facility. Staff
has reached out to the land owner to have a "Welcome to Andover" sign incorporated at the site.
The developer has received a PUD for the site and the Preliminary Plat and Rezone received
approval on February 15, 2022. The Final Plat was approved by City Council and a Grading
Preconstruction meeting was held on April 13.
Holasek Property (near City Hall) — Staff has been in contact by a multi -family housing
developer on this particular property. The multi -family developer has taken comments from the
City Council during a worksession and researching options available to add additional commercial
to the site. The developer held a neighborhood meeting that a staff member was present at. The
proposed developer has scheduled a second neighborhood meeting on Wednesday, April 27,
located at Oak View Middle School Cafetorium (15400 Hanson Blvd. NW) from 6:30 to 8:00 pm.
• Housing — Developers are looking for additional land for future developments. Several developers
are trying to keep an inventory of lots, but are having difficulty in finding locations. Several sites
are being reviewed and looked at. In 2021 we had 140 new housing starts. So far this year we
have had 26 permits issued for new housing.
• Sheriffs Office — The City of Andover has received a Commercial Site Plan (CSP) for an
expansion of parking at the property. This was recently signed off on by the city staff with
construction expected in spring of 2022.

SUBJECT: Replace Message Board at Crosstown Blvd & Bunker Lake Blvd

INTRODUCTION
As part of the 2022 — 2026 Capital Improvement Plan, the message board at the intersection of Crosstown
Blvd and Bunker Lake Blvd was planned for replacement in 2024. Staff is requesting to move the
replacement to 2022.
The message boards the city operates are used for informing residents of city items and events related to
city business. We have been experiencing issues with the sign located on the corner of Crosstown & Bunker
Lake Blvd over the past 5 years with LED panels going out and needing replacement. The problem
continues today and the LED 25mm panels are very difficult to get as supply dwindles and they are no
longer being produced. The price to repair is no longer cost-effective and currently the sign is turned off
due to the location of the panel that is out. We are proposing to replace it with either 10mm or 16mm
message board; the lower number represents a better picture quality.
Staff is currently seeking quotes on a replacement sign and our estimate is approximately $30,000 for a
l Omm sign and $25,000 for a 16mm sign. $40,000 was budgeted in 2024 for the replacement.
BUDGET IMPACT
Funds are available in the EDA Special Revenue Fund to cover the expenditure.
ACTION REQUESTED
The City of Andover EDA is requested to direct staff on whether to replace the sign with a l Omm or l6mm
sign or continue to keep it dormant.
