PARKAND RECREATION COMMISSIONMEETING- FEBRUARy17, 2022 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Lindahl on February 17, 2022, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chairperson Jim Lindahl, Commissioners Kristin Lackie, Sophia Newton, Shane Stenzel, Tracy Strombeck, Reuben Ustimchuck, and Jake Widmyer Commissioners Absent: None Also Present: Public Works Director/City Engineer David Berkowitz City Administrator Jim Dickinson OATH OF OFFICE Chairperson Lindahl administered the Oath of Office to Tracy Strombeck, Kristin Lackie, and Reuben Ustimchuck. ELECTION OFCHAIRPERSONAND VICE CHAIRPERSON FOR 2022 Motion by Stenzel, seconded by Strombeck, to appoint Jim Lindahl for Chairperson of the Parks and Recreation Commission. Motion passed unanimously. Motion by Strombeck, seconded by Stenzel, to appoint Jake Widmyer for Vice -Chairperson of the Parks and Recreation Commission. Motion passed unanimously. RESIDENT FORUM No one appeared before the Commission. Regular Andover Park & Recreation Commission Meeting Minutes — February 17, 2022 Page 2 APPROVAL OFMINUTES November 18, 2021 Regular Meeting Motion by Newton, seconded by Stenzel, to approve the November 18, 2021 Regular Meeting minutes as presented. Motion passed 5 ayes, 2 present (Lackie and Ustimchuck). APPROVAL OFTHEACENDA Motion by Widmyer, seconded by Strombeck, to approve the agenda as presented. Motion passed unanimously. ANDOVER COMMUNITYCENTER 41h QUARTERLYREPORT The Park and Recreation Commission is requested to receive the Andover Community Center's 4a' Quarter Report. City Administrator Dickinson presented the 2021 pre -audit budget summary report. He stated the Community Center exceeded revenue and were under in expenditures. Mr. Dickinson attributed the reduction in expenditures to being understaffed. He noted the Council has approved a full-time position and expects it to be filled by mid -March. Mr. Dickinson reviewed facility usage and programs occurring in the Community Center as presented in the staff report. The City has not been able to replace Subway in the Community Center. Commissioner Stenzel asked why turf rental revenue was down. Mr. Dickinson stated the ice was left in longer due to the demand. Commissioner Stenzel asked where room rentals were placed in the budget. Mr. Dickinson stated room rentals are allocated under miscellaneous. Commissioner Stenzel asked if there was figure skating at the Community Center. Mr. Dickinson stated there has not been interest from a figure skating group. Commissioner Stenzel asked when the Commission will see a 2022 budget. Mr. Dickinson will share the 2022 budget with the Commission. Commissioner Strombeck asked for utilization rates for prime and non -prime times. Commissioner Strombeck asked for more information to see who is using the Community Center. Mr. Dickinson stated they can provide counts for pickleball. Commissioner Widmyer asked how many hours the hockey association uses. Mr. Dickinson stated it is over 1000 hours, but does not have the exact number. Commissioner Widmyer asked when the turf will go in. Mr. Dickinson stated it will be available by the second week off March. Commissioner Widmyer asked if there was any downtime for the main rink. Public Works Director/City Engineer Berkowitz stated ice will come out for maintenance for a week during the summer. Regular Andover Park & Recreation Commission Meeting Minutes — February 17, 2022 Page 3 Commissioner Stenzel asked if there was less usage of outdoor rinks due to the Community Center ice. Mr. Berkowitz stated associations are using less outdoor ice. Commissioner Stenzel asked if the City tracked outdoor rink usage. Mr. Berkowitz stated the City counts rink usage but not association use. Commissioner Stenzel asked if the Commission can get the outdoor rink usage report. Mr. Berkowitz will provide the data. CONSIDER 2022 TOURIVAMENTAPPLICATIONS FOR SOFTBALLBASEBALL The Park and Recreation Commission is requested to consider approving the 2022 Tournament Applications for softball and baseball. Commissioner Strombeck asked if the Invisible Wounds Project paid a fee and if not, what do they give back to Andover. Public Works Director/City Engineer Berkowitz stated they do not pay a fee and it is the City's way of supporting veterans. Chairperson Lindahl noted that City businesses benefit from the tournament. Motion by Strombeck, seconded by Stenzel, to approve the 2022 Softball and Baseball Tournament. Motion passed unanimously. DISCUSSADMINISTRATIVEAPPROVAL FOR TOURNAMENTAPPLICATIONS The Parks and Recreation Commission is requested to discuss authorizing City staff to approve tournament applications. Public Works Director/City Engineer Berkowitz noted requests for tournaments are similar each year. He explained the process can be an administrative role and only brought to the Commission if there are conflicting dates that cannot be resolved by staff, requests for fee waivers, and special requests outside normal operations. Chairperson Lindahl stated he is comfortable with an administrative approval process as long as the schedule can be on the website and youth get first priority. Commissioner Strombeck asked if the application process could be changed to make it simpler for staff. Mr. Berkowitz noted the same application process will need to be followed, however, staff time will be saved by not having to create agenda items for the Commission. Commissioner Strombeck stated the new policy conflicts with Appendix D in the Park Commission Manual. Mr. Berkowitz explained the Park Commission Manual will need to be changed to reflect the new policy. Commissioner Strombeck asked how it saves time to take it away from the Commission. Mr. Berkowitz stated it saves the time of preparing the item and presenting it at the Commission. Staff will still need to follow the application process. Mr. Berkowitz stated an online application process will be more efficient. Commissioner Stenzel stated he does not want to vote on the item tonight and would like to talk about it at a workshop. He thinks the role of the Parks and Recreation Commission should be to review policies every few years. He would like all of the athletic approval policies to be reviewed. Motion by Stenzel, seconded by Strombeck, to table the item for a future meeting and add it to a workshop agenda. Motion passed unanimously. ANOKA COUNTYSHERIFF'S DEPARTMENT 4TH QUARTERLY REPORT The Parks and Recreation Commission is requested to receive the Sheriffs Department 41' Quarterly Report and asked provide comments. The Commission had no questions or comments. PARK DEDICA TION IMPRO VEMENT FUND 4TH QUARTERLYREPORT The Parks and Recreation Commission is requested to receive the 4`" Quarterly Report of the Park Dedication Improvement Fund. City Administrator Dickinson presented the report as written in the staff report. Chairperson Lindahl asked if items should be moved up due to the increase in revenue and the extended time needed to receive products. Mr. Berkowitz stated the Commission will review the Capital Improvement Program for Parks and can make recommendations to Council for 2023. Commissioner Newton asked for a status update on Rose Park. Mr. Berkowitz stated T-Mobile decommissioned the lease on the cell phone tower. OUTSTANDING ITEMS I. Completed Projects: nothing new to report. 2. On -going Projects: presented in the staff report. 3. On -Hold Projects: Youthlbike trail. 4. Mr. Berkowitz will send electronic packets for Commissioners that prefer email. Commissioner Strombeck asked for the banner policy to be added to a workshop agenda. She asked if the Commission could have a meet and greet with the athletic associations. She said the value would be knowing who the presidents are. The Commission agreed to add the topic to a workshop. Chairperson Lindahl welcomed the new Commissioners. DISCUSSION Attached for your review is the proposed 2022 softball/baseball schedule. The City has received two (2) applications for use of the fields for the upcoming season from the Andover Athletic Association (AAA) and Andover Baseball Association (ABA). At this point, it is our understanding that AAA has met with ABA to work out the details. Outstanding Items DATE: March 17, 2022 Issues list as of 03/11/22 COMPLETED PROJECTS — ON -GOING PROJECTS — Rose Park Playground Improvements (2022) — Waiting on final design options and pricing. Once I receive the options, I plan to send out an electronic survey to the group that responded to the original surveys. This survey will give the neighborhood some options on features and colors without holding neighborhood meetings Prairie Knoll Park Playground Improvements (2022) — Waiting on final design options and pricing. This survey will give the neighborhood some options on features and colors without holding neighborhood meetings. Strootman Park (2022) — A design was finished, and play -structure ordered. Waiting for a response on when the community build can be scheduled. ON -HOLD PROJECTS — None at the time. • Bike Youth/Trail —Project will be worked on in the spring. OTHER ITEMS OF INTEREST — • Update of Pedestrian Trails: ❖ 2023 or Bed-- Kelsey Round Lake Park Trail. The reconstruction of the trail will most likely be pushed out for reconstruction for another 3-5 years. Staff met with the MN DNR staff recently to evaluate the condition of the existing boardwalk and the trail. The DNR representative indicated that the boardwalk and trail are beyond repair and indicated that both would be eligible for a DNR funding by applying for an Outdoor Recreation Grant. Staff will apply for the funding for the boardwalk as part of the 2022 grant applications (construction would be in 2023). The trail replacement could be applied for in early winter of 2023 or 2024 since most likely only one application would be awarded at a time and not in the same year. Also, by applying for grants in different years, the City can determine how they would fund both projects at part of the 5-year Capital Improvement Plan since the City will be responsible for a portion of the matching grant for the reconstruction. ❖ Coon Creek Restoration Project — The Coon Creek Watershed District is currently working on improvements to the creek along the Tom Anderson trail throughout the winter. One small section of trail closed for this project that they will be using as their access point. They do have a second access point on the east end of the Tom Anderson Trail off the Tamarack St. cul de sac. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to consider a park to meet at in 2022. Sunshine Park Ballfield Fencing 2021 Park & Recreation maintenance budget money was carried forward to replace the backstop fencing at fields 1-4 at Sunshine Park in 2022. This will include 80' of the fence along the baselines. Staff determined the fence was getting curled out enough that it is starting to become a safety hazard. Work is currently underway doing some tree harvesting and invasive species removal at Strootman Park. This will involve removing select mature Siberian Elm and Black Locust. Also, they will be doing a thinning of the red pine stand. This is all part of forest management and timber stand improvement (TSI). Also, invasive buckthorn and prickly ash will be removed by the contractor in the woodland area and select, scattered areas of Timber Rivers Park. Many of the woodchips produced will be used as ground cover. The Red Pine chips will be utilized elsewhere as needed. The grant is in the amount of $93K and expires in June of 2025. Low to no inventory has made finding equipment challenging. 03/04/2022 • The week was spent in Snow and Ice Control. • Trials, parking lots and rinks were worked on all week. • Monday the 281h will be the last day the outdoor warming houses will be open. Guideline Statement A key goal of the City of Andover's Parks & Recreation Commission's function is to provide a rich variety of recreational opportunities to residents in the most cost-efficient manner possible. To achieve this goal, the City will emphasize a partnership with Andover's volunteer organizations to plan, organize, and implement youth recreational programs both as a means of containing service costs and as a method of ensuring a community -based program. 2. Minimum Reauirements and Procedures The City may recognize any number of associations based on the availability of resources and determination of the benefit to the community by the Parks & Recreation Commission. To qualify as a recognized City of Andover youth athletic association, the association must meet the minimum requirements and provide the following items to the City: A. Democratic procedures and elections must be provided that ensure input from the residents regarding the program and policies. The Parks Coordinator shall be provided a copy of the group's by-laws with the required field application that includes this information. Note: The association has the option of providing the website link of the group's Democratic procedures and elections. B. All associations must provide a copy of the verification that they have 501c(3) or equivalent non-profit status with the State of Minnesota. C. A copy of the Certificate of Insurance must be provided which also names the City of Andover as "Additional Insured". D. A copy of the Established Grievance Procedures must be provided as outlined by association by-laws. Note: The association has the option of providing the website link of the group's established grievance procedures. If the association meets the minimum requirements above (A-D), in return qualifying associations will receive from the City use of City owned fields/facilities. Associations with 50% or more participation from Andover residents will receive higher priority. The number of participants must obtain from the State organization for that particular association or sport or the president of the particular association must sign an affidavit as to the accuracy of the number of participants from last year from Andover. Note: The association has the option of having a Notary Public certify the number of participants in the association based on the previous year's participation by certifying the application for use of the City fields/facilities. Other associations that do not meet Items A, B and/or D (Certificate of Insurance is still a requirement) may be able to use City fields/facilities if there are any available after the recognized associations have determined the fields/facilities they need for their games and/or practices. Note: It is understood by the All required information/documentation must be provided by the association to the City before an application for use of the fields/facilities can be approved. The Park and Recreation Commission has the authority to review the number of fields/facilities that are being requested by the association. The final determination will be made by the Park and Recreation Commission based on need for the association. Duplication of sport offerings by associations is not encouraged. Example: If more than one recognized association offers the same level of competitiveness, this shall trigger the field allocation clause. The number of Andover residents within each of the associations will determine the percentage of fields that will be allocated to the particular association. Acknowledgment of the groups as providers of their respective sport offerings. As part of this, the City does not offer programs in these areas, but refers resident to these organizations. • Youth athletic associations are valued partners to the City in providing organized recreational opportunities. Consequently, serious conflicts arising within or between associations and resident groups that threaten the quality of those recreational opportunities are of concern to the City. • Barring a legal imperative to the contrary, the City's role in resolving such conflicts is limited to encouraging the association board and party in conflict to work through the problem, according to existing by-laws, with staff representatives providing facilitation and information, as needed. Responsibility The Parks Coordinator or a city representative will work with the various athletic associations to ensure the responsibilities are being met.
