INTRODUCTION•
Attached for Commission review is the Andover Community Center (ACC) Budget Summary
Report for Budget Year 2021. The report reflects activity through December 2021, comparative
data with December 2020 and audit data reflecting the entire year of 2020.
As the Commission well knows, the year 2020 was a difficult year, in part because of the expansion
construction, but heavily with imposed COVID restrictions shutting down the entire facility mid -
March of 2020 and then finally allowed to reopen in a restricted capacity early January 2021. The
ACC has now been operating for nine months since the reopening, thus making the current year
(2021) activities difficult to compare with only the first three months of 2020 containing full
operations. Now reporting October 2021, comparative data with 2020 is difficult to compare due
to the State imposed 2020 COVID shutdowns of the facility.
The actuals through December 2021 when compared to the 2021 Budget are favorable relative to
revenues, expenditures are below budget. In Administration's opinion, while the expenditures are
below budget, which may look good from a budget perspective, but is not reflective of how
Administration would like to see the facility operate. Having adequate staffing was a challenge
during 2021, and while the financial result was positive for 2021, the stretching of the current
staffing to produce the result is not sustainable.
Also provided is an ACC historical perspective of actual costs dating back to 2015. This is the
reporting previously provided to the ACC Advisory Commission. This report also provides history
on debt service payments and the property tax levy assigned to debt and operation.
Please refer to the attached ACC Facility Update for Major Events. Walking track activity through
December is identified as well.
ACC has a full fall/winter schedule for the 2021-22 Prime Season and does fine-tune the schedule
as facility users may release times. Efforts are on -going to fill non -Prime hours, ACC is working
with various groups to fill the non -prime hours before school all fall/winter long, as well as filling
2022 Spring and Summer availability.
Other ACC Hiahliahts:....
As ACC moves into 2022 the ACC continues to be busy, our busiest 3 months of the year are
just ahead. Youth and high school hockey seasons are just beyond the mid -way point of their
seasons with both rinks booked up 7 days a week. ACC has seen record numbers at our open
skate sessions and even the daytime "non -prime" open sessions have been busier than normal.
In the field house our volleyball club, MN Premier is rolling with practices 4 nights a week and
multiple tournaments thru March. AAA Basketball has record numbers and with that has more
gym hours scheduled than ever before. They started up on January 15th and run through early
March. In addition, the Anoka Hennepin Mustangs and Andover Girls Traveling Basketball are
at the mid -season point as well. The North Suburban Home Show is back again this year,
scheduled for March 12th.
Meeting room groups are picking up, birthday parties are back, pickleball is back, and the
walking track usage is popular with the cold weather.
PROGRAMS -
ACC lost some skating instructors and due to that are not offering winter skate lessons. It is our
full intention to be back mid -March with a spring session. To help, this winter ACC is bringing
in our lead skating instructor on Wednesday nights, during our open skate sessions. She is
offering free tips to skaters and recruiting new students along with potential helpers. The winter
soccer program started up Jan 15th, and we have 112+ kids currently registered. We will also
offer a spring session starting mid -March in the Sports Complex on the turf. Daily pickleball is
back strong, we have started up our beginner lessons, skills and drills sessions along with both
beginner and advanced open pickleball sessions throughout the week.
Subway was done at the end of October. Staff has had conversations with some local business,
local booster clubs and concessions operators and AHS. We have yet to find a partner that felt
they could take this on. Concern over staffing and just the timing with all the Covid issues and
mandates is the primary reason the concessions remain vacant. We continue to explore options;
in the meantime, we have added additional vending and are restocked twice a week versus the
traditional once a week.
STAFFING -
ACC recently lost our long-time Asst Manager, Dan to another opportunity. As we look to fill
that position, we continue to have a shortage of part time staff. Weeknights are short but
manageable, however the weekends are a real problem. With as busy as the facility is and the
extending weekend hours it has been a challenge. Staff is taking each week one at a time and
adjusting work hours as needed to get through the weekends.
SCHEDULING -
Scheduling for summer 2022 and winter 2022-23 has started, looking to get a head of the game a
bit to help ensure we keep all our prime -time hours sold at close to 100% and find new users and
programs to keep building our non-prime/summer usage.
ACTION REQUESTED
Administration will review the staff report and discuss the attached reports with the Commission
at the meeting.

SUBJECT: 8. Consider 2022 Softball/Baseball Tournament Applications

INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 12 softball and
baseball tournament applications for the upcoming 2022 softballibaseball season as requested by
the Andover Athletic Association (AAA), Andover Baseball Association (ABA), Andover High
School (AHS) and The Invisible Wounds Project.
DISCUSSION
Tournament applications are due by the i st Friday of January for the upcoming summer season.
We extended that to February 3r4 this for the 2022 season. Listed below are the 12 applications (4
from ABA, 5 from AAA, 2 from Andover High School and I outside organization) along with
the dates that have been requested for the tournaments.
- April 29-30 AHS Husky Classic V an JV. Fields 1-6 at Sunshine Park.
Wavier of fees requested.
- May 22-23 AAA Spring Jamboree. Fields 1-6 at Sunshine Park.
- May 28 AHA/MSHSL Section 7AAAA Tournament. Fields 1-4 at Sunshine Park.
Wavier of fees requested.
- June 3-5 ABA A -Town Classic Tournament. Fields 1-6 at Sunshine Park, City Hall Park
Complex -Field #7.
- June 17-19 AAA Fastpitch. Fields 1-6 at Sunshine Park, City Hall Park Complex -Field
47 and Eveland Fields (north, middle, and south)
- June 24-26 ABA Anders FLAA Tournament. ASN (west, middle, and east fields),
Hidden Creek North Park, Pine Hills South Park, Shadowbrook East Park -North
Field, Timber Trails Park.
- June 24-26 AAA Slow -pitch End of Season Tournament. Fields 1-6 at Sunshine Park and
City Hall Park Complex -Field #7.
- July 9-10 ABA Andover Baseball Celebration Weekend/Fields 1-6 at Sunshine Park.

Note: The Andover Family Fun Fest is tentatively scheduled for July 8' & 9'
Copies of the tournament applications are available at City Hall if you would like to review any
of them. Feel free to contact Jason Baumunk and copies can be sent directly to you by e-mail.
Staff will have their annual meeting with each association to discuss maintenance and
expectations along with addressing parking issues that may come up during the tournaments.
The City currently has a damage deposit in place for all applicants as required. None of the
tournaments have indicated a need for field maintenance from the City.
The City Council must approve waiver of reservation fees. The Park & Recreation Commission
can recommend to the wavier to be sent to Council for approval.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the 12 tournament applications for
the upcoming 2022 softballfbaseball season and give staff direction on fee waiver requests.

SUBJECT: 9. Discuss Administrative Approval for Softball/Baseball Tournaments

Administration is requesting the Park & Recreation Commission discuss changing the current process for
approving Baseball and Softball tournament applications.
DISCUSSION
Current practice is for staff to receive, verify, and prepare the tournament applications to be presented to
the Park & Recreation Commission for final approval. The current process is time consuming, and
Administration feels the approval of the applications can be done in a more cost effective and efficient as
an administrative approval. There are circumstances that would still be brought forward for Park &
Recreation Commission input and approval. The following items would continue to be brought forward:
Conflicting dates requested that cannot be resolved by staff.
Request for waiver of fees as required per the application.
Special requests outside the normal Tournament, Multi -Day, and Jamboree Application Form.
ACTION REQUESTED
The Park & Recreation Commission is requested to allow staff to approve completed Baseball/Softball
Tournament, Multi -Day, and Jamboree Applications through an administrative approval if all the
required criteria is met.

The following is a list of reports generated by the Anoka County Sheriffs Office regarding city park
activity for the 4th quarter.

A caller reported a fight at the location. The deputy arrived and located three juveniles. They werent
fighting, they were dancing in the rain.

A deputy was called to a medical at the location. A player was rendered unconscious. The deputy
stayed with the victim until the ambulance arrived.
10.03 3:22 pm Oak View 21223968
A resident reported a suspicious female in the park possibly smoking narcotics. The deputy arrived
and located the woman who was smoking an a-cig.

A resident reported someone in the park smoking crack cocaine. The deputy arrived and did not
locate anyone.
10.05 9:00 pm Creek View Crossing 21225938
A caller reported a suspicious vehicle with two occupants possibly smoking marijuana. The deputy
arrived and located the occupants. There were no signs of marijuana use or criminal activity.

A caller reported finding a cell phone on the bleachers. A deputy responded to collect the phone and
placed it in found property.

A deputy was called regarding a delayed damage to property report. A city employee observed three
individuals kicking spindles out of the gazebo. He was able to provide a description and the school
resource officer identified three suspects.

A caller reported a suspicious male in the parking lot trying to talk to the kids. The deputy arrived
and the male was gone. Information was taken and passed along.

Deputies were called to the park due to two motorcycles and a four -wheeler in the park tearing it up.
When they arrived, three juveniles were located. They admitted they were riding in the park and their
parents were contacted. The juveniles were advised to bring the vehicles back to where they were
stored, and the parents picked them up there. All three were issued citations.

A deputy was called to the location because a resident found a bike. The deputy picked it up and
brought it to the found property room.

A caller reported two vehicles driving recklessly in the park. The deputy arrived and did not locate
any vehicles.

A deputy was called to a report of a male with a chest injury. The deputy assisted until the
ambulance arrived.

A caller reported a suspicious man walking in the cattails. The deputy arrived and did not locate
anyone at the location.

A caller reported tire tracks in the grass at the park. The deputy arrived and observed the marks but
no vehicles. The park was roll -called for extra patrol.

A deputy was asked to check the welfare of a male in the park, possibly homeless. When the deputy
made contact, the male was laying in a sleeping bag. He stated he was just resting and was about to
go to a friend's house to stay the night.
11.23 7:35 am Prairie Knoll 21265726
A caller reported an occupied suspicious vehicle. The deputy arrived and found a female in the
driver's seat passed out. Field sobriety tests were conducted and failed. She was arrested for a DWI.
Drug paraphernalia and meth were also found in the vehicle.
11.23 8:56 pm Kelsey Round Lake 21266346
A male called stated he was at the park because he didn t feel safe at home. Deputies arrived and
spoke with him. It was determined that the male was having a mental health crisis and an ambulance
was called.

A deputy observed a truck partially submerged at the boat launch. He made contact with the driver
who stated he was trying to pull his icehouse off the lake and misjudged where the end of the launch
was. He had a private tow coming and did not need any help.

A caller reported he locked his keys in his vehicle and needed help getting inside. A deputy went and
was able to unlock his car.

Rose Park Playground Improvements (2022) — Working with vendors on a playground design
and options including pricing.
Prairie Knoll Park Playground Improvements (2022) — Working with vendors on a
playground design and options including pricing.
Strootman Park (MM — The neighborhood committee was sent several playground options that
would fit in the available space. The neighborhood came up with some options and an order is
being put together with Gametime.
ON -HOLD PROJECTS — None at the time.
• Bike Youth/Trail —Project will be worked on in the spring.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
❖ 2023 or Beyond — Kelsey Round Lake Park Trail. The reconstruction of the trail will
most likely be pushed out for reconstruction for another 3-5 years. Staff met with
the MN DNR staff recently to evaluate the condition of the existing boardwalk and
the trail. The DNR representative indicated that the boardwalk and trail are beyond
repair and indicated that both would be eligible for a DNR funding by applying for
an Outdoor Recreation Grant. Staff will apply for the funding for the boardwalk as
part of the 2022 grant applications (construction would be in 2023). The trail
replacement could be applied for in early winter of 2023 or 2024 since most likely
only one application would be awarded at a time and not in the same year. Also, by
applying for grants in different years, the City can determine how they would fund
both projects at part of the 5-year Capital Improvement Plan since the City will be
responsible for a portion of the matching grant for the reconstruction.
f• Coon Creek Restoration Proiect — The Coon Creek Watershed District is currently
working on improvements to the creek along the Tom Anderson trail throughout
the winter. One small section of trail closed for this project that they will be using
as their access point. They do have a second access point on the east end of the
Tom Anderson Trail off the Tamarack St. cul de sac.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to consider a park to meet at in 2022.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Jason Baumunk or Dave Berkowitz at the City.
Staff recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.
• Sunshine Park Ballfteld Fencing
2021 Park & Recreation maintenance budget money was carried forward to replace the backstop
fencing at fields 1-4 at Sunshine Park in 2022. This will include 80' of the fence along the
baselines. Staff determined the fence was getting curled out enough that it is starting to become a
safety hazard.
Update on Great River Greening Grant -Funding for invasive species management
The City received a grant with Great River Greening (GRG), as a part of a multi -partner, Metro Big
Rivers partnership under the Outdoor Heritage fund. As part of the Strootman and Timbers Parks
Habitat Enhancement Project (City project 21-51) and grant in conjunction with project partner
Great River Greening, the hired contractor will be doing some tree harvesting at Strootman Park.
This will involve removing select mature Siberian elm and black locust. Also, we will be doing a
thinning of the red pine stand. This is all part of forest management and timber stand improvement
(TSI). Also, invasive buckthorn and prickly ash will be removed by the contractor in the woodland
area and select, scattered areas of Timber Rivers Park. This will be accomplished by a forestry
mower and hand cutting with chainsaws. Some of the woodchips that are generated may be used on
site for landscaping and trails. More work will be done in the spring/summer, including prairie
restoration and native shrub planting.
The grant is in the amount of $93K and expires in June of 2025. The City will contribute $6K cash
and in -kind time over the course of the project.

• Trails plowing was worked on throughout the week, and all were finished by Thursday.
• Ice rinks are open and continue to be flooded overnight. They are in good shape and getting used.

for future snow storage.
• Ice rinks are open and continue to be flooded and maintained. They are in good condition after the
40+ degree weather.
• Rinks will be cleared during the full plow Saturday, so they are open for the long holiday weekend.
