10 In the absence of the President and Vice President the Meeting of the Andover Economic
11 Development Authority was called to order by Commission Secretary Jamie Barthel November
12 16, 2021, 6:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
13 Minnesota.

30 Motion by Kafer, Seconded by Nelson, to approve the minutes as written. Motion carried 4
31 ayes, 1 present (Butler) and 2 absent (Bukkila and Holthus).

33 CONSIDER RENT INCREASE FOR REDEVELOPMENT AREA RENTALS
34
35 Mr. Janish reviewed the properties acquired by the EDA and the properties where the structures
36 have been removed. He indicated since acquiring the properties there has been one rent increase,
37 September 2019. The tenants were given several months' notice before the increase occurred.

39 Mr. Janish stated after review of the rental analysis, staff is proposing an increase in rent to bring
40 the properties into a consistent rental rate for July 1, 2022.

42 Commissioner Mueller stated he feels the rent increase is overdue. He asked now that the rent
43 moratorium has been lifted, what is the status of the tenants that were behind paying their rent.
44 Mr. Janish reviewed the current status.

46 Commissioner Nelson is also in favor of the rent increase and feels the increase is adequate.

48 Commissioner Butler feels comfortable with the increase, the notice time frame and the capped

amount.
Commissioner Barthel supports the rent increase.
Motion by Nelson, Seconded by Mueller approving the rent increase for the Redevelopment
Area. Motion carried 5 ayes and 2 absent (Bukkila and Holthus).
REVIEWIDISCUSS/RECOMMEND PROPOSED 2022 EDA BUDGET
10 Mr. Dickinson stated the budget was reviewed with the EDA in July; nothing has changed since
11 then. He continued stating one of the aspects of the EDA by-laws is that the EDA needs to
12 annually recommend an EDA budget to the City Council.

14 Mr. Dickinson reviewed the EDA Fund Balance. He indicated the Fund Balance is getting very
15 low, he anticipates transferring dollars from the General Fund. The commitment was made to
16 put concrete in the Bunker Lake Boulevard medians in 2022, the transferred funds will be used
17 for this project.

19 Motion by Butler, Seconded by Nelson, recommending the proposed EDA 2022 budget to the
20 City Council. Motion carried 5 ayes and 2 absent (Bukkila and Holthus).

22 APPROVE LMCIT LLIBILITY COVERAGE
23
24 Mr. Dickinson stated the League of Minnesota Cities Insurance Trust (LMCIT) has requested
25 that participating entities annually decide whether or not to waive the statutory tort liability limits
26 established by Minnesota Statutes 466.04. Currently the City of Andover EDA Does Not Waive
27 the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. It is his
28 recommendation to continue with past practices.

30 Motion by Mueller, Seconded by Nelson, to approve the LMCIT Liability Coverage and to not
31 waive the monetary limits on tort liability established by Minnesota Statutes 466.04. Motion
32 carried 5 ayes and 2 absent (Bukkila and Holthus).

34 REDEVELOPMENT UPDATES

36 Mr. Dickinson stated since the last EDA meeting staff has had two property owner contacts in
37 the Redevelopment Area. One property is located on Bunker Lake Boulevard, the property
38 owner is not interested in selling at this time. The other property is located on 138th Avenue, the
39 property owner is interested in selling. At this time the City is not interested in the property on
40 138th Avenue.

42 Mr. Dickinson indicated the City has yet to acquire the property directly behind 2619 1381
43 Avenue, owned by the Anoka County Highway Department.

2 Mr. Janish updated on the following:

4 Hearth Development, 1714 Bunker Lake Boulevard — Two tenant spaces remain to be leased.
5
6 Clocktower Commons, 15190 Bluebird Street — The final building pad location interest is
7 relatively low at this point.
8
9 Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Activities
10 continue to wrap up the project.
11
12 Interest in Hughes Industrial Park — Interest in this area comes and goes. Staff met with a
13 property owner about expansion. The Fire Department, Building and Planning had a discussion
14 with a business owner about adding a new building or two at their property. Staff occasionally
15 receives calls from interested parties.

17 ABC Mini StorageIT-Squared (self -storage), 13624 Hanson Boulevard — Water, sewer and site
18 prep is complete. The Building Department is working with the applicant on structural drawings
19 for review. This looks to be a spring project.
20
21 Hanson Builders, 13432 Hanson Boulevard — A second floor sales area has been constructed,
22 including an elevator and restrooms. The first floor is also being remodeled and the interior
23 finishes are nearly complete. The final inspection for this project has been scheduled.
24
25 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
26 locate to in Andover.

28 TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
29 potential uses allowed. Staff recently had a meeting with the landowner and a perspective
30 business. The perspective business is not allowed in the General Business District, the business
31 would need to petition for a code amendment. Staff provided the feedback from the EDA and
32 has not heard back from the perspective business at this time.

34 71h Avenue and Bunker Lake Boulevard — Staff has obtained the easement from CenterPoint
35 Energy. Staff has also met with the City of Anoka staff to discuss the traffic signal at 71
36 Avenue. The Planning and Zoning Commission along with City Council has reviewed a sketch
37 plan for the area. At this time the commercial uses are not known. Staff has received the
38 Rezone Request, Preliminary Plat and Commercial Site Plans for the apartment complex and
39 assisted living facility, 186 units between the two projects. The owner has also indicated they
40 intend to plat and sell one commercial lot as they have an interested buyer. Mr. Dickinson
41 pointed out part of the project will be the intersection on 7ch Avenue, this will be a joint project
42 with the City of Anoka.

44 Holasek Property — Staff has been in contact with another multi -family housing developer on
45 this particular property.

1 Mr. Dickinson stated his understanding is this parcel is under contract. Staff has only received
2 requests on the parcel for multi -family projects.

4 Commissioner Barthel asked if the price is the reason all the requests have been for multi -family
5 projects. Mr. Dickinson replied the price has come way down. The parcel is odd shaped, and the
6 street access is not good for commercial usage.

8 Housing — Developers are looking for additional land for future developments. Several
9 developers are trying to keep an inventory of lots but are having difficulty in finding locations.
10 Several sites are being reviewed and looked at. In 2020 the City had 139 new housing starts.
11 We have had around 117 residential permits issued so far this year. Staff has received many
12 calls related to possible multi -family developments and has met with several multi -family
13 developers recently.

15 Mr. Dickinson indicated the parcel at 13901 Jay Street owned by DSTI has received a proposal
16 for market rate apartments and commercial. He stated with the Holasek property and this
17 property both wanting multi -family housing there may not be enough sewer capacity for both
18 projects. One project would need to be downsized.

20 Commissioner Kafer asked what the property is zoned. Mr. Dickinson replied General Business.

22 Commissioner Butler stated he is not opposed to the multi -family project; he feels the EDA
23 needs to be sensitive on giving up prime commercial property. Commissioner Barthel agrees.

25 Commissioner Kafer indicated she would prefer more commercial over apartments.

27 Anoka County Sheriffs Office, 13301 Hanson Boulevard — Staff received a Commercial Site
28 Plan (CSP) for an expansion of parking at the property. This is currently being reviewed by
29 staff.

31 Overall Marketing — City staff continues to work with parties interested in investing in Andover
32 and marketing all commercial sites. Staff continues to work with Anoka County Regional
33 Economic Development (ACRED) on marketing of the community and Anoka County.

SUBJECT: Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCLIL PROJECTS
• Hearth Development, 1714 Bunker Lake Blvd. NW — It is staff's understanding the space is
going to be leased out.
• Clock Tower Commons —The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations — Activities continue to wrap up
the project.
• Interest in Hughes Industrial Park — Interest in this area comes and goes. A 10 acre property
east of the park has been on the market and City Council reviewed with the landowner desired
roadway connections through the parcel at a past work session. The property has been purchased
by the owners of Best Outdoor Services which currently owns a lot nearby. In time they would
like to expand to this location but for now they are aware that the property is currently zoned
residential and would have to follow a process for any type of expansion.
• ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for additional
Mini -storage on a portion of this lot. The buyers of the property had intended to expand the mini -
storage. The Building Department is working with the applicant on structural drawings for
review. Water, Sewer and site prep is completed. Due to the increase in materials and the timing
of approval they are waiting until spring for construction.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate in Andover.
• Tasty Taco — Is open.
• TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
potential uses allowed. Staff suggested a restaurant or fast food. Staff recently had a meeting with
the landowner and a perspective business. Staff provided the feedback from the EDA and has not
heard back from the perspective business at this time. The owner of the property continues to
work with those interested in the site.
• 7' Avenue and Bunker — Staff has obtained the easement from CenterPoint Energy. City Staff
has also met with the City Anoka staff to discuss the traffic signal at 7`s Avenue. The Planning
and Zoning Commission along with City Council has reviewed a sketch plan for the area. At
this time the majority of commercial uses are not known. Staff has received the Rezone Request,
Preliminary Plat, and Commercial Site Plans for the Apartment Complex, and Assisted Living
Facility. Staff has reached out to the land owner to have a "Welcome to Andover" sign
incorporated at the site. The developer has received a PUD for the site and the Preliminary Plat
and Rezone may occur in Febraury.
• Holasek Property (near City Hall) — Staff has been in contact by a multi -family housing
developer on this particular property. The multi -family developer has taken comments from the
City Council during a worksession and researching options available to add additional
commercial to the site.
• Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding locations.
Several sites are being reviewed and looked at. In 2021 we had 140 new housing starts.
• Sheriff's Office — The City of Andover has received a Commercial Site Plan (CSP) for an
expansion of parking at the property. This was recently signed off on by the city staff.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
