Adjournment Note: Some or all members of the Andover Park and Recreation Commission may participate in the January 21, 2021 Park and Recreation Commission meeting by telephone or video conference rather than by being personally present at the Park and Recreation Commission regular meeting place at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public can physically attend, although there is very limited seating in the City Council Chambers as appropriate social distancing will be done by the Commission and visitors. u 2E PARKAND RECREATION COMMISSIONMEETING — JANUARY21, 2021 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on January 21, 2021, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Jake Widmyer, Tracy Strombeck, Sophia Newton, Shane Stenzel, and Scott Roth Commissioners Absent: Mark Miskowiec Also Present: Assistant Public Works Director, Todd Haas C17V._ZIZ�7M-Mor" Chair Lindahl gave the Oath of Office to Jake Widmyer, Sophia Newton, Shane Stenzel and Scott Roth. ELECTION OF CHAIRPERSONAND VICE CHAIRPERSON Motion by Widmyer, seconded by Stenzel, to appoint Jim Lindahl as Chairperson of the Park and Recreation Commission. Motion passed unanimously. Motion by Stenzel, seconded by Lindahl, to appoint Jake Widmyer as Vice Chairperson of the Park and Recreation Commission. Motion passed unanimously. APPOINT REPRESENTATIVE TO ANDOVER COMMUNITY CENTER ADVISORY COMISSION Motion by Stenzel, seconded by Lindahl, to appoint Tracy Strombeck to the Andover Community Center Advisory Commission. Motion passed unanimously. RESIDENT FORUM No one appeared before the Commission. APPROVAL OFMINUTES December 17, 2020 Regular Meeting and Workshop Meeting X Regular Andover Park & Recreation Commission Meeting Minutes — January 21, 2021 Page 2 Commissioner Strombeck asked to change the last page of the Regular Meeting Minutes to read "Commissioner Strombeck stated she has seen snowmobiles and four -wheelers on City trails. She asked if there is signage that states they are not allowed." Motion by Strombeck, seconded by Newton, to approve the December 17, 2020 Regular Meeting and Workshop Meeting minutes as amended. Motion passed unanimously. CONSIDER 2021 TOURNAMENT APPLICATIONS FOR SOFTBALLBASEBALL Assistant Public Works Director Haas stated the Park Commission is asked to review and approve 13 tournament applications. Motion by Strombeck, seconded by Newton, to approve the 2021 Tournament Applications for Softball and Baseball. Motion passed unanimously. © CONSIDER 2021TOURNAMENTAPPLICATIONSFOR SOCCER/LACROSSE Assistant Public Works Director Haas stated the City has not received any tournament applications from soccer/lacrosse. ANOKA COUNTYSHERIFF'SDEPARTMENT 4TH QUARTER REPORT Assistant Public Works Director Haas presented the Anoka County Sheriff's Department 41h Quarter Report for Andover Parks. Chairperson Lindahl stated there were cars with kids on the roof at Prairie Knoll Park on the field and they did not get a citation. He stated he appreciated residents reporting issues at the parks and urged them to continue. PA RK DEDICA TION IMPR 0 VEMET FUND 4TH QUARTER REPORT Assistant Public Works Director Haas presented the Park Dedication Improvement Fund for the 4'h Quarter. He stated the City is now collecting Park Dedication Fees when the developer is recording the plat at the County. This is a change, as the fee used to be due at the time of the building permit. Mr. Haas stated this results in getting Park Dedication Fees earlier than in previous years. © Mr. Haas encouraged Commissioners to call him or the Finance Director if they have any questions regarding the report. Andover Community Center Advisory Committee Update: Commissioner Strombeck stated the construction is wrapped up at the Community Center. Anoka High School Hockey games started and will host 18 games. All paid activities have moved to on-line ticket system allowing the Community Center to regulate the number of people participating in these activities. The March Home Show has been cancelled. The walking track is open and is being well -used. Commissioner Strombeck stated Community Center Manager Sutherland is willing to meet with the Commission. 2. Completed Projects: nothing new to report 3. On -going Projects: Mr. Haas reviewed the remaining on -going items and provided an update on the Youth Bike Park, playground replacements, and pickleball. Commissioner Strombeck recommended connecting with Grey Oaks Management to see if it is possible to utilize their pickleball courts. 4. On -Hold Projects —Mr. Haas provided an update on projects on -hold. 5. Other Items of Interest — Pickleball draft report will be brought to the Commission on March 4. 6. Parks Maintenance Update: Mr. Haas provided a report on maintenance completed since the last meeting. Skating rinks are open and warming houses are closed. Commissioners Present: Chair Jim Lindahl, Commissioners Shane Stenzel, Tracy Strombeck, Jake Widmyer, , Sophia Newton, and Scott Roth Commissioners Absent: Mark Miskowiec Also Present: Assistant Public Works Director, Todd Haas RECONSIDER FUTURE IMPROVEMENTS12020 EXISTING AND FUTURE PARK FACILITIES/ZONE B The Park and Recreation Commission discussed the Park Zone B future improvements chart and looked at areas where future improvements could be reduced or eliminated to help reduce future costs used to calculate park dedication fees. Mr. Haas explained that the City Council had advised staff to discuss the future improvements in the Park Zones again to make cuts to unnecessary future improvements. Zone B is the zone located in the northeastern quadrant of the City of Andover. The Park & Recreation Commission will review Zones C and D at future meetings. As far as Zone B, the only recommended changes by staff were modify the irrigation estimates for Oakview Park and Woodland Crossing Park. Otherwise, there was no further changes to the future facilities spreadsheet for Zone B.
