Chair's Report 11.Adjournment [w] PARKAND RECREATION COMMISSIONMEETING — NOVEMBER 18, 2021 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on November 18, 2021, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Mark Miskowiec, Jake Widmyer, Tracy Strombeck, Sophia Newton, Scott Roth, and Shane Stenzel Commissioners Absent: None Also Present: Public Works Director/City Engineer David Berkowitz Parks and Streets Operations Manager Jason Baumunk City Administrator Jim Dickinson RESIDENT FORUM Karen and Ed Murphy, 100 144'h Ave NW, came forward and stated she lives in the Catchers Creek East neighborhood. They are requesting a trail along the north side of Coon Creek to connect with Prairie Road and a bridge crossing Coon Creek. She stated she spoke to the City Administrator and found out the trail and bridge are in the works. She stated the neighborhood is not connected to the rest of Andover. Ms. Murphy asked if there has been any progress on the trail and how long they would have to wait. Chairperson Lindahl stated the trail is in the plan, however, they have to wait for development to occur. He explained the bridge will be built along with the trails. Public Works Director/City Engineer Berkowitz stated it is in the Capital Improvement Plan for 2026. He identified a parcel that they are waiting to develop in order to acquire land for the trail. He stated it is an important trail segment and when the land is acquired, the City will apply for grant funding. 10 Mr. Murphy asked if the bridge could be constructed before the trail because it will give them access. Mr. Berkowitz stated it is a possibility and staff will discuss it. S Regular Andover Park & Recreation Commission Meeting Minutes — November 18, 2021 Page 2 Autumn Nelson and her son, 13885 Evergreen Street NW, came forward and stated Shadowbrook Park does not have easy access and does not serve as a neighborhood park. Ms. Nelson identified a 1.2-acre empty lot on Cottonwood Street that the City owns. She requested the lot be turned into a park. Mr. Berkowitz stated the lot was acquired for a future water treatment plant and well. He stated the water treatment plant is necessary to address the growth of the City. John Miller, 136 144th Ave NW, came forward and believes it is going to be a long time until the Mohlencamp property develops to acquire a trail easement along Coon Creek. He asked for a streetlight in the temporary cul-de-sac. Mr. Berkowitz stated residents can petition for a streetlight. He asked Mr. Miller to contact him, and he will explain the process. Mr. Miller suggested the City contact the new owners of the Mohlencamp property to see if they are agreeable to a trail easement. APPROVAL OF MINUTES October 21, 2021 Regular Meeting Motion by Stenzel, seconded by Roth, to approve the October 21, 2021 Regular Meeting minutes as presented. Motion passed 6 ayes, 1 present (Newton). 0 APPROVAL OF THE AGENDA Motion by Widmyer, seconded by Newton, to approve the agenda as presented. Motion passed unanimously. AND0VER COMMUNITY CENTER 3RD Q UA R TERL Y REPOR T The Park and Recreation Commission is requested to receive the Andover Community Center's 3'd Quarter Report. City Administrator Dickinson presented the budget summary report and stated revenue and expenditures are favorable and on track. Mr. Dickinson highlighted usage of the community center stating indoor soccer and Learn to Skate programs are very successful. Mr. Dickinson stated Subway is not renewing their lease due to staffing and the City is searching for a replacement. He stated staff have reached out to local businesses, booster clubs, and concession businesses and there isn't much interest. Mr. Dickinson reviewed senior and teen programming. Mr. Dickinson presented events occurring in November and December. He stated staffing continues to be a challenge and asked the Commission to spread the word that the Community Center is hiring. Commissioner Roth thanked Mr. Dickinson for the report and commended the Community Center's operations in 2020. He stated he is impressed with the financial report in 2021. Mr. Dickinson stated revenue is up in 2021 due to increased summer ice rentals. © Commissioner Stenzel stated the increase in revenue for advertising is impressive. Mr. Dickinson stated staff work hard on acquiring advertisers. X Regular Andover Park & Recreation Commission Meeting Minutes — November 18, 2021 Page 3 CONSIDER 2021-2022 HOCKEY RINK SCHEDULE The Park and Recreation Commission is requested to consider approving the 2021-2022 hockey schedule. Parks and Streets Operations Manager Baumunk stated the City received one application from Andover Youth Hockey. Commissioner Strombeck asked why the Community Center's ice schedules are not in the packet and not approved by the Commission. Chairperson Lindahl stated the indoor ice is being operated by staff and the Parks and Recreation Commission does not control it. Commissioner Strombeck understands the Commission doesn't control it and asked why the Commission doesn't see it. Chairperson Lindahl stated indoor ice is sold and the outdoor ice is for Andover non -profits. He sees it as two different operations. Commissioner Strombeck disagreed. Mr. Baumunk stated the Parks Department manages the outdoor rinks and doesn't manage the Community Center rinks. He noted the Community Center rinks schedules change daily and takes a lot of time to manage. Mr. Baumunk stated the schedule for the outdoor rinks is done at one time for the entire season. © Commissioner Stenzel asked if there was a place where someone can see the schedule of activities at the Community Center. Commissioner Strombeck stated she would like to see the rink schedule to gather utilization rates. Commissioner Stenzel stated it would be helpful if the Commission received information on who is using the Community Center rinks. Mr. Baumunk stated he will look into getting that information for the Commission. Commissioner Stenzel asked if there is a decrease in hockey participation. He stated it would be important to know if participation is declining when they talk about maintaining outdoor rinks and warming houses. Commissioner Miskowiec asked how many people are using Hawkridge. Commissioner Strombeck stated it is heavily used and the warming house is staffed by the City. Public Works Director/City Engineer Berkowitz stated warming house staff take daily counts and Hawkridge is used a lot. Chairperson Lindahl asked for usage data on the outdoor rinks for the past 5 years. Motion by Strombeck, seconded by Stenzel, to approve the 2021-2022 hockey rink schedule. Motion passed unanimously. CONSIDER ANDOVER CROSSINGS PRELIMINARY PLAT © The Parks and Recreation Commission is requested to review the Andover Crossings preliminary plat and provide comments. Parks and Streets Operations Manager Baumunk stated the Commission previously voted to accept cash in lieu of land for park dedication fees. He presented the site plan and pointed out sidewalks and crossing points. H Regular Andover Park & Recreation Commission Meeting Minutes — November 18, 2021 Page 4 Chairperson Lindahl stated there is a trail on the west side of the road in Anoka. Public Works Director/City Engineer Berkowitz stated there is a trail on the Anoka side that goes into their nature area. He stated Anoka intends to extend the trail. Mr. Berkowitz stated the trail on the Andover side will connect to the Anoka trail at the planned intersection. Motion by Miskowiec, seconded by Newton, to recommend cash in lieu of land for park dedication fees for Andover Crossings. Motion passed unanimously. OUTSTANDING ITEMS 1. Completed Projects: Wild Iris playground is complete. 2. On -going Projects: Mr. Baumunk reviewed the remaining on -going items. Staff will work on making the youth bike trail more appealing. The neighborhood committees are being formed for Rose Park and Prairie Knoll Park playground improvements. Playground options are being decided by the Strootman Park Committee. 3. On -Hold Projects: none at this time 4. Other Items of Interest: Tom Anderson Trail has reopened. 5. Parks Maintenance Update: Mr. Baumunk reviewed the maintenance report for the season. CHAIR'S REPORT Commissioner Newton stated Wild Iris Park looks very nice. Commissioner Stenzel thanked the Nelsons for attending the meeting and asked if something could be placed on the City's lot for recreational use. Commissioner Roth asked how long it would take for a water treatment plant to be built. Public Works Director/City Engineer Berkowitz stated it would take 2-5 years. Mr. Berkowitz stated the lot is owned by the utility and not park land. He stated staff can have the discussion to see if something could be placed there. Commissioner Strombeck thanked Ms. Nelson for her presentation during open forum. ADJOURNMENT Motion by Miskowiec, seconded by Newton, to adjourn the meeting at 8:08 p.m. Motion passed unanimously.
