Administrator's Report —Administration Mayor/Council Input Adjournment REGULAR ANDOVER CITY COUNCIL MEETING — DECEMBER 21, 2021 MINUTES The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor Sheri Bukkila, December 21, 2021, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Jamie Barthel, Ted Butler, Valerie Holthus, and Randy Nelson Councilmembers absent: None Also present: City Administrator, Jim Dickinson City Attorney, Scott Baumgartner Others PLEDGE OFALLEGIANCE RESIDENT FORUM No one appeared before the Council. AGENDA APPROVAL Mayor Bukkila announced supplemental information for Consent Items 4, 5 and 15 and additional information for Item 21, Anoka County Sheriff s Report. Motion by Barthel, Seconded by Nelson, to approve the Agenda as amended. Motion carried unanimously. APPROVAL OF MINUTES December 7, 2021 Regular Meeting Motion by Butler, Seconded by Barthel, to approve the December 7, 2021 Regular Meeting as presented. Motion carried unanimously. Motion carried unanimously. ANOKA COUNTYSHERIFFS OFFICE MONTHLY REPORT Commander Lenzmeier provided a monthly report for November 2021, reporting 1,023 calls for service. He reported 2 burglaries, 25 thefts, and 2 DWIs for the month. Commander Lenzmeier stated the Sheriff's Department hosted Hope for Youth Night Out in the Cold in their parking lot to raise money and collect clothing and food donations. The Sheriffs Department participated in Shop with a Cop, accompanying 30 kids to shop for their family at Walmart. Walmart and Medtronic funded the program. The Sheriff s Department is recruiting for deputies. They hope to be fully staffed by the end of the year, but expect several retirements in 2022. CONSIDER APPROVAL OF PERMANENT REVOLVING FUND TRANSFERS The City Council is requested to consider approving annual fund transfers from the Permanent Improvement Revolving Capital Projects Fund to the 2021A General Obligation Street Reconstruction Bonds Debt Service Fund. City Administrator Dickinson explained the City identified $1.2 million in existing resources to buy down the debt over 8 years. Motion by Holthus, Seconded by Butler, to approve annual fund transfers from the Permanent Improvement Revolving Capital Projects Fund to the 2021A General Obligation Street Reconstruction Bonds Debt Service Fund. Mayor Bukkila stated bonding is not the perfect way to pay for street reconstruction, but it is the way the Council has chosen to get ahead of the problem of deteriorating streets. She indicated the City is investing in a mill and overlay program to extend the life of the roads before a full street reconstruction is needed. Motion carried unanimously. RESCHEDULE FEBRUARY 1, 2022 COUNCIL MEETING The first Council meeting in February falls on the Major Political Party Caucus date and needs to be rescheduled. Motion by Barthel, Seconded by Nelson, to reschedule the Tuesday, February 1, 2022 Council meeting to Wednesday, February 2, 2022. Motion carried unanimously. SELECT 2022 LOCAL BOARD OF APPEAL AND EQ UALIZA TION DA TES The Council is requested to select potential dates for holding the 2022 Local Board of Appeal & Equalization. The Council proposed April 18, 2021 as the first choice and April 20, 2021 as the second choice. ADMINISTRATOR'S REPORT City Staff updated the Council on the administration and city department activities, legislative updates, updates on development/CIP projects, and meeting reminders/community events. (Administration) — Mr. Dickinson stated there are 138 new home starts year to date. The outdoor ice rinks open December 22"d. Mr. Dickinson stated a few former employees are returning to work part-time. The Planning and Zoning Commission will meet on December 281h to hold a public hearing on a proposed apartment building. Mr. Dickinson clarified the snow plowing policy that the City only plows the main roads if the snowfall is under 2 inches. He announced the retirement of Utilities Manager, Brian Kraabel. Councilmember Holthus asked if there were any accidents since the City did not plow the side streets. Mr. Dickenson answered non that the City is aware of. MAYORICOUNCIL INPUT (City Commissions) — Mayor Bukkila stated the deadline has been extended for City Commission applications. She encouraged residents to apply and become involved. Mr. Dickinson stated it is an on -going process. They are able to fill shifts, but would like to hire additional staff, 18 and older.
