Update of Neighborhood Survey/Rose Park/22-12 DATE: October 7, 2021 INTRODUCTION The Park and Recreation Commission is requested to review the neighborhood survey results regarding possible improvements to Rose Park. Attached is a copy of the letter that was sent to the neighborhood, and location map of the area where the park is located. Also attached are the results of the neighborhood survey that were sent out a month ago. Results are from the mailed surveys and from a QR code posted at the Park. A total of 260 properties were notified by letter about the online survey. A total of 53 surveys were received for Rose Park. This park type is considered a Neighborhood Park. The Park and Recreation Commission will need to discuss other amenities that were suggested through the survey results and direct staff on how to proceed. At a minimum, the existing playground equipment should be replaced. The next step is for residents who indicated interest in serving on the Neighborhood Park Committee to meet with staff to develop a playground plan and discuss if other improvements could be made based on direction from the Park and Recreation Commission. The fall zones around the new equipment will have new woodchips installed which is being done at most of the parks throughout Andover. The park location map is on the back side of this letter. For the Park and Recreation Commission to consider if the playground equipment should be replaced along with other potential new improvements that could be made to the park now or in the future, the City would like to receive input from the neighborhood. ROSE PARK PARK SURVEY The Andover Park and Recreation Commission is considering new park improvements be provided at Rose Park. In order to determine the best playground plan and/or other improvements to the park, your help is needed. Please take a few minutes to complete the following survey. 1. As you know the park has some trees. Would you prefer to see: (check only one) a. More trees preserved and less active spaces: 12 b. More of a balance between preserving trees and providing active spaces: 35 c. Other suggestions: See Item 4 down below. 2. The existing playground equipment is due for replacement. What type of park facilities would you like to see continued in this park: (check all that apply) a. Playground equipment for children ages 2 to 5: 1 b. Please list any ideas and/or suggestions that you may have for the park: • Gaga ball pit, rock climbing wall, climbing web, sky run zip track, basketball hoop. • Keep the little free library bit out meds to be fixed by whoever owns it. • Bigger playground equipment, taller, more to climb on. Basketball hoop. More trails through park maybe to the water tower as everyone walks on grass now. • Tennis courts. • My kids and other kids around the neighborhood would love a new park. The current park is not very interactive or large. The park has such a nice parking lot and ball field. I'm sure other baseball parents would appreciate a better park during game time for their other children. • The park needs more trees, I have lived here my entire life and do not see enough trees being replaced when damaged in storms or during remodeling of the park facilities. Maybe bring back the poorly managed ice rink with better management of the ice. • Pickleball courts. • bigger playground geared towards older kids. • I enjoy the picnic tables and shelter area. I do childcare very close to the park and would love to see a soft base put in similar to George Enloe park (in Anoka). • Volleyball nets/Bike trails. • Skate Park. • The current mix seems good. More trees would be nice, but not if it means breaking up the open area past the outfields and by the water tower. In the past there has been discussion of changing the open grass area adjacent to the water tower into sports courts/fields. I feel every neighborhood park needs some space for non -sport activities. This area currently sees frisbee, kite flying, kids hanging out together in groups, etc. nice to have an area for that to continue happening. • The playground definitely needs more. Even my young daycare kids would get bored easily here. I think something more modern, obstacle course, balance things, etc. Would be great. Think about elementary kids who have to play there while older siblings play on the fields. • Paved trail with entrances from the neighborhood. • More space for activities/A huge park made for all ages including adults. A volleyball court a small soccer field and a grilling station. • Some more space for sports and activities. A huge playground for all even adults/Have a volleyball court a small soccer field and a grill as well. • Ifs fine the way it is. BTW a bunch of saplings were planted in the park about 10 years ago and most of them were removed. The park is rarely used from late July until mid - April. Then within that time just a handful of kids use the equipment. Inspect the equipment and replace ONLY what is needed. Trim trees that are in existence/Security lights and possible cameras to keep down drug deals. • My grandchild likes this park. Some of the kids riding equipment (duck, motorcycle, fire chiefs car), however, need some updating. • A merry go round or zip line would be great for all ages! My girls are asking for a rock - climbing wall as well :) • Keep the trees. There is plenty of other room for development. Please consider a basketball court and a tennis court. • 13-17 age group also - possibly most importantlSkate Park, Ice rink, running path, soccer field, sidewalk to connect the Neighborhoods. • With the baseball fields updated and the large number of children and daycares in the area, this park is heavily used. Is it possible to get more play equipment or larger play equipment similar to what was done at Hidden Creek North? • We loved going to all the parks when my kids were younger. We have a single playground across the street with swings and basketball court. Kids 3-18 play there. One request would be more adaptive playgrounds. It's hard to find accessible playgrounds!! • A great play space company to consult with is Landscape Structures in Delano MN. Www.olavlist.com • Rose Park has always been a lame park. I have lived here 39 years and my children growing up had no interest in this park. It needs to have options for older children, and it needs to be better maintained. The other side of the park could maybe be utilized as a soccer field. A paved trail connecting the parking lot to the path that leads to the watertower. This would make walking or biking through the park and neighborhoods much more accessible. • I like the trees that the boy scout planted years ago and the pines very much. It might be nice to create 5-6 parking spaces head in toward the playground to help with congestion when both ballfields are in use (otherwise the park is very low use). I would create the extra parking instead of replacing the playground. Woodchips please and the swings are often used by neighborhood kids, thank you for the nice upkeep of this park, excellent job! 11 5. PRAIRIE KNOLL PARK NEIGHBORHOOD PARK SURVEY The Andover Park and Recreation Commission is considering new park improvements be provided at Prairie Knoll Park. The ground not dirt, it gets the equipment dirty/A light in parking lot, our backyard backs up to lot and there is a lot of weird things that happen late at night. • Rubber ground, ground now is too messy. Streetlights in the parking lot. I live by the park and there is a lot of suspicious things that go on at night in the parking lot. • 1 would like to see more trees to provide shade for those in the park and to see modifications to the sledding hill since a small portion is only viable for use. Make the sledding hill more accessible as it is very popular during the winter. Update the rink and basketball court and add some possible games to the pavement. Plant more trees for shade and more seating areas to picnic. • We like it the way it is. • A younger age playground would not fit the demographic of kids playing at all of the multiple football games. This park is a hidden gem! It is wonderful all year round. Only a playground update is needed. The walking paths through the park and connecting with Palm Street are occasionally littered with dog messes. Also, dogs are not always on leash and kept off of playing fields. My property is next to path that leads to Palm Street. The path provides pleasant walks for many people that use the park. My main concern is the dog owners do not clean up after their pets. 1 have commented to the city about this but the problem remains. • Like what is currently utilized. • Activities like soccer and volleyball. A huge playground for all ages even adults. A small soccer field a volleyball court and a grilling station. • We are grandparents with visiting children and/or relatives of all ages. They enjoy the park. • Merry go round. snow plow paved trails around park during winter. • I'd love to see those combo swings for babies and adults. And more accessible equipment. Please keep the sledding hill - perhaps make it even bigger. • I'm going to need more info than that. There's a massive field for active space and not that many trees. An outdoor exercise park would be nice. Add some shade trees on the western edge of the playground for shade in the summer. • The little cars are nice but something more inner active for younger kids would be great. • A bathroom. • Add an off -leash dog park. 5. Berkowitz, Director of Public Works/City Engineer -03 FROM: Jason Baumunk, Parks and Streets Manager SUBJECT: 7.Outstanding Items DATE: October 7, 2021 Issues list as of 10/01/21 COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Item is scheduled on the October agenda. • Update of Ouarterly Sheriff's Department Report on Park Patrol & Vandalism — Item is scheduled on the October agenda. • Update of Andover Community Center Ouarterly Report— Item is scheduled on the October agenda. • Wild Iris Park Plaveround Equipment Replacement — The old playground equipment has been removed. The new concrete border and sidewalk has been installed. The playground structure has been assembled and woodchips are scheduled to be installed. • Bike Youth/Trail — The trail is ready for use by the public. The signage for the rules/guidelines and direction of travel are close to being completed by Parks Maintenance staff. The trail entrance is located on the east side of the wooded area by the existing paved trail and south parking lot area in Sunshine Park. To make the trail more challenging and attractive to the bikers, Public Works will be looking at providing more jumps and dips this fall. At this point, the trail is not getting much use. • Rose Park Plaveround Improvements (2022) — Item is on the agenda • Prairie Knoll Park Plaveround Improvements (2022) — Items is on the agenda. • Strootman Park (2022) — The neighborhood committee was sent several playground options that would fit in the available space. Waiting for a response from the committee. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Update of Pedestrian Trails: ❖ 2024 or Beyond -- Kelsey Round Lake Park Trail. The reconstruction of the trail will most likely be pushed out for reconstruction for another 3-5 years. Staff met with the MN DNR staff recently to evaluate the condition of the existing boardwalk and the trail. The DNR representative indicated that the boardwalk and trail are beyond repair and indicated that both would be eligible for a DNR funding by applying for an Outdoor Recreation Grant. Staff would recommend applying for the funding for the boardwalk as part of this winter's grant applications round in early 2022 (construction would be in 2023). The trail replacement could be applied for in early winter of 2023 or 2024 since most likely only one application would be awarded at a time and not in the same year. Also, by applying for grants in different years, the City can determine how they would fund both projects at part of the 5-year Capital Improvement Plan since the City will be responsible for a portion of the matching grant for the reconstruction. •S Tom Anderson Trail Update — The trail along Coon Creek is closed temporarily to allow the installation of Coon Creek Trunk Sanitary Sewer Lift Station #11 just east of Hanson Boulevard NW. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to consider a park to meet in 2022. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me }stow at the meeting. 09/04/21 • Mowing, trash and recycling service for Parks and Trails continued all week. • Time was spent grading the gravel parking lots. • Fog sealing of the parking lots and trails was completed this week. The entire project, 21-07, will be inspected next week. • Portable surveillance cameras had batteries replaced and were moved to areas we are seeing some vandalism. 09/11/21 • Mowing, trash and recycling service for Parks and Trails continued all week. • The playground at Wild Iris Park was removed and the site was prepped for the new equipment install. • With the short week and short staffing, most time was spent mowing. 09/18/21 • Mowing, trash and recycling service for Parks and Trails continued all week. • The playground at Wild Iris Park was continued to be worked on for the new equipment install. • Vandalism of picnic tables under the new shelter at the YMCA was dealt with. ACSO is monitoring the situation with trail cameras. 09/25/21 • Mowing, trash and recycling service for Parks and Trails continued all week. • The playground at Wild Iris Park concrete boarder and sidewalk was poured and cut this week. • Playground assembly at Wild Iris Park started. • A few storm damaged branches over trails were removed this week. • Field making paint for Andover Football Association was ordered and delivered this week.
