DATE: October 21, 2021 INTRODUCTION The Park and Recreation Commission is requested to continue the review of the neighborhood survey results regarding possible improvements to Rose Park. The following are items that were discussed for follow up from the October 7a', 2021, Park and Recreation Commission meeting. • Playground equipment for older kids,13-18+ - The Park and Recreation Commission asked for options for older kids. I have attached multiple examples of options for older kids provided through our playground equipment supplier. (See attached 13+ Equipment Options) Most options are more expensive than typical playground structure and would require additional space be allocated for playground area. • Trail Connection to East - There is a 20' wide easement north of the water tower that could provide a possible connection to Orchid St. One tree would need to be removed for sure, possibly a couple more. This would need to be added to the Park Improvement CIP. • Parking -The park and Recreation Commission asked if a temporary overflow lot would need to be paved. Being within the MUSA boundaries, a lot would either need to be paved, or it would need to go to City Council for approval to leave it as an unimproved surface. It was asked what other fields are available for this age group. Currently Rose Park is the only two fields that have grass infield and pitching mounds for this age group. 45' pitching mound, 60' bases. Attached is a list of our current ball fields with dimensions and attributes. (Side Pocket) • Water Tower Lease Funds - Currently we receive $1,107 per month with the lease ending 05/31/24. It does have a renewal clause, but they can terminate with a notice. Total amount in the fund is $51,353.29 as of September 30, 2021. DATE: October 21, 2021 INTRODUCTION The Park and Recreation Commission is requested to continue the review of the neighborhood survey results regarding possible improvements to Prairie Knoll Park. The following are items that were discussed for follow up from the October 7d , 2021, Park and Recreation Commission meeting. • Sliding Hill - It was requested to look at options for improving the sliding hill at Prairie Knoll Park. To add onto the hill at this point would require extensive modifications to the area. When install, the hill was made as large as possible with the bounds of the wetland area, trail, football field and basketball court. Currently it is near the 30% grade recommended for sledding hills. • Canopy and Sunshade Options - Attached are options for adding either free-standing shade options or integrated shade options for the playground area. Some of the integrated options are made of hard coated material and are designed to be left in place year-round. The canopy options are a fabric material and are recommended to be taken down for winter or in expected high wind conditions. These options do need to be replaced occasionally and add to required staff time to install and remove seasonally. • Interactive play options for younger kids - Attached are options for interactive playground items that can be free standing or added as panels to play structures. The free standing will need to go into the overall playground plan to ensure they are placed outside any fall zones. Options provided have touch, visual and audible interaction. Date: im Location: Case Number: 07.03 10:01 pm Hawk Ridge 21145503 A deputy was called to a report of a fire. When he arrived, there was a garbage can and porta-potty burning. Neighbors were attempting to put the fire out. The fire department arrived and extinguished the fire. Witnesses reported three teens in the park, prior to the fire, lighting fireworks off. A neighbor yelled at them and they left the area on bikes and skateboards. 07.10 12:24 am Andover Station N Ballfields 21150952 A deputy was called to people in the park after close. He located them and advised them of park hours. They left. 07.10 8:37 pm Sunshine 21151647 While on foot patrol at the Andover Fun Fest, a female requested a deputy take a damage to property report. Her vehicle's taillight had been damage while parked at the event. 07.10 10:53 pm Sunshine 21151775 A caller reported that while she was leaving the Fun Fest, she was hit by another vehicle; the vehicle left the scene. She was unable to provide any further information. 07.17 11:35 am Coon Creek 21157561 A deputy was called to the location because a parent was needing help with her autistic son. She requested we put him on a mental health hold. The deputy arrived, started an ambulance, and assisted the son into the ambulance. 07.18 2:40 pm Kelsey Round Lake 21158467 A caller reported garbage and household items were dumped in the park. The deputy notified the city. While digging through the trash, public works people found some names. The deputy looked them up but there were no matches or contact information in our records system. 07.23 11:00 pm Prairie Knoll 21163253 A caller reported a vehicle in the park playing loud music. When the deputy arrived, he did not locate any vehicles. 07.26 11:30 am Crooked Lake Boat Landing 21165242 A deputy was called to a suspicious male cutting up his clothes at the location. When he arrived, he spoke to the male who said he was homeless and moved up from AZ two weeks ago. He was also on the waiting list for Stepping Stones Shelter. The deputy confirmed that information and offered him help. He refused and said he would walk to the hospital to get help with his depression and bipolar. 07.29 12:14 pm Hidden Creek East 21167921 A caller reported a dog loose in the park. When the deputy arrived there was no dog but the caller pointed out the home where the dog lived. The deputy made contact with the dog owner and advised her of the leash laws in the city. The owner was very compliant. 07.31 7:01 pm Andover Station N Ballfields 21169946 A deputy was called to a grass fire at the location. It was slow moving and the fire department was able to control the spread. The area was searched for suspects or witnesses and none were located. 08.01 6:07 pm Crooked Lake Boat Landing 21170685 A caller reported a male yelling and talking nonsense at the location. The deputy arrived and identified the male. He stated he was homeless and at the location to charge his bike for a bit. He was advised to leave and he complied. 08.02 9:40 pm Fox Meadows 21171687 A caller reported a suspicious vehicle at the location. It appeared abandoned and the ignition was punched. The registered owner was contacted and he stated he had sold it. The vehicle was towed. 08.03 2:46 pm Andover Station N Ballfields 21176508 A deputy responded to an out -of -control parent at a baseball game. After investigating, the coach who was the person causing the disturbance, was issued a citation for disorderly conduct. 08.04 10:35 am Timber Trails 21172894 A city employee reported a tent and believed it to belong to a homeless person. The deputy went to the park and spoke with a male who stated he was homeless and thought he could day camp there. He was advised that he could not. The man packed up his things and was transported to Walmart in Coon Rapids. 08.05 10:01 am North Woods W 21173737 A caller had questions about a decoy launcher that he wanted to use in the park. He was told Andover city ordinances do not prohibit the use of a decoy launcher. I asked the caller if the launcher, when fired, makes the same noise as a firearm. He told me it does sound the same as a firearm. I told him although the launcher is not a firearm, firing it with a .22 caliber round would make too much noise and for that reason not to use it in a public park. 08.05 11:34 am Terrace 21173796 A caller reported kids lighting off fireworks. The deputy arrived and did not see any children or evidence of fireworks being used. 08.05 3:50 pm Timber Trails 21174022 On routine patrol a deputy observed an ATV being operated in the park. He stopped the occupants and identified them. They were too young to be operating an ATV so it was parked and the boys were brought home and their parents were told the ATV and park rules. 08.06 9:27 pm Prairie Knoll 21174534 A caller reported a suspicious vehicle in the parking lot. The deputy observed a legally parked vehicle with two adults in it. There was no criminal or suspicious behavior, and the park was open. 08.10 6:12 pm Prairie Knoll Park 21178269 A caller reported that her husband was at the location in violation of a restraining order. The deputy arrived and reviewed the order. The husband wasn't in violation but agreed to leave. 08.10 10:05 pm Pine Hills N 21178419 On routine patrol a deputy observed two porta-potties tipped over at the location. He notified the city. 08.11 12:63 pm Tiber Rivers 21178838 A caller reported a person riding a side -by -side on the trail system. The deputy arrived and could not locate the vehicle. 08.11 8:31 pm Sunshine 21179218 A caller reported three juveniles had pulled the antenna off his vehicle. Through investigation the deputy figured out what house the kids came from and went to speak with their parents. The juveniles admitted the infraction and were warned. 08.14 12:04 pm Sunshine 21181265 A caller reported he was stalled at the location. A CSO went to see if she could assist because the caller did not know how to order a tow. The CSO scheduled a tow. 08.14 12:54 pm Sunshine 21181300 A parking lot attendant reported three dogs locked in a vehicle that wasn't running and there were no windows cracked. The CSO arrived and while running the vehicle information the owner showed up asking what was going on. She was advised she couldn't keep her dogs in a vehicle on a hot day. She stated she thought the car was running. She removed her dogs. 08.15 10:03 pm Rose 21182475 A caller reported a van parked at the location for 36 hours. The deputy located the owner. He stated he had just turned his van into a tiny camper and moves every few days to a new location; he works at Elm Creek Park. The deputy explained the Andover ordinance and asked him to move along. He complied. 08.20 11:52 pm Prairie Knoll 21186915 A caller reported someone lighting fireworks off in the park. The deputy arrived moments later and did not see anyone or any signs of fireworks being used. 08.21 10:21 am Sunshine 21187167 A deputy was called to an 18-year-old having a seizure. Fire and Allina arrived on scene and took over care. 08.22 1:35 am Timber Trails 21187801 A caller reported multiple juveniles partying in the park. The deputy arrived and located 11 kids. They were told of the complaint and advised the park was closed. They were staying at a home nearby and went back to that location. 08.28 7:30 am Rose 21192724 A caller reported a possible slumper. The deputy arrived and located a female who was waiting for someone to come and fix her flat tire. 08.31 2:17 pm Sunshine 21195380 A caller reported finding a wallet at the park. The deputy picked up the wallet and returned it to the owner. 09.02 6:23 pm Crooked Lake Boat Landing 21197378 A caller requested a deputy to check the welfare of two boaters when they didn't come off the lake when it started to rain. The deputy made contact with the fishermen and they were fine. 09.02 12:25 pm Kelsey Round Lake 21197137 A deputy stopped to assist two people who appeared to be having car trouble. While speaking with them, the deputy noticed the female had "help" written on her hand. After asking her about it, the male fled. It turned out to be a domestic assault situation and the male was eventually located and arrested. 09.08 3:14 pm Forest Meadows 21202168 A caller reported marijuana growing near the park. The deputy reported the information to the City of Andover for possible removal. 09.08 10:11 pm Rose 21202484 A deputy responded to possible shots or fireworks in the park. When she arrived she could not locate any suspicious activity or noises. 09.10 3:02 pm Crooked Lake Boat Landing 21203883 A caller wanted a suspicious vehicle at the location checked. The deputy arrived. The vehicle was parked legally and appeared to have a rooftop canoe rachet system on it. The deputy located a canoe on the lake and everything appeared fine. 09.19 3:47 pm Sunshine 21211633 A caller reported a porta-potty tipped over and juvenile males throwing toilet paper around. He located three males who claimed they didn't tip the ports -potty but admitted to throwing the toilet paper. The deputy had them clean up the toilet paper, and the deputy right sided the porta-potty. 09.21 12:00 pm Purple 21213350 A deputy was called to the location because a resident found a backpack at the location. It was picked up and put in the found property room. 09.24 5:23 pm Terrace 21216205 A caller reported a group of kids tip over a porta-potty. When he arrived, no one was there. The caller called back later and said the kids put the porta-potty back upright after he left. 09.25 5:52 pm Wild Iris 21217054 A caller reported two kids skateboarding on newly poured cement. Outstanding Items DATE: October 21, 2021 Issues list as of 10/15/21 COMPLETED PROJECTS — • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Update of Andover Community Center Quarterly Report— Item is on the agenda. • Wild Iris Park Plavground Equipment Replacement — The new playground equipment has been installed and is open for use. We are waiting on a new part to finish the install. • Bike Youth/Trail — The trail is ready for use by the public. The signage for the rules/guidelines and direction of travel are close to being completed by Parks Maintenance staff. The trail entrance is located on the east side of the wooded area by the existing paved trail and south parking lot area in Sunshine Park. To make the trail more challenging and attractive to the bikers, Public Works will be looking at providing more jumps and dips this fall. At this point, the trail is not getting much use. • Rose Park Playground Improvements (2022) — Item is on the agenda. • Prairie Knoll Park Plavground Improvements (2022) — Items is on the agenda. • Strootman Park (2022) — The neighborhood committee was sent several playground options that would fit in the available space. Waiting for a response from the committee. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OFINTEREST — • Update of Pedestrian Trails: •A 2024 or Beyond -- Kelsey Round Lake Park Trail. The reconstruction of the trail will most likely be pushed out for reconstruction for another 3-5 years. Staff met with the MN DNR staff recently to evaluate the condition of the existing boardwalk and the trail. The DNR representative indicated that the boardwalk and trail are beyond repair and indicated that both would be eligible for a DNR funding by applying for an Outdoor Recreation Grant. Staff would recommend applying for the funding for the boardwalk as part of this winter's grant applications round in early 2022 (construction would be in 2023). The trail replacement could be applied for in early winter of 2023 or 2024 since most likely only one application would be awarded at a time and not in the same year. Also, by applying for grants in different years, the City can determine how they would fund both projects at part of the 5-year Capital Improvement Plan since the City will be responsible for a portion of the matching grant for the reconstruction. ❖ Tom Anderson Trail Update — The trail along Coon Creek is closed temporarily to allow the installation of Coon Creek Trunk Sanitary Sewer Lift Station #11 just east of Hanson Boulevard NW. The trail is anticipated to be opened sometime in early November. • Update of Scheduling Park and Recreation Commission meetine at a City Park or Facility — The Commission will need to consider a park to meet in 2022. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Update on Great River Greening Grant -Funding for invasive species management. The City received a grant with Great River Greening (GRG), as a part of a multi -partner, Metro Big Rivers partnership under the Outdoor Heritage fund. The grant will help fund habitat improvement efforts at Strootman Park and Timber Rivers Park. GRG works with government agencies to acquire grants and complete these types of projects. There are portions of Strootman and Timber Rivers Parks that would benefit from management. Invasive species like buckthorn threaten the integrity of the properties. Thus, by taking appropriate measures, these invasives can be knocked back and additional planting of indigenous plant material can occur. The project will focus on but not be limited to applicable management in the upland, floodplain, and woodland areas, consisting primarily of spot spraying, prescribed burning, cutting, planting and overseeding to manage invasive species and increase diversity. The grant is in the amount of $93K and expires in June of 2025. The City will contribute $6K cash and in -kind time over the course of the project. The signs are to mark the boundaries of our easement at the connection of the two trails.
