10 The Meeting of the Andover Economic Development Authority was called to order by President
11 Sheri Bukkila July 20, 2021, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
12 Andover, Minnesota.

41 HOME IMPROVEMENT PROGRAM UPDATE

43 Mr. Janish indicated a residential grant program has been discussed at past EDA meetings. The
44 target map has been updated based on past EDA conversations. Staff is still reviewing the aerial
45 map of the parcels to determine if there are structures on the lots. The purpose of the map is to
46 illustrate potential properties that could apply for the program.

48 Mr. Janish reviewed highlights of the program:

1 • The project cost would have to be between $2,000 to $20,000 with the property owner
2 paying 75% of the project cost and the grant covering 25%.
3 • Depending on program funding, income limits may be needed.
4 . Qualifying properties would need to be owner occupied.
5 • The EDA prefers "Andover Home Improvement Program" as the program name.
6 • Removal of landscape consultation, typically nurseries will provide this for free.

8 Mr. Janish indicated there is no dedicated funding for the program at this time. The application
9 has been updated since the last EDA meeting.

11 President Bukkila stated the application looks good.

13 Mr. Dickinson reviewed the funding options being looked at:
14 • Using City funds
15 • Relief Fund money
16 • TIF funds from the redevelopment area could be used, however using TIF funds would
17 "shrink" the area that would qualify for the program.
18 • CBDG grant

20 Staff will continue to look at funding options.

22 REDEVELOPMENT UPDATES

24 Mr. Dickinson indicated the parcel on the east side of Round Lake Boulevard and south of South
25 Coon Creek Drive is a tax forfeit property. The City has gone through the tax forfeit redemption
26 process with Anoka County and at the July 13th Anoka County Board meeting the County Board
27 did approve the sale of the parcel to the City of Andover. The parcel will be deeded to the City
28 of Andover, not the EDA.

30 President Bukkila asked if the parcel was landlocked. Mr. Dickinson replied the parcel is
31 landlocked. The purpose is to assemble with other properties for development.

33 Mr. Dickinson updated the EDA on property 2461 Bunker Lake Boulevard. After negotiating
34 with the property owner, they have decided to keep the parcel at this time.

36 Mr. Dickinson updated on the parcel located on Crosstown Drive directly behind 2619 138th
37 Avenue. The Anoka County Transportation Committee indicated the value for the property
38 around $60,000. Mr. Dickinson stated most of the property is wetland and floodplain, he
39 calculated the value of the property to be around $8,200. Staff has not heard back from Anoka
40 County on this parcel.

42 Mr. Dickinson stated the property owner at 2619 138" Avenue is interested in selling to the City.
43 However, the City does not want to set a precedence by paying the top of the scale for the parcel.
44 The property owner is also a commercial developer and counter offered with a land swap
45 proposal, his property on 138th Avenue for two parcels on Bunker Lake Boulevard for

1 commercial development.

3 Commissioner Kafer asked what the initial goal for the area is. Mr. Dickinson replied to obtain
4 critical mass for multi -family, twin homes, townhouses or commercial. There was nothing
5 definitive for the area. Mr. Janish state the zoning allows for 4-8 units per acre.

7 The EDA was not interested in a land swap at this time.

9 REVIEW COMMERCL4L PROJECT ACTIVITY

11 Mr. Janish updated on the following:

13 Upper Midwest Athletic Construction — This project is complete.

15 Hearth Development, 1714 Bunker Lake Boulevard — Two tenant spaces remain to be leased.

17 Clocktower Commons, 15190 Bluebird Street — The final building pad location interest is
18 relatively low at this point.

20 Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Activities
21 continue to wrap up the project.

23 Interest in Hughes Industrial Park — Interest in this area comes and goes.

25 Andover Community Center, 15200 Hanson Boulevard — All areas are occupied, punch list and
26 final inspections are anticipated soon.

28 YMCA Expansion, 15200 Hanson Boulevard — Only a few punch list items remain, including
29 roof drain and overflow roof drain adjustments.

31 ABC Mini Storage (self -storage), 13624 Hanson Boulevard — Water, sewer and site prep is
32 complete. The property owner has hired a new consultant for the project.

34 Crooked Lake Elementary, Energy Management System Phase I7,2939BunkerLakeBoulevard
35 — A rooftop energy management system is being installed in three phases at the school. The second
36 phase is underway, and ATS&R has submitted an acceptable plan for the rooftop equipment.

38 Hanson Builders, 13432 Hanson Boulevard — A second floor sales area has been constructed,
39 including an elevator and restrooms. The first floor is also being remodeled and the interior
40 finishes are nearly complete.

42 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
43 locate to in Andover.

45 TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of

1 potential uses allowed. At this time there are no specific plans for what will be constructed.

3 7" Avenue and Bunker Lake Boulevard — Staff received a sketch plan for a PUD on the north
4 side of Bunker Lake Boulevard. The sketch contains 32 units of assisted living and 150 units of
5 market rate apartments. The density is 20 units per acre.
7 Commissioner Holthus asked what kind of timeline the developer is looking at. Mr. Janish
8 answered spring construction.

10 Holasek Property — There has been uptick in interest of this parcel for multi -family developments.

12 Housing—Developers are looking for additional land for future developments. Several developers
13 are trying to keep an inventory of lots but are having difficulty in finding locations. Several sites
14 are being reviewed and looked at. In 2020 the City had 139 new housing starts. We have had
15 around 74 residential permits issued so far this year.

17 Minty Nails, 1574154" Avenue Suite 107B —The Anoka Area Chamber of Commerce is expected
18 to hold a ribbon cutting ceremony on July 21St at 10:00 a.m. Commissioner Mueller is available
19 to attend.

21 Overall Marketing — City staff continues to work with parties interested in investing in Andover
22 and marketing all commercial sites. Staff continues to work with Anoka County Regional
23 Economic Development (ACRED) on marketing of the community and Anoka County.

25 OTHER BUSINESS

27 Commissioner Holthus asked if the grass in the Bunker Lake Boulevard median has been cut. Mr.
28 Berkowitz answered the median was mowed about a month ago.

30 Mr. Dickinson reminded the EDA the Bunker Lake Boulevard median will be put into the CIP for
31 concrete to be placed in the median.

33 Mr. Janish stated the stock of Andover Station banners used on Jay Street and Martin Street are
34 now gone. Staff is looking for direction, should more banners be purchased or should they be
35 taken down.

37 President Bukkila asked the EDA to look at the banner area and provide feedback to staff.

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Hearth Development, 1714 Bunker Lake Blvd. NW — Two tenant spaces remain to be leased.
• Clock Tower Commons —The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations — Activities continue to wrap up
the project.
• Interest in Hughes Industrial Park — Interest in this area comes and goes. A 10 acre property
east of the park has been on the market and City Council reviewed with the landowner desired
roadway connections through the parcel at a past work session. The owner of the 10 acre parcel
had again contacted city staff asking questions about the roadway. The Fire Department,
Building and Planning had a discussion with a business owner about adding a new building or
two at their property. Staff occasionally receives a call from interested parties.
• ABC Mini-Storage/T-Squared (self -storage) — City Council approved a CUP for additional
Mini -storage on a portion of this lot. The buyers of the property had intended to expand the mini -
storage. The Building Department is working with the applicant on structural drawings for
review. Water, Sewer and site prep is completed.
• Hanson Builders, 13432 Hanson Blvd NW — A second floor sales area has been constructed
including an elevator and restrooms. The first floor is also being remodeled, and the interior
finishes are nearly complete.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate in Andover.
• TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
potential uses allowed. Staff suggested a restaurant or fast food. Staff recently had a meeting with
the landowner and a perspective business. Staff will be available for additional comments during
the meeting.
• 7' Avenue and Bunker — Staff has obtained the easement from CenterPoint Energy. City Staff
has also met with the City Anoka staff to discuss the traffic signal at 7°i Avenue. The Planning
and Zoning Commission along with City Council has reviewed a sketch plan for the area. At this
time the commercial uses are not known. City staff is expecting an application for the
development in the near future.
• Holasek Property (near City Hall) — Staff has been in contact with another multi -family
housing developer on this particular property.
• Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding locations.
Several sites are being reviewed and looked at. In 2020 we had 139 new housing starts. We have
had around 105 residential permits issued so far this year.
• Sheriff's Office — The City of Andover has received a Commercial Site Plan (CSP) for an
expansion of parking at the property. This is currently being reviewed by staff.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
• Walmart — Walmart is expected to begin remodeling of their bathrooms soon.
