SPECIAL CITY COUNCIL MEETING
SEPTEMBER 14, 2000 - MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor Jack
McKelvey at 6:30 P.M., Thursday, September 14, 2000 at the Andover City Hall,
1685 Crosstown Boulevard NW, Andover, Minnesota for the purpose of
interviewing applicants for a vacancy on the City Council.
Councilmembers Present: Don Jacobson, Mike Knight, Ken Ortlel
Council members Absent: None
Also Present: Charles Veiman; Kelly Johnson, ABC Newspapers
The first applicant interviewed was Tony Howard. Mr, Howard stated that he has
been a resident of the city for 16 years, is a masonry contractor who employees
25 people and has his office in Andover. He got involved in the city when the
Grey Oaks Development began, Mr, Howard stated that he wants to learn the
process of how things happen in the city and this is a good way to stay involved.
He noted that he did not file for office because at this time he would like to spend
time with his family. He felt that he would run for office during the next election
as his children would be older at that time. Mr. Howard felt that the plan for the
commercial plan is a good one and hopes that the city can stick to that plan. He
also feels that the redevelopment of the area around the Total Mart would be a
good move for the city, He believes that city is on the right track and the council
is doing a good job. Mr. Howard didn't feel that although he has purchased a lot
from the EDA he would not have a conflict of interest. When asked why the
Council should choose him, Mr. Howard stated that he has been involved in the
government process by attending the Council meetings and he knows how the
system works. He would not hinder the progress that the city is making. He also
noted that he enjoys coming to the meetings as it's nice to see how things work.
He thanked the Council for giving him the opportunity to interview for the
vacancy.
The next candidate to be interviewed was Jay Squires, Mr. Squires noted that he
is the Chairman of the Planning and Zoning Commission, He practices laws,
working with cities, school boards and county boards so he knows how the
process works, He has been with the law firm for 12 years. Mr. Squires
explained that he is giving serious consideration to running for the council in

two years, He wants to wait until his children are in school full time. He feels
that the biggest issue facing Andover now is the balance between the urban and
rural characteristics of the city. The commercial park is a very important piece for
the city to develop and develop correctly. The trail system is very important also
because it is visible, As far as the Metropolitan Council, it is very important that
the city protect its parochial interests. When asked about having a city attorney
at the meetings and having a council member who is also an attorney, Mr.
Squires stated that at the meetings he would not be an attorney and would need
to separate the roles. Mr. Squires noted that if he is the one selected for the
vacancy he would ask for a leave of absence from the Planning and Zoning
Commission.
The Council discussed the two candidates noting that either one would do an
excellent job for the city. Mr. Squires, because of his involvement with the
Planning Commission, knows what is going on and Mr. Howard would like to find
out what it's like to be on the Council.
Charles Veiman, 13646 Crooked Lake Boulevard, felt that if Mr. Howard is
selected it shows that the council is not making an in-house appointment. He felt
that Mr, Howard would be a good choice.
MOTION by Jacobson, seconded by Ortiel to appoint Tony Howard to the
vacancy on the City Council. Motion carried unanimously.
MOTION by Jacobson, seconded by Knight to adjourn, Motion carried.
