" 6 CITY of ANDOVER REGULAR ANDOVER CITY COUNCIL MEETING - MA Y 16, 2000 MINUTES The Regular Bi-Monthly Meeting of the Andover City Council was called to order by Mayor Jack McKelvey, May 16. 2000,7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Motion carried unanimously. APPROVAL OF MINUTES April 24,2000, Special Meeting: Correct as written. April 26, 2000, Board of Review: Correct as written. May 2, 2000, Regular Meeting; Correct as written. Motion by Knight, Seconded by Jacobson, approval of the second meeting listed for the April 24 Special Meeting. Motion carried on a 4- Yes, I-Present (Orttel) vote. Motion by Knight, Seconded by Jacobson, approval of the April 26 meeting. Motion carried on a 4- Yes, I-Present (Johnson) vote. Motion by Knight, Seconded by Johnson, approval of the May 2 meeting. Motion carried unanimously. ANOKA COUNTY SHERIFF REPORT Sergeant Tom Wells reported the Sheriffs Department responded to 1049 calls in April, bringing the year-to-date total of calls to 2626. On May 1 Andover's CSOs started to work until 10 p.m. to assist in coverage of community events and in the City's parks. CSOs can issue citations for violations of the City's ordinances. He has also heard that the continuation of the DARE program is in question for this fall, but he cannot confirm that. Mr, Fursman stated he has requested Captain Klink write a letter to the City on the status of the DARE program. That letter should be forthcoming. COMMUNITY SCHOOL REPORT (Councilmember Johnson stepped down to the audience for this item) Nancy Knop, Community School Coordinator for the City of Andover, updated the Council on the various activities held in the schools in Andover and thanked the Council for their continuing financial support of their programs. Andover is one of the few communities that has full-time programs at both of their elementary sites. She then went into greater detail on the programs provided for pre-school, school age, teens and special family events. The elementary schools have become the community centers for the City, with each site having its own personality. Crooked Lake [ Regular Andover City Council Meeting Minutes - May 16, 2000 Page 3 (Community School Report, Continued) is a traditional neighborhood school, and Andover Elementary serves as more of a city center. Teens are served at the Oak View Middle Schools, plus they also help schedule games for the Andover Athletic Association and work with the Sno Dragons for snowmobile certifications. Many sports tournaments are held at Oak View Middle School, plus a number of adult classes. Over 250,000 people came in and out of those buildings for facility uses during this school year. Ms. Knop was anxious to see how the new schools in the City will impact their program. Typically there are no community school activities at the high scho0j{, but no additional funding has been added at this point for the new elementary school. That in itself could be a full-time job. Over the last two years they had a grant to provide computer classes for seniors free of charge. They have now partnered with The Farmstead Presbyterian Homes, who will get folks in that building to any of the community school's activities. She anticipated getting more adult and senior participants next year. Councilmember Julie Johnson, Programmer at Andover Elementary School, reviewed the safety awareness classes offered. Children are looking for things other than sports and crafts. Their school sponsored activities have been very successful in bringing families together. Also, a church uses over half of their building for services on Sundays. Carolyn Meints, Programmer at Crooked Lake Elementary School, noted there is a high demand for pre-school classes at Crooked Lake. They also have speciality classes before holidays, study buddies groups in Grades 3 through 5 every Wednesday from December through May, special education programs, events held by the Andover Lions and a track and field program with the Anoka High School. She thanked the Council for allowing time to address them this evening. The Council thanked everyone for their efforts and for a very successful program. (Councilmember Johnson returned to the Council bench for the remainder of the meeting) DISCUSS STATUS OF GREY OAKS, COMPREHENSIVE PLAN AMENDMENT/RM TO UR and REZONING/M-2 TO R-4/SECTJON 22/CITY OF ANDOVER Attorney Hawkins stated more time is needed to review the documents submitted by the developer. He requested these items be tabled to the June 6 meeting. Motion by Orttel, Seconded by Knight, to table Items 3, 4 and 5 to the June 6 meeting. Motion carried unanimously. [ Regular Andover City Council Meeting Minutes - May 16,2000 Page 4 SKETCH PLAN REVIEW/ANDOVER STATION II/116, LLC Mike Quigley, representing 116, LLC., explained this is a replat of the existing Andover Station I1 to amend the PUD so they will be covered by an association. The Planning and Zoning Commission is recommending that Lots 11 and 15 be combined because Lot 15 was just to be a courtyard for the banquet facility. He agreed with that recommendation. He will have to verifY the distance outside of the walls of the building, but he believed it will be 6 feet. Councilmember Jacobson understood every lot in the City had to abut a dedicated public road, but Staff is telling him that is not true in this case. Attorney Hawkins concurred. The Council had no further comments. CALL PUBLIC HEARING: MODIFICATION OF DEVELOPMENT DISTRICT NO.1 AND MODIFICATION OF TIF DISTRICT 1-1 Motion by Jacobson, Seconded by Orttel, to set a hearing date for Tuesday, June 20, 2000, for a public hearing on the modification of development District No.1 and modification ofTIF District 1-1 as suggested by Staff. (Resolution RI11-00) Motion carried unanimously. CALL PUBLIC HEARING: BUSINESS SUBSIDY CRITERIA Motion by Knight, Seconded by Jacobson, approval of the Resolution (Resolution Rl12-00 calling for a public hearing on the proposed adoption of Business Subsidy Criteria, hearing date of June 20, 2000) Motion carried unanimously. DISCUSS EXHIBIT AlDEVELOPMENT PHASINGIDEVELOPMENT POLICY GUIDELINE Mr. Carlberg reviewed Exhibit A, the proposed development phasing of 721 buildable acres in the urban area to develop in the 2000 - 2005 time frame. The flood plains and wetlands have been pulled out as unbuildable areas. The intent is to control growth and prevent leapfrogging of development. The plats that are likely to develop this year comes to 87 acres. About 117 are proposed to be developed in 2001, 199 acres in 2002, 173 acres in 2003, and 145 acres in 2004. It is anticipated that in all likelihood some of the land in 2002 and beyond will carry forward into future years. As properties do not meet the deadlines, they will have to be moved back. This is looking at residential development only, so the high school is not included. Councilmember Orttel suggested coordinating with the county on the upgrading of Andover Boulevard. It is not adequate to carry the traffic, and it would be desirable to have it upgraded as development comes in. Possibly the City should be meeting with the county on these issues. Staff stated the past practices of the county has been more reactive than proactive. The county has also been using 1996 data, so Staff will need to update their numbers. - [ Regular Andover City Council Meeting Minutes - May 16, 2000 Page 5 (Discuss Exhibit A/Development Phasing/Development Policy Guideline, Continued) Motion by Knight, Seconded by Orttel, to adopt Exhibit A as a part of the development policy guidelines. DISCUSSION: Mr. Carlberg stated letters have been sent to potential development areas for the year 2001 to have sketch plans in by next week. In the future they will be letting people know sooner so sketch plans can be received earlier in the year. Motion carried unanimously. SET TOWN MEETING DATE The Council discussed dates to hold town meetings. Councilmember Jacobson was concerned that only one is being proposed for this year. He recalled the intent was to hold two a year. Because it is already late May and attendance is generally low during the summer, the Council agreed to hold a town meeting in the fall, Wednesday, October 11,2000. RESCHEDULE JULY 4 CITY COUNCIL MEETING Motion by Orttel, Seconded by Johnson, to reschedule the July 4 City Council meeting to Wednesday, July 5. Motion carried unanimously. SCHEDULE WORK SESSION/HOUSING PRESENTATlON/MET COUNCIVMAY 30 The Council agreed to hold a work session on Tuesday, May 30, 6 p.m. to view a visual presentation from John Kari, Metropolitan Council, that shows examples of how attached housing can be integrated into single family neighborhoods. Following that presentation, the Council agreed to discuss the draft changes to the City's Comprehensive Plan. REVIEW ANOKA COUNTY FIVE-YEAR TRANSPORTATION COMPREHENSIVE PLAN Mr. Erickson reviewed the Anoka County Highway Department's improvement plan for projects within Andover for 2001-2006. There are other projects for which no time frames have been assigned. The Council noted nothing is mentioned of upgrading the Andover Boulevard and Crosstown Boulevard intersection or the intersection on Hanson Boulevard and Andover Boulevard. Those areas will need to be upgraded with the development of the high school. There was concern that the high school will open without those improvements being done. Mr. Erickson stated the county is looking for additional funding for those locations. The City did submit a letter about the two intersections because of the high school. He thought they will be having a meeting with the county and school district regarding county road improvements in relationship to the high school. He thought Hanson Boulevard from Bunker Lake Boulevard south has been made a priority. The Council agreed absolutely that should be a high priority. He wiU also research the availability of federal funds within Andover even though it does not belong to the Livable Communities Act. APPROVE EXTENSION OF LIQUOR LICENSElPOV'S SPORTS BAR Mayor McKelvey noted the outdoor concerts have been held for three out of the last four years. He thought the bands stopped at 11 or 11 :30 p.m. A permit is needed to have alcohol in the rear ofthe building. Mr. Carlberg stated they will look into the noise issue and complaints. The Council recommended the neighboring residents are made aware of the concert dates ahead of time, Also, that the sound system be directed away from the neighbors. Motion by Johnson, Seconded by Orttel, to grant a temporary extension of a liquor license until 11 o'clock; City Staff to look at the noise issue. Motion carried on a 4- Yes, I-No (Jacobson) vote. MAYOR/COUNCIL INPUT City Hall parking lot - Mr. Erickson expected the parking lot reconstruction will be completed by the end of the month. ATV complaints - Councilmember Knight suggested something be included in the next newsletter about ATV's, as he has received complaints about them. The Council agreed and also agreed to forward the complaints to the Sheriff's Department. July Fun-Fest - Councilmember Johnson encouraged Council, Staff and residents to help out with the Andover Fun Fest on July 7,8 and 9.
