REDEVELOPMENT
The Special City Council meeting to discuss the redevelopment of the Bunker Lake
Boulevard NW/Crosstown Drive NW Multi Family Project was called to order by Mayor
Jack McKelvey, April 18, 2000, 6:00 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.
Councilmembers present: Don Jacobson, Julie Johnson and Mike Knight
Councilmembers absent: Ken Orttel
Also present: Community Development Director, Dave Carlberg
City Administrator, Richard Fursman
Zoning Administrator, Jeff Johnson

Others
Sara Weiner of Leonard Parker Associates reviewed the responses that were submitted by
the Council. A questionnaire was recently sent to help identify the scope of this
redevelopment project in the area of Bunker Lake Boulevard NW and Crosstown Drive
which is primarily zoned for multi-family housing.
Discussion took place to find out what expectations the Council had regarding the
quality, image, density, target population, amenities, uses, etc. for this 30-40 acre site.
David Hyde of Leonard Park Associates discussed the site in further detail. The adjacent
wetlands, trails, convenient store (Total), etc. His feelings were that the redevelopment
of this area should include mixed high density residential (rental and owner occupied)
along with a small commercial component being located along Bunker Lake Boulevard
NW. This commercial area would act as a buffer.
The Council was not opposed to a small commercial component possibly being added to
the project. The Council generally preferred office type uses over retail.
Mr. Hyde presented a number of images to get a reaction from the Council regarding
architectural appeal of which housing and commercial types should be considered.
A discussion took place regarding the material costs and its relationship to affordability.
It was felt that quality, maintenance free buildings should be considered.

The Council stressed that multifamily residential development should take precedent over
commercial development and that the focus for this project should be based on the
following:
* Decent quality (maintenance free) housing,
* High mixed (owner and rental) residential density (6-12 units per acres).
* Affordable units (according to Metropolitan Council standards).
* The plan should utilize the existing amenities (wetlands, trails, etc.).
* Open space and a common area/courtyard should be considered.
* Provide some underground parking facilities.
* Commercial uses should be offices.
The Council agreed that Master Plan should show that all buildings (including the Total
Mart) be razed.
Staff indicated that they will be working closely with Leonard Parker Associates to
develop this Master Plan. Leonard Parker Associates indicated that the Master Plan
should be prepared by the end of May and be available to share with the City Council and
the residents.
