SPECIAL ANDOVER CITY COUNCIL MEETING - FEBRUARY 7, 2000
MINUTES
The Special City Council Meeting of the Andover City Council was called to order by
Mayor Jack McKelvey, February 7, 2000, 5:10 p.m., at the Educational Service Center,
11299 Hanson Boulevard NW, Coon Rapids
Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel
Also Present: City Administrator, Richard Fursman
Community Development Director, Dave Carlberg
Kathy Tingelstad, State Representative
Senator Paula Hanson
Metropolitan Councilmember Natalie Steffen and
AMM Executive Director Gene Ranieri
Dave Carlberg gave a brief report to the Council and guests on the City's MUSA line as it
relates to the Met Council and especially the requirements for our new Comprehensive
Plan. He indicated to the Council that goals were set for density and types of housing
which would require the City to make land available for housing options including rental
property.
Natalie Steffen was asked to speak about the disposition of Met Council and Staff. She
indicated if the City would be willing to negotiate, the Met Council would be willing to
negotiate as well on the percentages and requirements the City would need to meet in
order to satisfY conditions for approval of the Comprehensive Plan, or any amendment.
Councilmember Orttel asked if the Council should be present to negotiate with Met
Council's staff. Natalie answered that if the City comes before the Met Council, the Met
Council would be willing to negotiate with the City Council.
There was additional discussion without any resolution by the Council on providing trunk
access to 157th, and who could be assessed. There was also further discussion on how
quickly the Met Council would respond to a sewer extension request. Ms. Steffen
indicated it would depend on how quickly the City Council could get together to
negotiate with Met Council staff.
Julie Johnson arrived at 5 :45 p.m.
Councilmember Knight asked if Staff or Council is making decisions for the Met
Council. Natalie indicated the Council has been more active than in the past.

There were additional discussions on density and multi-family housing related to transit
on the south part of the City. Other city services were also discussed including the
relationship with the City of Anoka and the need for a CAB interceptor to come across
from the City of Anoka.
Mr. Carlberg indicated briefly what the first meeting with Met Council staff was like on
the subject of extending sewer to 161st. He indicated that there seemed to be little room
for cooperation with Met Council in trying to find a way for the site to work.
Councilmember Orttel indicated that there was not a lot of time to negotiate all the terms
and conditions that a certain amount would have to go on good faith. Councilmember
Knight felt it was a school issue that was being used to get the City to comply to join the
Livable Communities Act and questioned if that was appropriate.,
Councilmember Orttel asked legislatures present why schools are not required to corne up
with Comprehensive Plans so communities can plan better.
There was additional exchange by the Council as to the impact on the public for both the
school and density issues. Council agreed to meet as soon as feasible with Met Council
staff and Natalie Steffen to begin working out details for housing and density
requirements related to the upgrading of the Comprehensive Plan.
The motion was made by Don Jacobson and seconded by Julie Johnson to adjourn the
meeting and join the School Board meeting on the school issue. Motion passed
unanimously. The meeting adjourned at 6:50 p.m.
