HomeMy WebLinkAboutSP September 19, 2001 ~ c.vQ.I Special City Council Meeting ~ JO 'd- Ö( Council-Administrator Team-Building Work Session September 19,2001 -7:00 p.m. Meeting was called to order by Mayor Gamache at 7:00 p.m. in City Hall Conference Room A. Members Present: Mayor Gamache, Councilmembers Jacobson, Knight, Orttel and Trude; Members Absent: None Other Present: Jim Brimeyer, Administrator John Erar The special meeting was facilitated by Jim Brimeyer, The Brimeyer Group, Inc., who was hired by the City Council to assist the group in strengthening inter-personal working relationships. The purpose of the meeting was to review group personality profiles, discuss the Carver governance model and explore ways of improving team dynamics between Council members and the administrator. The meeting began with an overview of DISC personality profiles that were administered by the Brimeyer Group and completed by Council members and the administrator. Mr. Brimeyer presented a general overview of the personality profiles for the Council and the adminstrator and discussed the various attributes of each profile. Strengths and weaknesses were discussed, along with the recognition that the entire group favored more dominant personality traits. Questions and comments regarding this information were discussed at length. Following this presentation, Mr. Brimeyer presented information on the Carver Governance model. He discussed a number of principles and the general philosophy behind this governance model, along with Board expectations and the role of the administrator. Various comments were made by Council regarding issues that were of general concern such as communications, management style and ensuring that agreed upon outcomes are clearly articulated. Brimeyer responded to several questions regarding roles of a Council member, the administrator and appropriate interactions between Council and the general staff. The need to respect boundaries and allow the administrator to address staff issues such as employee workloads, stress and service issues was also emphasized. Brimeyer distributed a list of ten questions that was prepared by administrator Erar related to clarifying Council expectations of the administrator. It was determined by Council that given the lateness of the evening and the need to study the questions more fully, that a follow-up meeting would be conducted in conjunction with the administrator's performance review. Brimeyer indicated he would be mailing out performance evaluation forms to Council members and that they should be returned in a timely manner. A meeting date was not scheduled at this time, but it was indicated that a date should be scheduled as soon as possible to bring these items to closure. Meeting Adjourned at 9:55 p.m.
