Adjournment , -~._- f --_._, ., CITY of ANDOVER SPECIAL ANDOVER CITY COUNCIL WORKSHOP DECEMBER 6, 1001 - MINUTES A Special Andover City Council Workshop was called to order by Mayor Gamache at 7:00 pm, Thursday, December 6, 2001 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers Present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmembers Absent: None Also Present: John Erar, City Administrator Courtney Bednarz, City Planner Sandra Pinel, Metropolitan Council 2010 COMPREHENSIVE PLANIMETROPOLITAN COUNCIL REVIEW COMMENTS -- Mr. Erar noted that there are new concerns because of Met Council staff comments regarding additional requirements to designate an additional 1000 acres for urban reserve. Council was considering designating 1000 acres for a pilot study area; however they chose not to do so. As an alternate approach, designating a future rural reserve area was considered by staff. By maintaining designated rural reserve areas in their current land use state, Council would ensure that land uses for properties beyond the 2020 MUSA line would remain consistent with their existing land use designations. By preventing lot splits ofless than 1 per 20 acres and preventing subdivisions of no less than 1 per 40 acres, we would be allowing future City Councils the ability to address planning and land use control policy issues in the 2040 Comprehensive Plan process. Mr. Erar also explained that the Metropolitan Council is looking at issues with the CAB Interceptor, which will take 8 to 10 years. Those properties do not need to be addressed in the 2020 Comp Plan. Mr. Erar suggested that staff could meet with the landowners to see what their long term interests are. At this point, Council would designate areas of approximately 1000 acres each and designate a 1000 acre rural reserve area within the next 18 months. Councilmember Orttel asked what position the Metropolitan Council would take if one of the churches wanted to access sewer service. Sandra Pinel, Metropolitan Council, explained that they would look at the intent of the Comp Plan, but that it really depends on the situation. There is a time period in which you would be leaving everyone's options open. She also noted that there could be a tradeoff of land, moving the 40 acre parcel that you intend to preserve to another area. Ms. Pinel stated that Comp Plans are just policy guidelines. She explained that once the city agrees to the 18 month period where you designate at least 1000 acres of rural preserve area, the Metropolitan Council assumes that there will be some areas that won't be in the reserved area. By showing which areas in the rural area that are developed it would make no sense to have them in the reserved area. Councilmember Jacobson asked if the reason for preserving 1000 acres is because of the extra capacity in the Coon Rapids interceptor. Ms. Pinel replied yes. Councilmember Special City Council Workshop December 6,2001 - Minutes Page 2 Jacobson stated that within the 1000 acres we could issue building permits for 25 homes. Beyond that we are not going to allow any subdivisions of less than 1 per 40 acres or allow any lot splits of less than 20 acres. He also understood that between now and 18 months from now, no one can develop. He asked, once the 1000 acres are designated, if developments of2.5 acre lots can occur. Mr. Erar stated that rural plats can be processed outside the 2020 MUSA boundary except within the 1000 acre rural reserve, noting that Council has to decide what area they want to preserve beyond 2020, Councilmember Orttel stated that we are trying to plan for the future. Councilmember Jacobson asked Ms. Pinel if Met Council would turn down our Compre- hensive Plan if we decided not to designate the 1000 acres. Ms. Pinel stated that the plan would not be in effect and the city would use their old plan. Councilmember Jacobson questioned whether a townhouse development could come in within 6 months after the designation ofthe 1000 acres. Ms. Pinel explained that the city would have to request a Comprehensive Plan amendment. She stated that if she has the signed resolution presented to Council she will have it in her report and the report will be more positive. Mr. Erar stated that Council could adopt the resolution now and put it on the December 18th agenda so the public is aware of what the city is doing. We would identifY all of the affected property owners and schedule meetings to let them know what we are looking at and ask if they want sewer. We would then have another workshop to inform Council of the property owners' plans. Motion by Trude, seconded by Orttel to move the resolution, with the following change to Number 3, (a): after...1 per 40 acres shall apply to all land areas referenced in Scenario I and 2. Discussion: Councilmember Jacobson stated for clarification that once the plan is approved the area shown in blue on the maps will not have any development until we decide where the 1000 acres are and then the reset of the city can develop. Vote on Motion: Carried unanimously. Ms. Pinel stated that this has been a lot of work and she appreciates that the city and Met Council staff were able to work together. REVIEW OF 2002 -1005 DEVELOPMENT PLANS City Planner Courtney Bednarz presented information showing the remaining developable properties in the city, a summary of residential development indicating the numbers in the sewered area and those with septic systems, and a summary of sewer trunk staging for 2000 - 2020. He noted that at this time we have 217 vacant platted lots. Special Council Workshop December 6,2001 - Minutes Page 3 (Review of2002-2005 Development Plans, Cont.) The city is fine for 2002 but we need to get some plans approved so we have some lots available for 2003. Mr. Erar noted that the city did a survey of other communities and we are one of the lower cost cities for development. Councilmember Jacobson asked ifthere is any indication that the apartments in Grey Oaks will be built soon. Mr. Bednarz stated that they are building townhomes at this time. In reviewing the other vacant parcels, Mr. Bednarz stated that it is likely that Lachinski and Peterson will come in yet this year. Winslow Holasek has not expressed any interest in developing. Also in the 2003 category, Mr. Slyzuk has not indicated what he wants to do. ~ayor Gamache asked ifthe Hoglund property is owned by more than Mr. Hoglund. Councilmember Orttel noted that there are quite a few property owners involved. Mr. Bednarz noted that we have a request ITom Mr. Orstad requesting his property be moved into the 2002 category. He noted that staff will invite the owners in the 2000- 2020 area to a meeting to get their feedback and staff will report back to Council. Councilmember Jacobson suggested that staff look at what impact future development will have on the schools and traffic. Mr. Erar noted that the construction of the water treatment plant is contingent upon development. He also suggested that school district officials be invited to attend the meeting. Other Business Mr. Erar noted that the December 18th meeting will have quite a few items on the agenda and asked if the budget could be put on the consent agenda. Councilmember Orttel felt that it should be a discussion item in the event someone in the audience has questions, Mr. Erar reminded the Council of the joint meeting with the Park Commission on December 13th.
