SUBJECT: Review & Discuss Standing Rules
DATE: July 27, 2021
DISCUSSION
The Planning & Zoning Commission is requested to discuss the following standing rules for
Planning & Zoning Meetings, and if warranted, recommend modifications. Any modifications
must be approved during a Planning & Zoning Commission Public Meeting.
1. Assumption of Motions
The chair may assume any motion that is listed on the Agenda for a given meeting. The
purpose is to save time, and the motion should be one of procedure. Immediately following
the assumption of a motion, any Commissioner may request a point of order if there is
question as to whether the motion is clearly one of procedure.
2. Unanimous Consent
Similar to assuming motions, the Chair may rule a motion approved by unanimous consent.
Any Commissioner who objects may IMMEDIATELY request the chair call for a vote of all
members of the Commission in attendance. Again, the purpose of unanimous consent is to
simply save time when approval of the motion appears to be clear.
Amendments to Motions
Any Commissioner may propose an amendment to a motion on the floor. The amendment
must be seconded. Upon a second, the chair will entertain debate SOLELY ON THE
AMENDMENT. A vote will be called to either approve or reject the amendment before
returning to debate on the original main motion on the floor.
4. Commissioner Questions of Staff
Any Commissioner may pose questions to staff when clarification or additional information
is needed. Questions of staff are exactly that: Questions. A Commissioner may be ruled out
of order if the Commissioner expands the question by providing testimony, commentary, or
the rationale or reasoning for asking the question. However, a Commissioner may bring
forth any supporting information during discussion and debate.
5. Commissioner's Comments
Once a public hearing is closed, it is appropriate for Commissioners to discuss and debate
the merits of the question at hand. Per the Rules of Order, each Commissioner is entitled to
two "speeches," each limited to ten minutes. No Commissioner may speak a second time
until all Commissioners have had the opportunity to speak once. All speeches must address
the question at hand. The Commissioner who brought the motion has the privilege of
speaking last. NOTE: The Commissioner who brought the motion may vote against the
motion, but may not argue against the motion in debate.
6. Other Business Topics
"Other Business" on the agenda is not an open agenda item for any topic a Commissioner
wishes to discuss. If a Commissioner wished to discuss specific items, it MUST be added to
the Planning & Zoning Commission Agenda and published to all citizens of Andover. It is
out of order to return to any previous agenda item, to inquire or comment on other
Commissions' work, or to raise issues around any open agenda item that has not yet been
finalized by City Council. (It is permissible to inquire as to the date when an open item will
be heard before City Council.) Appropriate items for other business are comments of thanks,
appreciation, well -wishes for holidays and the like. It is also in order to raise questions about
timing or dates of future Planning & Zoning meetings or events involving the Planning &
Zoning Commission. Any other topics of interest to a Commissioner should be to City Hall
by calling/visiting/emailing as a citizen of Andover.
7. Agenda: Purpose and Adherence
The purpose of a Planning & Zoning Agenda is to inform the citizens of Andover of the
topics to be discussed, and to keep our meetings succinct, and on topic. Raising issues or
topics that are not on the agenda, such as discussion of other properties, etc., are detrimental
to an efficient meeting. Additionally, and perhaps more importantly, this deprives the
citizens of Andover of having a voice in these discussions, as the topic was not published as
one for discussion and debate.
