MINUTES
A Special Workshop of the Andover City Council was called to order by Mayor Mike Gamache on
January 9, 2001, 7:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.
Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude
Councilmembers absent: None
Also present: City Finance Director, Jim Dickinson
Acting City Administrator, Dave Carlberg

BRlMEYER PRESENTATION
Jim Brimeyer of the Brimeyer Group, Inc., reviewed the 12 applicants for City Administrator with
the Council. Applications were assigned numbers because of data privacy. He explained the number
of applicants were narrowed down to 20 on the first round. They talked to and met with all of those
people, and then narrowed it down to these 12. These were chosen on the basis of a screening sheet
tied to the City's profile, his discussions with them and their cover letters and resumes. He asked
the Council to choose five or six candidates to interview.
The following comments were made regarding the 12 applicants being considered:
Applicant # I - has a good sense of planning in a growth community; adjusting to the size of Andover
may be a problem.
Applicant #2 - has inner city metropolitan experience and experience in a growth enviromnent; is
very ethical; polished; strong experience working with the public; has worked with a fairly large
organization as an assistant.
Applicant #3 - has shifted jobs frequently; worked for a large organization involved in the budgeting
process; is concerned about tenure in his current position and wants to get into an urban setting.
Applicant #4 - worked for a city that is growing faster than Andover; resolved the fInancial problems
at his current position; very ethical; has had excellent support from the city council; has had fairly
extensive Metropolitan Council experience; has good technical experience; has an extremely strong
resume; good potential.

Applicant #5 - has no growing suburb experience; has successfully worked on the debt issue in his
current position; a very solid administrator; has worked with the Metropolitan Council and with Tax
Increment Financing issues; not charismatic; creatively financed a blighted redevelopment project;
good listening skills.
Applicant #6 - has primary experience in the growth environment as an assistant; salary may be a
tough negotiation issue; has not interviewed with Brimeyer Group since 1996.
Applicant #7 - good experience and good tenure in each position; has had very political positions;
is in a smaller city that contracts a lot of the services; good adaptability, creativity and listening
skills.
Applicant #8 - has had extensive experience; has been a first-time administrator in three
communities; good tenure; applies only for selected positions; has good management and political
skills; has not had TIF or fast growth experience but should be able to figure it out quickly; no
lobbying experience.
Applicant #9 - has had less experience but has impressively handled the current position; very
creative; has worked with the Metropolitan Council, on comprehensive plans and with other
communities; wants to stay in this area; very impressive, sharp person.
Applicant # 1 0 - has been involved in controversial projects with no real strong political leader in the
community; solid though not dynamic; could have better organizational skills; has good solid growth
experience.
Applicant # II - strong credentials; has been through growth and development; has business and
international experience; has creative staff development and training ideas; salary will not be an
issue; is a mover and a shaker with creative ideas; has had experience in a large organization in
management.
Applicant #12 - has been through annexation issues; has served as finance director; has had
substantial commercial development experience and grant work; is familiar with the Metropolitan
Council and comprehensive plans; applies for other positions only occasionally.

The Council and Me. Brimeyer compared applicant qualifications and the needs of the City, then
through a series of votes agreed to interview the following applicants:
Timothy Crvikshank
John Erar
Joel Hanson
Jeffrey Kooistra
Craig Mattson
Thomas Melena
Me. Srimeyer stated he will notifY those applicants immediately. He then discussed potential
negotiable items regarding salary and benefits for the City Administrator position. The Council
agreed that the amount would remain within the same range for car allowance, annual leave and
medical insurance. They felt the administrator benefits should be about the same as the other
employees. If there are moving costs, it should go out for bids. If the applicant brings it up, the
Council would be willing to negotiate a supplemental living allowance if temporary housing is
needed for several months. In discussing a severance package, Mr. Brimeyer agreed to write a one-
year contract that is automatically renewable, but the City could give four to five months notice of
termination prior to its expiration. This means the Council must do an evaluation at least four
months before the contract ends; and if terminated, the individual has four to five months to find
another position. Payment of business expenses will be the standard City policy. Professional dues
and conferences are subject to Council consideration of the budget review. Retirement into either
PERA or a deferred comp plan is negotiable.
The discussion was then on the interview dates. It had originally been set for February 2 and 3,
though Councilmember Orttel indicated he would not be available then. After some discussion, it
was agreed to schedule the interviews for February 9 and 10, 2001. Mr. Brimeyer reviewed the
scheduling on that Friday orienting the candidates to the community and meeting the Staff, plus an
informal reception with the City Council in the evening. Saturday morning each Councilmember
will interview each of the candidates on a rotating basis, with the entire Council interviewing
candidates in the afternoon. He expected the day would begin at 7:30 a.m. and conclude by 5 or 6
p.m. Mr. Carlberg stated he will post the entire day as a Council meeting.
Motion by Jacobson, Seconded by Trude, to adjourn. Motion carried unanimously.The meeting
adjourned at 8:42 p.m.
