Other Business Adjournment CITY of ANDOVER ANDOVER SPECIAL CITY COUNCIL MEETING - APRIL 19, 2001 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Mike Gamache on April 19, 2001, 9:36 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmembers absent: None Also present: Community Development Director, Dave Carlberg City Administrator, John Erar Others DISCUSS COMPREHENSIVE PLAN ISSUES Mr. Carlberg explained the final issue on the Comprehensive Plan is a request by the Metropolitan Council staff for the projected sewer flows for the final build out of the urban service area so they can determine the Coon Rapids Interceptor capacity versus the CAB Interceptor. They need 1,000 acres to build the CAB, but the City would be able to service the area through the Coon Rapids Interceptor with a lift station. Right now the City's policy is the 2020 line is the 2040 line, and lift stations are allowed for infill but not to increase the sewer extension. The City allows lot splits in the area that will ultimately be served with municipal sewer, but the Metropolitan Council staff is not comfortable with that. They want to see a 2040 line, and they want the land use restricted to I for 40. The City has said it will not encumber that property, The City is not recognizing anything outside the 2020 line which can all be served by gravity flow. Mr. Carlberg stated they met with the Metropolitan Council staff again today. He proposed instead of Andover looking at the ultimate MUSA, that they tell the City what capacity they have left in the Coon Rapids Interceptor after the area within the 2020 boundary is fully developed. Knowing that acreage, the City can look at what area it wants to pick up for urban development. They have agreed to do that. Councilmember Orttel stated the City is not capable of predicting out to 2040. With the changing technology, it is not possible to predict that far out. He also did not want to limit options. It may be that some day the low agricultural areas east of Round Lake Boulevard may be developed into another Deacon's Walk, a development in Blaine where they dug out the peat. Mr. Carlberg stated the Metropolitan Council staff would also like to see those areas in Agricultural Preserve be left that way permanently. Staffhas said the City will not do that. The Ag Preserve designation will control that property, but the property owner has the right to decertifY, which takes an eight-year period of time. Special City Council Meeting Minutes - AprilI9, 200 I Page 2 (Discussion Comprehensive Plan Issues, Continued) Councilmember Trude noted the only way to extend Andover Boulevard west to Round Lake Boulevard would be to provide municipal sewer for housing. Mr. Erar stated the Council needs to decide what it wants for that area. Is it the intent to preserve that land as agriculture permanently or to provide future planning for the highest and best use? For the farms, he thought the Council would want to retain their options as property owners. Councilmember Orttel felt everyone wants to protect what is out there. His concern is tying up the land for 40 years is a confiscation issue. Councilmember Knight agreed, plus the residents are adamantly opposed to any urban development north of the present line at 161 st. Mr. Erar suggested the Council keep its options open regarding the CAB Interceptor. At this point all indications are the people in the western portion of the City want to retain the current size of their lots. But by asking for the ability to connect to the CAB in the future, it provides Andover with future planning opportunities to provide property owners to either retain their property as is or to decide to develop into a higher density. Some Councilmembers were concerned that asking to keep options open regarding the CAB would mean the City would be forced to develop at higher densities. Mr. Erar didn't think so. The City would not be interested in it at the current time, but it should keep its options open. The only way this would become higher density is if the people petitioned for it. In terms of planning, it is a greater benefit to the community to keep that option open to allow the property owners to decide whether they want to create an urbanized area there. The City is trying to maintain a vision but give flexibility to deal with changes as the community continues to grow. Mr. Carlberg noted the CAB would not be brought across the river unless there are 1,000 acres that can be developed. By keeping it in the plan, it doesn't mean it will be constructed but that it could be if there is a need some day in the future. The Metropolitan Council Staff is exploring options of going through Anoka rather than using the CAB. If Andover is interested in continuing to go up the Hanson Boulevard corridor and the Coon Rapids Interceptor is full, it could potentially shift to the west side of the City through the CAB if that option is kept open. He stated when the City gets the calculations from the Metropolitan Council consultants, Staff will look at it and come back to the Council. The Council discussed the philosophies of high density, that growth is not always in the City's best interest, the inability to plan for 40 years from now with any accuracy because of changing technology, the desire to keep options open for property owners and the desire of many to retain the rural character as proposed. They generally supported reserving the option of the CAB Interceptor as long as there would be no restrictions placed on the City's development as a result. They also agreed to wait for the calculations ITom the Metropolitan Council on the number of acres that would be available for development through the Coon Rapids Interceptor. Special City Council Meeting Minutes -April 19, 2001 Page 3 OTHER BUSINESS Coon Rapids Development/East of Hanson Boulevard - Mayor Gamache has heard the area east of Hanson Boulevard in Coon Rapids will be developed into mostly single family homes with town homes. A State Aid street is being proposed ITom Highway 242 to 133rd. He thought there may be some openness to expanding Hanson Boulevard as well. The Highway 10 coalition is seriously looking at getting involved. They want to see Hanson Boulevard widened north of Highway 10. Mr. Carlberg understood MNDot, Anoka County and the City of Coon Rapids are funding additional improvements to the intersection of Hanson Boulevard and Highway 10. He talked with the Community Development Director in Coon Rapids and suggested the Council may want to hold a joint meeting with the Coon Rapids City Council on these improvements.
