Note: Some or all members of the Andover Park and Recreation Commission may
participate in the July 15, 2021, Park and Recreation Commission meeting
by telephone or video conference rather than by being personally present
at the Park and Recreation Commission regular meeting place at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 66304.
Members of the public can physically attend, although there is very limited
seating in the City Council Chambers as appropriate social distancing will
be done by the Commission and visitors.

This item is in regard to considering 2021 Tournament Application Forms for the upcoming fall
soccer/football/baseball/softball-fast pitch season.
No tournament applications have been received. Therefore, no action is necessary.
Note: Staff has been notified by the AFA President that there will not be a football preview this
year.

INTRODUCTION
This item is in regard to approving the 2021 fall softball/baseball/football schedule.
DISCUSSION
Attached are applications received from the Andover Athletic Association (AAA), Andover
Baseball Association (ABA) and the Andover Football Association (AFA). The City has also
received an application Jon Krause for the use of Sunshine Park Fields 1 & 4 on Sunday nights
from August 1'thru September 26'.
The proposed 2021 fall softball/baseball/football schedule is attached for your review. The City
has received applications for use of the fields from the following groups:

Note: Copies of the By -Laws, 5010 information and established grievance procedures for AFA,
ABA and AAA are available on their respective websites if you would like to review
them. Copies of the Certificate of Insurance are available from City staff if you would like
to review them.
The Adult Co -Ed Slow Pitch Softball (Jon Krause) will be required to pay the following fees for
use of the fields by Friday, July 30, 2021:
• Use of Sunshine Park Fields 1 & 4 -- $890 (includes damage deposit fee and escrow
deposit for light keys.
As a reminder, a detail practice and game schedule are required to be submitted to Jason
Baumunk, Parks and Streets Operations Manager, before the start of the season so the Andover
Public Works Parks Department is aware of when fields need to be mowed.
ACTION REQUIRED
The Commission is requested to consider approving the 2021 softball/baseball/football fall
schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first -
come, first -served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

larger group of participants/spectators are expected. The company that is hired or the
association members that will be working the tournament or event must always use the
required MNDOT approved reflective vests. Parking attendants will be responsible to contact
the Anoka County Sheriff's Department when there is a conflict/issue/concern with parking.
Note: The association or applicant shall provide other alternatives/options in writing to the City for
approval which details how the parking operations for the season will not impact the
park/facilities and/or the area residents in which the parking attendant requirements could
potentially be waived.

larger group of participants/spectators are expected. The company that is hired or the
association members that will be working the tournament or event must always use the
required MNDOT approved reflective vests Parking attendants will be responsible to contact
the Anoka County Sheriffs Department when there is a conflict/issue/concern with parking.
Nate: The association or applicant shall provide other alternatives/options in writing to the City for
approval which details how the parking operations for the season will not impact the
park/facilities and/or the area residents in which the parking attendant requirements could
potentially be waived.

INTRODUCTION
This is in regard to approving the 2021 fall football/soccer/lacrosse schedule.
Attached for your review is the proposed fall 2021 football/ soccer/lacrosse schedule. The
Andover Area Lacrosse Association did not apply for the fall season. The City has received
applications for use of the fields from the following groups:

review them. Copies of the Certificate of Insurance are available from City staff if you
would like to review them.
As a reminder, a detail practice and game schedule are required to be submitted to Jason
Baumunk, Parks and Streets Operations Manager, before the start of the season so the Andover
Public Works Parks Department is aware of when fields need to be mowed.
Also, as a reminder, the number of football games at all fields being used is limited to 6 games
per week per field. We understand that there will be some makeup games because of the weather
or conditions of the fields. Note: It is understood that both football and soccer associations
evaluate when games should be postponed due to inclement weather and/or field conditions
which may be too wet from previous rain events and/or if it is raining at the start of the game.
Public Works staff will monitor the condition of the fields throughout season and will provide to
the Commission an update at the end of the season to determine if any adjustments should be
made for the 2021 football and/or soccer season.
One other item that is important that needs to be addressed by the Park and Recreation
Commission is that the associations must provide the necessary parking attendants at each of
their games or events throughout the season.
ACTION REQUIRED
The Parks and Recreation Commission is requested to consider approving the 2021 fall
soccer/football/lacrosse schedule.

The following is a list of reports generated by the Anoka County Sheriffs Office regarding city park
activity for the 2"d quarter.

A caller reported motorized vehicles in the park. As the deputy was driving in, he observed a dirt bike
and ATV and stopped them. They admitted to being in the park. The deputy explained the city
ordinances and spoke to the parents — who said they weren't aware it was illegal to drive in the park.

On routine patrol a deputy observed a suspicious vehicle parked in the lot. When the occupants of
the vehicle observed the deputy, they darted out of the car. The deputy smelled marijuana. Parents
were contacted and the kids returned home.

A caller reported a suspicious bag of stuff near a garbage can. The deputy located it and it contained
soiled clothes. He properly disposed of it.

A caller reported juveniles riding dirt bikes in the park. The deputy checked the area and did not
locate anyone.

Deputies were dispatched to a report of juveniles having a fire in the woods. They located the fire
and the fire department put out the campfire.

Deputies responded to a garbage can on fire at the skate park. Fire arrived and extinguished the

A caller reported two vehicles racing and doing donuts in the gravel parking lot and driving through
the soccer fields. The vehicles were gone upon arrival, but damage was noticeable. Video of the
incident was uploaded but the quality was poor, and no suspects could be identified. Parks notified.

A caller said a child was riding a motorized electric dirt bike at the location and the child had returned
home. The deputy located the parent and verified what kind of scooter it was. It was determined the
child needed to be 12 and wear a helmet if he was riding the scooter.

A parent called to make a delayed harassment report on behalf of her 13-yo-daughter who was
harassed at the park by a group of children. Three possible suspects were identified but the parent
did not want anything else done.

A parent called to report she possibly identified a juvenile who had been harassing people in the
park. The deputy spoke with the reporting party and then made contact with the suspected juvenile
and his parent. The juvenile denied his participation and was warned that if this behavior continues,

and they did have an airsoft pistol that they were exchanging because one friend forgot it at the

SUBJECT: 10. Reconsider 2022-2026 Park Capital Improvement Plan

INTRODUCTION
The Park and Recreation Commission is requested to reconsider the 2022-2026 Park Capital
Improvement Plan (CIP).
Based on the recent workshop discussion with the City Council, the Park and Recreation
Commission will need to reconsider the 2022-2026 Park CIP. Attached are two spreadsheets for
the Commission to consider. Option A indicates paying off the Andover Community Center debt
in the year 2022 and/or 2023 which is subject to receiving the anticipated park dedications fees
that are collected for new developments. Option B is to pay off the Andover Community Center
with the current payment schedule of 50% of Park Dedication funds from the previous year until
the sum is made whole. Neither option includes an outdoor pickleball facility in the CIP
spreadsheet.
If the Park and Recreation Commission would like to pay off the debt in 2022 (and/or in 2023),
based on the Projected Fund Balance (Option A), the Commission could consider paving the
parking lots at Pine Hills North Facility and Pine Hills South Park in 2023 along with installing a
new playground structure at Lund's North Park. Under this scenario, the Commission could also
consider other improvements in 2023-2026 which are as follows: Oak Bluff Park basketball
court, Sunshine Park safety netting, ASN safety netting, Prairie Knoll Park warming house
expansion, and Hidden Creek North Park medium shelter. Note: The Andover Huskies Youth
Hockey Association and the Andover Football Association have been requested to respond in
writing and/or attend this meeting to see if there is interest in financially contributing to the
expansion of the warming house area.
The annual miscellaneous fund (which has been $15,000 per year for the past few years) has
been increased to $25,000 to allow more flexibility in completing projects through 2026.
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated that the ending fund balance for each of the 5 years should have a
minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the 2022-2026 Park CIP
(either Option A or B) to the City Council.

• Sunshine Park Plavground Equipment Replacement — The new playground equipment has
been installed.
• Prairie Knoll Park North Parking Lot Improvements & the Tom Anderson Trail along
Coon Creek — Projects are complete.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on
the agenda.
• Hawkridge Park Shelter Replacement — The new shelter has been installed. All that is left to be
completed is the concrete sidewalk from the shelter to the trail and restoration. The neighborhood
would like to have a grand opening in August or September. Further information will be forth
coming.
• Wild Iris Park Playground Equipment Replacement — The playground equipment has been
delivered to Public Works. The neighborhood has indicated that they will not be doing a
community build. The playground equipment will know be installed by Public Works later this
fall.
• Bike Youth/Trail — The trail is ready for use by the public. The signage for the rules/guidelines
and direction of travel are close to being completed by Parks Maintenance staff. The trail
entrance is located on the east side of the wooded area by the existing paved trail and south
parking lot area in Sunshine Park.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
❖ 2024 or Beyond -- Kelsey Round Lake Park Trail (Note: The reconstruction of the
trail will most likely be pushed out for reconstruction for another 3-5 years). Note:
This trail reconstruction and the board walk may be eligible for a MNDNR grant.
The City would need to apply for the grant a year in advance of the proposed
construction.
Coon Creek Trail between Crosstown Blvd NW & Hanson Blvd NW —Staff has sent
letters and the survey to the residents that would be affected by having a trail
constructed on their property. Six properties were notified. The surveys are due to
the City by July 16, 2021.
• Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to consider a park to meet in 2022.

• Mowing, trash and recycling service for Parks and Trails continued all week.
• Work was done spraying fence lines and other weed whip areas to reduce the maintenance time required at all
parks.
• Time was spent cutting down the lip at the edge of the infields at multiple ball fields.
• Gravel parking lots are getting drug and prepped for dust control application Monday June 14'".
• Irrigation on City water was reduced across the system to help with the high demand on the water system. We
do expect calls about grass browning up at the Parks.
• Tree was removed from across the trail along Verdin St.
06/19/21
• Mowing, trash and recycling service for Parks and Trails continued all week.
• Gravel parking lots at Hawk Ridge and Pine Hills North were treated for dust control.
• Time was spent preparing ASN, Sunshine, and Eveland fields for weekend tournaments.
• Irrigation is being reduced throughout the systems on City water and being focused on the more critical areas,
such as the athletic fields that are currently in use.
• Management attended Supervisor's meeting and assisted in GIS coordinator interviews.
06/26/21
• Mowing, trash and recycling service for Parks and Trails continued all week.
• Work continued at Sunshine Park. New concrete border was poured around the playground, and the new
structure installation was started.
• Work continued adjusting and repairing heads on city owned irrigation systems.
• Preparations were made for a weekend slow -pitch softball tournament at Sunshine ball fields.
• Cleanup started and the City Campus for upcoming Fun Fest. Shrubs trimmed, planting areas cleaned up, and
some trees trimmed.
07/03/21
9 Mowing, trash and recycling service for Parks and Trails continued all week.
• Work continued at Sunshine Park. The playground structure was completed, sand added back to the
volleyball court, and woodchips are scheduled to be installed. Project will be complete by Fun Fest.
• Edging work starting throughout the parks.
• Work starting around the Fun Fest site, trimming, freshen up mulch, weeding, and weed whipping.
• Wild Iris playground equipment was delivered. It is scheduled to be installed later this year, August or
September.

Replacements

The Park and Recreation Commission has requested to discuss the current process for
neighborhood park survey notifications regarding playground equipment replacements.
Attached is example letter (for Hawkridge Park) and survey of how the City of Andover notifies
neighborhoods regarding the replacement of playground equipment including the survey that can
be filled out online through the City website. As of right now, staff is notifying anyone within
1100 feet of the perimeter of the park for both rural areas and urban areas as directed by the City
Council. Just as an example, at Hawkridge Park, 48 properties were notified but only 1 survey
was received. At Woodland Meadows Park, 39 properties were notified with 8 surveys received.
At Hidden Creek North Park (urban area), 169 properties were notified and only 3 surveys were
received.
The Commission has expressed interest in sending out post cards that allows residents in the
neighborhood to respond to surveys by scanning a QR code that would be on a post card rather
than going to the website to complete the survey.

Re: Hawk Ridge Park/Public Information Meeting and Resident Survey
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 3, 2020 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Hawk Ridge Park in 2021. The existing playground equipment
is proposed to be replaced along with the installation of new concrete edging.
The fall zones around the new equipment will have woodchips installed which is
being done at most of the parks throughout Andover. Also, a new sand box will
be included in the park layout. The park location map is on the back side of this
letter along with a picture of the existing playground equipment currently located
at the park.
For the Park Commission to consider what other improvements could be made
to the park now or in the future, the City would like to receive input from the
neighborhood. The way you can participate in this is by completing the online
survey that is available on the City of Andover's Website at
http://www.andovermn.govl and click on City Departments. Once you get to City
Departments, click on Parks to find the survey. For the Park and Recreation
Commission to consider your comments, the survey must be completed by 4:30
p.m. on Friday, November 13, 2020.

Councilmember Trude indicated there are inconsistent crosswalks within the City. Mr.
Berkowitz expl"aine&whythan is:
Councilmember Trude stated she thinks the more stop signs the better. The Council directed
staff to keep the stop signs on the trails. Mr. Berkowitz indicated the current stop signs on the
trail system do not meet regulations. The signs will be replaced with 18 x 18 signs beginning
spring of 2012.
JOINT MEETING WITH PARK COMMISSION — DISCUSS PLAYGROUND AND
NEIGHBORHOOD SURVEY
Mr. Haas introduced a neighborhood survey that will be used to determine playground replacement.
Mr. Butler stated the Park Commission would like to review the radius of each survey before being
sent out. The Council agreed with a quarter mile radius.
JOINT MEETING WITH PARK COMMISSION — DISCUSS CLEAR WIRELESS LEASE
AT ROSE PARK
Mr. Butler stated at the time of the lease agreement, the Park Commission's understandiA4was the
water tower at Rose Park was to come down in the near future and the revenue from the Clear
Wireless lease would go into the Park Fund at that time. The decision to keep the water tower never
went back to the Park Commission.
Councilmember Knight asked how much the yearly lease is. Mr. Dickinson answered approximately
$12,000 a year.
Chair Butler stated Rose Park is one of the parks that the Park Commission would like to re -do in the
future. Councilmember Trude suggested splitting the revenue between the Park and Water Fund.
The Council agreed to keep the revenue in the Water Fund.
Chair Butler stated the water tower is on dedicated park land and the Park Commission would
like the revenue to be put in the Park Fund. He indicated he would like a legal opinion from the
City Attorney as to where the revenue should go.
The Council recessed at 9:36 p.m.
The Council reconvened at 9:49 p.m.

The Park and Recreation Commission is requested to discuss programming -activity
opportunities.
DISCUSSION
Based on the joint meeting with the City Council, the Park and Recreation Commission is to
identify potential programming -activity opportunities either with the Andover Community
Center, the YMCA and/or Anoka Hennepin Community School.
Once a list has been determined by the Commission, staff will pursue those opportunities with
the groups above. Once staff has discussed these opportunities with others, the information will
be brought back to the Commission for further discussion at a future workshop.
