ADJOURN - . - . .. - ~ . - . - CITY of ANDOVER TRUTH IN TAXA nON MEETING - DECEMBER 10,2002 - MINUTES The City of Andover 2003 Truth in Taxation meeting was called to order by Mayor· Gamache at 7:00 pm, Tuesday, December 10,2002 at the Andover City Hall, 1685 Crosstown BouJevard NW, Andover, Minnnesota. Councilmembers Present: Jacobson, Knight, Orttel, Trude Councilmembers Absent: None Also Present: John Erar, City Administrator Jim Dickinson, Finance Director Lee Brezinka, Assistant Finance Director Others AGENDA APPROVAL Motion by Jacobson, seconded by Orttel to adopt the agenda. Motion carried unanimously. BUDGET PRESENTATION Mr. Erar reviewed the issues affecting the 2003 budget preparation. State imposed levy limits will resuJt in the city losing $112,500 in additional tax revenue as the city was unable to increase the tax rate by the 2001 cpr of 1.6%. The levy limits will also resuJt in a reduction in the city's tax rate while service populations continue to increase. The 2003 city tax rate will decline to 33.1% from 33.3% in 2002. Local government aid will increase by $15.00, bringing the appropriation to $119,842. Due to the state property tax classification rate compression, the tax capacity value for 2003 is approximately $1,000,000 lower than 2001. The proposed levy is slightly below the maximum allowed by state law. Mr. Erar next reviewed the Council budget guidelines noting that the city has a very low debt burden and a tax rate that is one of the lowest in Anoka County. Staffhas met or exceeded all budget guidelines set by Council. Mr. Dickinson reviewed the Tax Levy Composition noting that the general fund levy went from $4,157,891 to $4,505,780. The city's debt has increased by 2 percent. Although the adjusted tax capacity increased from 2002, we are still less than what we were in 2001 even with double digit market value increases over the last few years. Mr. - , . . Truth in Taxation Hearing December 10, 2002 - Minutes Page 2 Mr. Erar reviewed an article written by John Gunyou, Minnetonka City Manager regarding the state's budget crises who feels that the problem is that the state took over a lot of fmancing but didn't provide for future revenues. Motion by Trude, seconded by Jacobson to open the budget hearing. Motion carried unanimously. Winslow Holasek, 1159 Andover Boulevard asked if the breakdown of tax dollars includes the recently passed school levy. Mr. Dickinson stated that it does not. The city doesn't know yet what that increase will be. If residents are interested in how much the levy will increase their taxes they can go to the school district site at www.anoka.K-12.mn.us. Their site has a calculator that can be used to compute the increase. Motion by Jacobson, seconded by Trude to close the public hearing. Motion carried unanimously. Mr. Dickinson noted that adoption of the budget and tax levy will be on the December 17, 2002 City Council agenda. OillER BUSINESS Planning Commission Candidate Interviews Mr. Erar noted that there are 19 applicants for 3 positions on the Planning Commission. Given the large number of candidates, staff is requesting a different date for the interviews. Suggestions are December 30th or January 2nd at 6:00 pm. Two of the candidates have applied for both the Planning Commission and Park Commission. Motion by Jacobson, seconded by Trude to move the December 18,2002 meeting for Park Commission interviews to 6:00 pm. Motion carried unanimously. Motion by Jacobson, seconded by Knight to schedule Planning Commission interviews for 6:00 pm, Monday, January 6, 2003. Motion carried unanimously. Motion by Trude, seconded by Jacobson to schedule re-interviews, if necessary, for 6:00 pm, Tuesday, January 7, 2003.
