[ CITY of ANDOVER SPECIAL CITY COUNCIL WORKSHOP - OCTOBER 9, 2002 - MINUTES A Special Workshop of the City Council of the City of Andover was called to order on Wednesday, October 9, 2002 at 7:01 PM, by Mayor Mike Gamache at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers Present: Don Jacobson., Mike Knight, Ken Orttel (arrived at 7:05), Julie Trude Councilmembers Absent: None AJso Present: Scott Erickson., City Engineer Jim Dickinson., Finance Director (arrived at 7:55 pm) Frank Stone, Public Works Supervisor Dan Winkel, Fire Chief Dave Almgren, Building Official Lee Brezinka, Assistant Finance Director Will Neumeister, Community Development Director John Erar, City Administrator Others Approval of Agenda Motion by Jacobson., second by Trude to approve the agenda. Motion carried unanimously. Trunk Sanitary Sewer Analysis for Rural Reserve Areas (Draft) David Hutton and Kevin Kawlewski ofWSB were present to discuss the report. Mr. Hutton explained that the Metropolitan Council asked the city, as a condition of approval of the Comprehensive Plan, to identifY an additiona11 000 acres of land that would be most cost-effective to provide sewer to. Area 1 on the map contains 1020 acres and Area 2 contains 1293 acres. Mr. Hutton and Mr. Kawlewski reviewed that report noting that the city's trunk system is mostly 6" mains. The Bunker Lake Boulevard trunk has 3 million gallons per day available and the Crooked Lake trunk has 5.5 million gallons per day available. A new gravity sanitary sewer could be provided to serve both study areas at an estimated cost of$5,438,350.00. It would be necessary to establish a new sewer rate for the study areas with single unit fees estimated to be $517 per unit connection and $1,810 per acre of developed area. Mr. Kawlewski reviewed the five alternatives, noting that Alternative No. I, new gravity trunk, is recommended. The final design would be dictated by future development and . This alternative offers several benefits to the city including the utilization of gravity flow for both areas without a lift station as part of the trunk system and it connects to the Coon Rapids Interceptor which is immediately available to receive additional flow from Andover with no capital expenses to the Metropolitan Council ofEnYÌronmental Services. Alternative No.2 would extend to the CAB interceptor. It also provides a gravity based system. It is basically the same as Alternative No.1 but would turn to the west rather than the southeast. MCES is not fond of this idea because of their capital expenses. The cost would be 6.7 million dollars. Alternative No.3 is an upgrade of the existing trunk system. The construction of this would be extremely difficult. The cost would be 9.6 million dollars. Kav Aasness asked if future studies would be needed to determine the availability in the flood plain area. Mr. Erickson noted that is true. It is a time consuming and expensive process. Alternative No.4 is an extension of the Andover Boulevard trunk. A lift station would be required on South Coon Creek Drive. The cost would be 5.8 million dollars. Alternative No.5 is a connection to the Bunker Lake trunk. A lift station would need to be incorporated into the system. The forcemain would also need to be split and diverted to three separate locations. Council discussed the cost and the availability of funds. Mr. Dickinson noted that the trunk fund doesn't have a lot of money; however, the operational fund (sewer) has money that could be used. In order to issue bonds for this project we would have to have a steady revenue stream. Mr. Neumeister stated that the transportation study, which is underway, will be a part of this sewer study. Mr. Erar noted that the Council should accept the draft report and it should be finalized and brought back to Council. Council agreed with the report. (Recess 8:40 pm - Reconvene 8:50 pm) ¡ Special City Council Workshop October 9, 2002 - Minutes Page 3 2003 CIP Mr. Erar reviewed the report, which details the 2003 - 2007 Capital Improvement Plan. Mr. Dickinson explained that the capital plan includes improvements and equipment. Various departments highlighted the significant items that are in the Capital Improvement Plan, such as new warning sirens, the updating of the Water Resource Management Plan, garage door replacement for Building C, waterproofing the walls in the cold storage building, purchase of property from Ken Slyzuk, rebuilding the Crooked Lake School hockey rink, entrance monuments, the annual seal coat and crack seal program, county intersection upgrades, annual pavement marking, the reconstruction of Round Lake Boulevard, Municipal State Aid roads, City Hall expansion, Public Works remodeling and the construction of a bikeway/walkway corridor. Mr. Dickinson noted that this would be brought back to Council in December. Mr. Erar commended the departments for·their work on this document. Ag Preserve - Mr. Erar noted that staff is researching the agricultural preserve issue. Community Center - Councilmember Knight suggested that a community center meeting be scheduled. The YMCA will have their study back by November 28th and there is planning the city could be doing. Council discussed the proposals submitted by Greystone and Opus. Councilmember Knight noted the cities that had Opus do the design-build for their projects. Motion by Jacobson, seconded by Ortte1 to adjourn. Motion carried lIn~nimously.
