Adjourn - - ~-- --~-. --" II CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - SEPTEMBER 23, 2002 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Mike Gamache at 7:04 pm, Monday, September 23, 2002 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers Present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmembers Absent: None Also Present: John Erar, City Administrator Jim Dickinson, finance Director Tony Howard frank Kellogg Harold Mezile, Chad Lanners, Casey Scott, Jackie Cherryhomes, Pat Lynch, Gary Peterson - YMCA Representatives Motion by Jacobson, seconded by Knight to approve the agenda. Motion carried unanimously. PARTNERSHIP DISCUSSIONS WITH THE YMCA Council and the YMCA discussed memberships with Pat Lynch of the YMCA who explained that they don't require anyone tobuy a yearly membership. Monthly memberships are available and the YMCA does not require anyone to sign a contract. Most of the branches of the YMCA have teen centers that are drug free, alcohol free and safe. Teen nights are held which cost members $3.00 and non-members $5.00. YMCA facilities are designed with things that the YMCA thinks will work. They work with the cities to see what they want, such as things for seniors and teens. The YMCA will be doing a market study that will show what people would like to have at a YMCA. The proposal they have for the study and it will take 90 days to complete. The city will be asked what questions they would like to have in the survey. Once the survey comes back the financial implications will be known. Discussion centered on the different components of the proposed facility and how the YMCA would want them configured. It was suggested that the YMCA be part ofthe design group. It was also noted that the YMCA is willing to make a 20-year commitment. It was explained that a lease agreement should be negotiated as soon as possible. Prior to the lease agreement, a statement of principles should be adopted by both parties and a Memorandum of Understanding could be adopted while the study is being completed. . _._~,_. r" ._-_.~;~' .. ,,- - "----. [I Special City Council Meeting September 23, 2002 - Minutes Page 2 Mayor Gamache thanked the YMCA representatives for attending the meeting. PROJECT BUDGET ESTIMATES Mr. Erar explained that a project budget needs to be established. Six firms provided estimates, all based on the same criteria. Greystone did not provide any updated numbers. Mr. Erar reviewed the estimates, noting they are in the 14-15 million dollar range. Also provided to Council was a comparison of school district projects. Councilmember Knight provided copies of an estimate for the community center from OPUS. He noted their estimate is $9.5 million and they estimate that it could be built within one year. It was suggested that because Greystone, A&P and OPUS did not provide a breakdown of the costs, they be contacted for that information. Discussion centered on whether a Construction Manager approach should be utilized. Mr. Erickson noted that if you go with the Construction Manager approach you would get more bidders. Mr. Erar noted that prior to the study by the YMCA being done, the city should continue to meet with the YMCA to develop a Statement of Principles and a Memorandum of Understanding, have Saterbak meet with the YMCA and develop an RFP for a Construction Manager and an architect. Councilmember Orttel thanked Mr. Erar, Mr. Dickinson and Mr. Erickson for their work on this project. Motion by Jacobson, seconded by Orttel to adjourn. Motion carried unanimously.
