SPECIAL JOINT CITY COUNCIL/PARK & RECREATION COMMISSION
MEETING - SEPTEMBER 12, 2002 - MINUTES
ASpecial Meeting of the Andover City Council and Park and Recreation Commission
was called to order by Mayor Mike Gamache at 7:00 pm, Thursday, September 12,2002
at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Councilmembers Present: Don Jacobson, Ken Orttel, Mike Knight, Julie Trude
Councilmembers Absent: None
Park Commissioners Present: Jim Lindahl, Val Holthus, Dave Blackstad, Paul Anderson,
Dorrie Peterson, Al Grabowski
Park Commissioners Absent: Chris DeLaForest
Also Present: John Erar, City Administrator
Todd Haas, Parks Coordinator
Jim Dickinson, Finance Director
PRESENTATION BY PARK & RECREATION COMMISSION
Commissioners Holthus, Dorrie Peterson and Paul Anderson presented information
regarding the Park CIP concerns. Councilmember Jacobson questioned the numbers
presented by the athletic associations.
DISCUSS PROPOSED 2003-2007 ClPIPARK IMPROVEMENTS
A lengthy discussion took place regarding the 2003-2007 CIP/Park Improvements and
options available to fund the projects. Lighting of fields for football was brought up by
Councilmember Knight and he felt that it should immediately be considered by the city.
Hockey use and needs were discussed in detail.
Based on discussion, the Park Commission was requested to prioritize the improvements
and bring this back to the City Council for review and approval at a later date.
DISCUSS PROPOSED 2003-2007 ClPnRAIL IMPROVEMENTS
Trail projects were discussed at length. The City Council requested the Park Commission
to re-evaluate the improvements and prioritize and recommend those at a later date.

Several residents expressed concern regarding several areas that lack trails, specifically
Crosstown Boulevard south of Andover Boulevard and Andover Boulevard east of
Hanson Boulevard.
DISCUSS COUNCIL POLICY ON PUBLIC TRAIL CONSTRUCTION
Council requested that the City Administrator set up a policy for discussion at a later
date.
DISCUSS VANDALISM TO RECOVER LOSSES IN PARK SYSTEM/FINANCE
DEPARTMENT
Council was updated and no action was taken. Council is interested in adopting a policy
on when the city pursues restitution.
DISCUSS STATUS OF PARK DEDICATION STUDY/NAC
Council was updated as to the status of the report, which will be received in November
for their review and approval.
ROLES/RESPONSIBILITY & LIMITATIONS FOR THE PARK & RECREATION
COl'.fMISSION
There was limited discussion on the role of the Park Commission. Council in general
appreciates the efforts and recommendations forwarded by the Park Commission.
OTHER BUSINESS
Councilmember Trude noted that the response from the school district regarding
questions she had raised at a meeting with representatives of the Community School
Program was only that they needed more money.
Motion by Orttel, second by Knight to adjourn. Motion carried unanimously.
Meeting adjourned at 9:40 PM.
