ANDOVER CITY COUNCIL SPECIAL MEETING
PLANNING COMMISSION INTERVIEW -JULY 16,1001
A Special Andover City Council Meeting was called to order by Mayor Mike Gamache at 6:35 pm
at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota for the purpose of
interviewing a candidate for the Planning and Zoning Commission.
Councilmembers present: Mike Knight, Ken Orttel, Julie Trude
CounciImember absent: Don Jacobson
Also present: Cornmunity Development Director, Will Neumeister
Paula Jean Larson
Paula Jean Larson was introduced to the Council. She stated she works for Wells Fargo, has
tax knowledge and real estate knowledge which would help her in making Planning Commission
decisions and understanding the laws. She stated she has also worked in estate planning and
estate settlement areas.
CounciImember Trude stated a lot of what the Planning Cornmission does is with the ordinances.
Ms. Larson stated one of the advantages she has is she is a CPA and a tax attorney.
Mayor Gamache asked if she had watched any of the Planning Commission meetings. Ms.
Larson she stated she had n'ot because she does not have cable but she did borrow a tape to watch
one of the meetings. \

Mayor Gamache stated he isJooking for sensitivity to the residents by the Planning Commission.
Ms. Larson stated she understood that and felt she could be fair and understanding to the
residents.
Councilmember Trude stated that this is a public service to the residents. Ms. Larson stated they
need to be understanding when dealing with residents.
Ms. Larson asked the Council if there was anything that would prevent her from being objective.
She stated her husband is on the Economic Development Cornmittee. Councilmember Trude
stated that the only thing she would need to do if she felt that she could not be obj ective, would
be to remove herself from voting and discussion and participate as a resident.
Councilmember Orttel asked if she had the time to commit. Ms. Larson stated she did not think
that would be a problem. She would be traveling every so often but felt she would be able to
attend most meetings. Mr. Neumeister explained if she knew she would miss a meeting, she
would need to tell staff.
Councilmember Orttel stated they all worked together so if she had any questions, she could call

anyone.
Mr. Neumeister stated that the Planning Cornmission term would end at the end of the year and
then she would need to reapply for the position. He stated in October he would let the Council
know what Commission members' terms are coming up.
Mr. Neumeister stated that the meetings do not last very long because they try to keep them
manageable. The meetings in the spring are usually the longest because of the amount of
building.
Mayor Gamache stated that the Council makes their decisions based on the Planning
Commission's advise.
The meeting adjourned at 6:50 p.m.
