5. Update of Joint Meeting with City Council
June 17, 2021
This item is regarding the agenda for the joint meeting scheduled with the City Council on Tuesday, June
22, 2021.
The joint meeting is scheduled with the City Council which will start at 6:00 pm. Below are the items that
will be discussed along with some detail regarding each of the items:
A. Discuss the 2022-2026 CIP for Playground Equipment Replacement for Parks.
B. Discuss the 2022-2026 CIP New Trail Segment Improvements.
C. Discuss the 2022-2026 CIP for Trail Reconstruction Improvements in Parks.
D. Discuss the 2022-2026 CIP for Parks.
E. Discuss Andover Community Center/Request for Information by the Commission
F. Discuss User Fees for Use of Parks/Facilities by Associations/Groups
G. Discuss Programming -Activities
H. Other Business
Chairman Lindahl with staff will lead into each of the items with the City Council and the rest of the
Commissioners can join once Chairman Lindahl is done presenting the item.
This item is regarding the agenda items to be discussed at the joint meeting scheduled with the City
Council on Tuesday, June 22, 2021.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda in
July.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on
the agenda in July.
• Prairie Knoll Park North Parkine Lot Improvements & the Tom Anderson Trail alone
Coon Creek — The parking lot is near completion. The security lights have been installed by
Connexus Energy but will not activated until later once the parking lot is close to be completed.
Paving is anticipated to be completed by mid to late June.
• Sunshine Park Playground Equipment Replacement — Some preliminary grading work has
been done at the park. Parks Maintenance staff is on schedule to install the playground equipment
within the next few weeks.
• Hawkridge Park Shelter Replacement — It is anticipated the contractor will begin construction
on the footing the week of June 14'. We have not heard as to when the shelter will be delivered
but the contractor has indicated to City staff they will start installing the shelter as soon as it has
been delivered.
• Wild Iris Park Playground Equipment Replacement — The playground equipment has been
ordered. The neighborhood selected a structure for the 5-12 year old age group. Also, the swing
set will be replaced along with replacing a couple spring rides with 1 new spring ride and a new 2
seat buck a bout. The installation of the equipment will also be done as a community build.
Timing for the community build will be determined later once'staff has received notice of when
the equipment is anticipated to be delivered.
• Bike Youth/Trail — The trail is ready for use by the public. The signage for the rules/guidelines
and direction of travel are close to be completed by Parks Maintenance staff. The trail entrance is
located on the east side of the wooded area by the existing paved trail and south parking lot area
in Sunshine Park.
• Joint Meeting with City Council — The Park and Recreation Commission is scheduled to meet
with the City Council on June 22, 2021, at 6 pm. Item is the agenda.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed:
•S 2024 or Beyond -- Kelsey Round Lake Park Trail (Note: The reconstruction of the
trail will most likely be pushed out for reconstruction for another 3-5 years). Note:
This trail reconstruction is eligible for a MNDNR grant. The City would need to
apply for the grant a year in advance of the proposed construction. This would also
apply to the existing boardwalk at the north end of the park that is poor condition.
• Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
The Commission is meeting at Wild Iris Park.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.

05/29/21
• Mowing, trash and recycling service for Parks and Trails continued all week.
• Concrete was poured at the Community Center to fill in a landscaped area that was problematic by the west
entrance.
• Most of the crew helped remove the turf at the Community Center. This was a joint effort with the Streets
Department, CC and YMCA staff.
• Work continued on irrigation startups and repairs.
• Time was spent making a small training area for the Fire Department at Station #2.
• First round of broad leaf spraying is scheduled to happen within the next week or two. We have noticed the
pre -emergent weed control was not as effective this season. Likely due the lack of rain and the late irrigation
start up due to late season freezing temps.
• Staff is out mowing along trails this week as well.
• Manager attended Park Commission Meeting.
6/5/21
• Mowing, trash and recycling service for Parks and Trails continued all week.
• With the short week most of the time was spent keeping up on mowing. The rain and heat have really
accelerated the grass growth.
• Poison Ivy was sprayed along the trail system in Kelsey Round Lake Park.
• Fields were prepped for a weekend baseball tournament.
• Irrigation start-up and maintenance continued all week.
• Manager attended Park Commission Meeting.
