Some or all members of the Andover EDA may participate in the June 15, 2021 EDA meeting by telephone
or video conference rather than by being personally present at the EDA's regular meeting place at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public can
physically attend, although there is very limited seating in the City Council Chambers as appropriate
social distancing will be done by the Council and visitors. The public can also be provided a ZOOM video
conference invite by going to www.andovermn.gov and clicking on the meeting in the calendar for the
link.

Mr. Dickinson indicated the EDA has briefly discussed the possibility of a residential improvement
grant program and is leaning towards a program similar to the Front Door program the City of
Coon Rapids offers.
Mr. Dickinson indicated a map was assembled identifying the home values within the community.
The map was reviewed. The map identifies approximately 2,300 parcels with a home value of

1 $275,000 or less. This is roughly 20% of the City.

3 Mr. Dickinson stated relative to financing options, there are a few:

5 • Formulate a program and have it ready for when the next CBDG grant application process
6 comes around from Anoka County. CBDG funds are distributed based on income.
7 • Met Council funds, a requirement is to become a member of the Livable Communities
8 Program.
9 • Possible Federal funding provided to cities related to Covid Relief. Guidelines may allow
10 to use funds for this program.
11 • General City Funds and EDA funds available.

13 Mr. Dickinson reminded the EDA, the EDA redevelopment funds can only be used for property
14 acquisition.

16 Commissioner Holthus asked if CBDG funds require the City to match the CBDG funds. Mr.
17 Dickinson answered generally, a grant application looks more favorable when there are matching
18 funds.

20 Commissioner Kafer asked where the City of Coon Rapids gets their funding for the Front Door
21 Program. Mr. Dickinson replied the City of Coon Rapids is a CBDG grant award city, so they do
22 not have to apply for the grants through Anoka County they receive the funds sent directly to them
23 from the Federal Government. They also have their own HRA which they utilize as a taxing
24 authority and provide funds that way as well.

26 President Bukkila stated she likes having a plan in place for when funds become available. She
27 would like to target home values up to $225,000 to see the interest. If the number of applicants is
28 low, then adjust the program to allow for home values up to $250,000.

30 Commissioner Butler suggested applicants with a lower home value get preference in the
31 application process.

33 President Bukkila stated by targeting home values of $225,000 or less she would like to see a lower
34 project minimum amount.

36 The EDA discussed the project minimum amount.

38 Commissioner Mueller stated the Coon Rapids program is viable, they have a lottery system due
39 to the high number of applications.

41 President Bukkila asked if there should be a max cap on the project amount.

43 Commissioner Butler suggested $500 - $5,000 for the project cost range.

5 Mr. Dickinson indicated the program details will be fine-tuned and brought back to a future

8 REDEVELOPMENT UPDATES

10 Mr. Dickinson indicated a corporate headquarters is looking to locate to the North Metro with the
I 1 capability of building up to a 150,000 square foot building. Staff has provided two locations as
12 potential options. The one is the vacant parcel owned by DSTI and the other parcel is the Prairie
13 Oak Community Church area.

15 Mr. Dickinson reviewed the two parcels.

17 Mr. Dickinson stated the parcel located on Crosstown Drive directly behind 2619 138' Avenue
18 and owned by Anoka County Highway Department, the City contacted Anoka County with
19 interest in purchasing the parcel. The Anoka County Transportation Committee Board
20 recommended turning the parcel over to the City for economic development with no monetary
21 transaction.

23 Mr. Dickinson indicated the parcel on the east side of Round Lake Boulevard and South Coon
24 Creek Drive is a tax forfeit property and the City has identified interest in the parcel to Anoka
25 County. The City would pay market value for the parcel of $11,800 since it will be used for
26 development. Staff will continue to pursue this parcel.

28 Mr. Dickinson continued with the parcel on the west side of Round Lake Boulevard and South
29 Coon Creek Drive. This parcel is owned by the State and has a market value of $45,000. While
30 researching the property staff found there are DNR restrictions, such as if the property is turned
31 over to the city, the city can only use the parcel for open space.

33 The EDA agreed they are not interested in the parcel if it cannot be used for development. Mr.
34 Dickinson indicated staff will do a bit more research on removing the DNR restrictions.

38 Commissioner Holthus asked for an update on the Bunker Lake Boulevard median. Mr. Dickinson
39 replied the median will be mowed and the drip irrigation evaluated for repair. Concrete is an
40 option for the median.

INTRODUCTION
During the May 19, 2020 EDA meeting, June 16, 2020, February 16, 2021 and April 20, 2021 members
discussed the possibility of a Residential Improvement Loan/Grant Program. EDA members reviewed the
Home for Generations II, and Front Door Program offered by the City of Coon Rapids. Direction
provided by the EDA was to look at a smaller version of a Front Door Program that Coon Rapids
provides. Due to some of the COVID-19 activities progress on this particular project was put on hold.
The map on April 20, 2021 has been modified to reflect the input from the EDA.
Attached Commissioners will find: electronic format (in paper form) for the City of Coon Rapids program
and the suggested paper format for the City of Andover. Based upon past conversations staff has
developed the "Andover Program".
Some specific items the EDA may desire to discuss include:
Verification on if rental properties can utilize this program. Currently as written the owner would
need to reside within the structure as a requirement of Homestead tax status is needed.
City of Andover contribution levels. $500 to $5,000 in grant funds per application. These
amounts could see a resident improvement for a total of $2,000 to $25,000 plus.
As written the information does not include an income requirement. Depending on funding
sources for the program an income restriction may be needed.
The EDA may also desire to come up with a unique name for the program to help distinguish the program
from the City of Coon Rapids. Staff will provide an update on potential options,if desired at the meeting.

Coon Rapids: Front Door Program is a program was a pilot program offered in 2019. The
purpose of this program is to pay a portion of projects costs who will make certain exterior
improvements to the front (street side) of their home. The thought and purpose is to increase curb
appeal. This is a grant program that provides $1,000 to $5,000 to homeowners after the project is
complete. This program provides either a 15% grant (Basic Projects) or 25% grant
(Beautification Projects) depending on the improvements. Staff has provided a copy of the
information available from the City of Coon Rapids website for this program.
Front Door Program
The Coon Rapids Home Improvement Foundation has provided funding again for 2021.
Applications are accepted online until March 1, 2021. Application link is at the bottom of this
page.
Grant recipients will be chosen by lottery on Wednesday, March 10, 2021. Due to evolving public
health recommendations surrounding the COVID-19 pandemic, the Front Door lottery event will
occur either in person at Coon Rapids City Hall, or virtually on Wednesday, March 10. A decision
regarding the final event style will be made by March 1, 2021 and will be communicated on the City
website, City social media platforms and on our email subscription list.
ENHANC: YOUR HOME'S CURE APPEAL
The intent of the Front Door Grant Program is to pay aoD rtion of project costs to Coon Rapids
property owners who will make certain exterior improvements to the front (street side) of their home,
increasing its curb appeal which benefits the entire community. There are no income limits to
participate in this program.
Grant
Between $1,000 - $5,000. Homeowners must pay at least $4,000 of their own funds to be eligible to
receive the minimum grant amount of $1,000 from the City. Grant dollars do not need to be repaid.

Grants will equal either 15% or 25% of the applicant's individual project amounts depending upon
the scope of work. If the scope of work includes qualifying projects from both categories, then the
grant amount will be determined individually in each category. The combined grant amount must be
$1,000 or more to be eligible. Cost of tools will not be eligible for grant dollars.
Eligibility Requirements
• 1 to 4 unit buildings, owner -occupied, single family, townhome, twin home, condo.
• Homestead status with Anoka County Property Records.
• Current on Anoka County property taxes.
• Property value is less than $400,000 based on Anoka County estimated property value.
• Projects must include at least one item from the Beautification Project list.
• Projects must be visible from the street in front of the house.
• None of these exterior projects are covered, or will be covered, by an insurance claim.
• None of these exterior projects will be part of a Home for Generations II grant.
• Work cannot begin until the required paperwork has been submitted to the City and a Grant
Award Certificate has been provided to the homeowner.
• Applicant was not a Front Door Grant recipient in 2019 or 2020.

Landscape Architectural Consultation. If landscaping is part of the project, a 2 -hour at home
consultation is available. Consultations are subsidized by the City and the homeowner pays a $25 co -
pay.
Financine. The City has low-interest loans available to help finance the balance of your project.
Interest rates range between 1% - 4% with no income limits. For more information on financing

INTRODUCTION
The Andover EDA is requested to discuss the medians on Bunker Lake Boulevard between Martin Street
and Crosstown Boulevard.
It has been requested to discuss the status of the Bunker Lake Boulevard median and what should be the
next step.
Currently the median is vegetated with prairie grass and ornamental plantings on the end caps.
Maintenance was performed in May which consisted of mowing down the prairie grass, weed whipping
and liter pickup. This is done at the beginning of every growing season. The irrigation system has been
damaged by previous mowing and is currently not operational.
Options moving forward:
• Leave as is and continue to monitor the progress of the prairie grass (Recommended by the City's
Natural Resource Technician)
• Add additional plantings
• Remove all vegetation and irrigation and install 4 -inch section of concrete (Estimated cost of
$150,000)
ACTION REQUIRED
The EDA is requested to discuss the condition of the Bunker Lake Boulevard median and direct staff on
how to proceed.

On February 5, 2019, the EDA indicated they would like to pursue an electronic message screen. As this
was several years ago staff wanted to verify the EDA's desire. If the City of Andover places an electronic
sign at this comer and know the additional commercial space desired the messages may detract from
advertisements of those businesses at the intersection.
Staff reached out to our vender as it relates to signage and hopes to have estimates for signage at the
meeting.

Mr. Janish asked what type of sign the EDA would like to see in this area, a message board or
standard entrance sign. The developer for the property asked if the City would be interested in
something that could be incorporated into their sign.
The EDA's direction for staff is an electronic message board for the area and they are open to
discussion with the developer on incorporating the signs.
Mr. J�i stated the estimated cost to get electricity to this location is $2,800-$3,300.
President Tru uggested putting more entrance sign money into the budget.
The EDA directed st o proceed with lighting for the sign.

Mr. Janish indicated staff is lookin r direction on the signage for Depot Pond.
Commissioner Holthus stated she did not the signage options created by the City Sign
Department. She had contacted the Industria h teacher at Andover High School who has
access to fancy software and is willing to attemp sign for the EDA.
The EDA supported the idea of the Industrial Tech teach the high school creating a design
for the Depot Pond sign.

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Upper Midwest Athletic Construction –Staff received the as built of the improvements, a few
corrections were needed, it is staff's understanding the corrections have been made. Staff is
waiting on updated as built for the property to verify elevations.
• Hearth Development, 1714 Bunker Lake Blvd. NW – Two tenant spaces remain to be leased.
• Clock Tower Commons –The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations –Activities continue to wrap up
the project.
• Interest in Hughes Industrial Park – Interest in this area comes and goes. A 10 acre property
east of the park has been on the market and City Council reviewed with the landowner desired
roadway connections through the parcel at a past work session. The owner of the 10 acre parcel
had again contacted city staff asking questions about the roadway. The Fire Department,
Building and Planning had a discussion with a business owner about adding a new building or
two at their property. Staff occasionally receives a call from interested parties.
• Andover Community Center, 15200 Hanson Blvd. NW – All areas are occupied, punch lists
and final inspections are anticipated soon.
• YMCA Expansion – Only a few punchlist items remain, including roof drain and overflow roof
drain adjustments.
• ABC Mini -Storage (self -storage) – City Council approved a CUP for additional Mini -storage on
a portion of this lot. The buyers of the property had intended to expand the mini -storage. The
Building Department is working with the applicant on structural drawings for review. Water,
Sewer and site prep is expected to occur soon.
• Crooked Lake Elementary, Energy Management System Phase II, 2939 Bunker Lake Blvd
NW—A rooftop energy management system is being installed in three phases at the school. The
2nd phase is underway and ATS&R has submitted an acceptable plan for rooftop equipment
• Hanson Builders, 13432 Hanson Blvd NW — A second floor sales area has been constructed
including an elevator and restrooms. The first floor is also being remodeled, and the interior
finishes are nearly complete.
• Anoka County Sheriff, Forensic Lab Remodel, 13301 Hanson Blvd. NW — completed.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate in Andover.
• TCF Site — Andover Station 2016 LLC has acquired the property. The new owner has the list of
potential uses allowed. At this time there are no specific plans for what will be constructed. Staff
suggested a restaurant or fast food.
• 7`" Avenue and Bunker — Staff continues to work with Quest Development and CenterPoint
Energy on acquiring an easement through the CenterPoint Property. CenterPoint has agreed to an
alignment. The proposed developer is working on an easement description for the property.
Surveying work for boundaries have been completed according to the developer. Staff and City
Council has meet with some apartment developers for this property. Capstone is pursuing a
development on the southern property.
• Holasek Property (near City Hall) — Staff has been in contact with another multi -family
housing developer on this particular property.
• COVED -19 —The City of Andover has distributed its COVID-19 Funds. Anoka County has
another program available based on a first come first serve basis provided criteria is met.
• Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding locations.
Several sites are being reviewed and looked at. In 2020 we had 139 new housing starts.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
