MINUTES
The Special Meeting of the Andover City Council was called to order by Mayor Mike Gamache,
March 26,2002,6:21 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,Andover,
Minnesota.
Councilmembers present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude
CounciImember absent: . None
Also present: City Attorney, Wi11íam Hawkins
City Administrator, John Erar

PUBLIC HEARING
MOTION by Trude, Seconded by Jacobson, to open the Public Hearing. Motion carried
unanimously.
Mr. Erar stated the enabling resolution needed to be amended to reflect the correct officers and
also to increase the membership from five to seven members. He noted a minor technical error
had been brought to the City's attention regarding the EDA. The City Council, rather than the
EDA, was required to hold a public hearing to increase the membership from five to seven. He
stated the City Council was also required to appoint the members of the EDA.
Councilmember Jacobson asked why there were nine members of the EDA, including the two
non-voting members, when the resolution authorized seven members.
The City Attorney replied the City was only allowed seven voting members, and the remainder
members were advisory members. He indicated this did not cause any legal issues.
Councilmember Orttel requested the wording be changed from non-voting members to Advisors
to the EDA.
MOTION by Councilmember Orttel, Seconded by Councilmember Trude, to close the Public
Hearing. Motion carried unanimously.
ADOPT ENABLING RESOLUTION
MOTIONby Councilmember Trude, Seconded by Councilmember Knight, to approve Resolution
amending 056-94, Establishing An Economic Development Authority. Motion carried unanimously.

MOTION by Councilmember Jacobson, Seconded by Councilmember Knight, to amend the
previous motion to include attaching Mr. Hawkins' letter of March 18,2002 as a part of the record.
Motion carried unanimously. (See Resolution No. ROSO-02.)
ADOPT RESOLUTION APPOINTING EDA OFFICERS/MEMBERS
MOTION by Councilmember Jacobson, Seconded by CouncilmemberTrude, to approve appointing
officers/members and changing the title of non-voting members to advisors to the EDA. Motion
carried unanimously. (See Resolution R051-02)
ADJOURNMENT
MOTION by Councilmember Jacobson, Seconded byCouncilmemberTrude, to adjourn the Special
Andover City Council Meeting at 6:29 p.m.
