Consider Park Dedication Requirements/Oakview Acres DATE: June 3, 2021 This item is regarding reviewing and determining the park dedication requirements for the proposed preliminary plat of Oakview Acres. DISCUSSION A copy of the preliminary plat for your review is attached with this item. Twenty-two single family homes are being proposed. The proposed preliminary plat is located on the south side of 161" Avenue NW east of Hanson Boulevard NW. Also attached is the location map of where the new development is being proposed along with the location of Oakview Park. The Park and Recreation Commission had previously reviewed the sketch plan on February 4, 2021 and the recommendation was to accept cash in lieu of land. The developer has been invited to attend the meeting to make a short presentation on the proposed development and answer any questions the Commission may have. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed preliminary plat and provide direction on the park dedication requirements for the proposed Oakview Acres. PARKAND RECREATION COMMISSIONMEETING— FEBRUARY4, 2021 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on February 4, 2021, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. CONSIDER LASHINSKI PROPERTY SKETCH PLANIPARK DEDICATION REQUIREMENTS Assistant Public Works Director Haas stated the Park and Recreation Commission is asked to review a sketch plan and provide a recommendation for Park Dedication requirements. Mr. Haas identified the location of the development and stated it borders for Oakview Park. Regular Andover Park & Recreation Commission Meeting Minutes — February 4, 2021 Page 2 Brian Theis, Tamarack Land Development, came forward and stated the development consists of 22 single family lots. He stated there is an outlot next to Oakview that can be used to expand the park if the Commission desired. Mr. Haas stated the outlot is mostly wetland and staff recommends cash in lieu of land. Chair Lindahl stated the focus has not been adding parks and more areas to maintain. Commissioner Stenzel asked to see an aerial of the park and noted the outlot is primarily wooded or wetland. He stated he is in favor of cash in lieu of land. Motion by Stenzel, seconded by Strombeck, to recommend accepting cash in lieu of land for the Lashinski property development. Motion passed 5 ayes, 2 absent (Newton and Miskowiec). CONSIDER 2021 TOURNAMENT APPLICATIONITHE HEROES TOURNEY A 'slant Public Works Director Haas stated the Commission is asked to consider a to ent application from Tribute to the Troops of Minnesota for their 5`s Annual Heroes ey on August 21, 2021 at Sunshine Park. Kyle Lundequam, ribute to the Troops, came forward and said the event will consist of an adult softball tours nt and activities for kids to raise money for the Fallen Heroes Children Education F Mr. Haas stated there are no conflicts with other activities. Commissioner Stenzel asked why tNCity is considering waiving the tournament fee. Mr. Haas replied the City has waived the f6e,,since the organization started the, tournament and is a nonprofit organization. The City Co it will need to approve waiving'the fee. Recommend 2022-2026 Park Playground Equipment Replacement Plan DATE: June 3, 2021 The Park and Recreation Commission is requested to recommend the 2022-2026 Park Playground Equipment Replacement Plan to the City Council. DISCUSSION The target date for the Parks Maintenance Department to submit the draft 2022-2026 CIP Playground Equipment Replacement Plan is June 4, 2021. Listed below is the existing playground equipment that is recommended for replacement (or be refurbished) over the next 5 years which may include improvements to the fall zones. 2022 — Prairie Knoll Park (originally installed in 2005), Rose Park (originally installed in 2004) and Strootman Park. Proposed budget impact is $100,000. Note: Funding for a portion or all of Rose Park will be from the cell tower revenues. 2023 — Hills of Bunker Lake West Park (originally installed in 2004) and Hidden Creek East Park (originally installed in 2002). Proposed budget impact is $100,000. 2024 — Woodland Estates Park (originally installed in 2006), Oakview Park (originally installed in 2006) and Shady Knoll Park (originally installed in 2005). Staff is recommending increasing the proposed budget impact to $150,000 to replace the 3 playgrounds. 2025 — Meadows of Round Lake Park (originally installed in 2008), Creekview Crossing Park (originally installed in 2007) and Oak Bluff Park (originally installed in 2006). Staff is recommending increasing the proposed budget impact to $150,000 to replace the 3 playgrounds. 2026 — Country Oaks Park (originally installed in 2005), Fox Meadows Park (originally installed in 2006), and Hidden Creek South Park (originally installed in 2006). Staff is recommending increasing the proposed budget impact to $150,000 to replace the 3 playgrounds. The playground equipment identified can be moved up or down a year depending on the condition of the equipment, ADA requirements, entrapments, fall zones and handicapped accessibility. BUDGETIMPACT The General Fund budget impact for replacementirepair of various playground equipment is proposed at $100,000 for each of the next 2 years, then $150,000 moving forward (years 2024 - 2026). Recommend 2022-2026 Park Capital Improvement Plan DATE: June 3, 2021 INTRODUCTION The Park and Recreation Commission is requested to recommend the 2022-2026 Park Capital Improvement Plan (CIP) to the City Council. DISCUSSION The target date for draft CIP is June 4, 2021. Attached are 3 spreadsheets for review. Spreadsheet C is based on discussion by the Park and Recreation Commission had on May 27, 2021 work session of paying off the Andover Community Center debt of $500,000 which is half of the $1,000,000 that was previously committed by the Commission. The other half of the $1,000,000 is being recommended by the Commission is to remain in the Park Dedication Fund for future park projects. The Projected Fund Balance in Spreadsheet C has also been increased for the annual miscellaneous fund to $50,000 for each of the next 5 years based on discussion from the May 27, 2021 work session. This will allow the Commission to have more flexibility to complete some of the smaller park items that may come up during the year either from resident requests, from Park and Recreation Commissioners and/or from staff. For example, some recent projects that were not previously identified in the CIP or in the Comprehensive Plan that will be done with the miscellaneous funds is parking lot lighting at the Anoka County Dog Park facility and construction of the Bike Youth Trail at Sunshine Park. BUDGETIMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. ACTION REQUIRED The Park and Recreation Commission is requested to recommend the 2022-2026 Parks Capital Improvement Plan to the City Council (either Spreadsheet A, B, or Q. Recommend 2022-2026 Trail Capital Improvement Plan DATE: June 3, 2021 INTRODUCTION The Park and Recreation Commission is requested to recommend the 2022-2026 Trail Capital Improvement Plan (CIP) to the City Council. DISCUSSION The target date for draft CIP is Friday, June 4th. Below are the following segments that were discussed over the last couple months. Segments I and 3 were identified by the City Council in the 2021-2025 CIP. Note: It appears at this point that there may not be enough funds to construct a Segment in 2022 so most likely the projects will be moved back 1 year. • Segment 1 — 8' Bit. Trail along Crosstown Blvd from Xeon Street NW to Railroad Tracks (2022) 8' Bit. Trail along Crosstown Blvd from Railroad Tracks to 1571 Avenue (2022) 8' Bit. Trail along Crosstown Blvd from 15r Avenue to 159' Avenue (2022) • Segment 2 — 8' Bit. Trail along Station Parkway from Thrush Street to Partridge Circle (west leg) 8' Bit. Trail along Station Parkway from Partridge Street (east leg) to Hanson Blvd • Segment 3 — 8' Bit. Trail along Verdin Street NW from 161' Avenue to 163rd Lane (2024) • Segment 4 — 8' Bit. Trail along Coon Creek from Prairie Road going east to the existing trail in the Shadowbrook development. This project would most likely be eligible for MN DNR funding. Note: There is one property (Mohlencamp's) that has yet to be developed. So, until the property is developed, the City will not be able to construct the trail along this segment until the necessary trail easements are dedicated. • Segment 5 — 8' Bit. Trail from the west side of the railroad tracks to the east side of the tracks to the new development called Fields of Winslow Cove which will require an underpass under the tracks. At this point it does not appear to be likely that the project will move forward. A copy of the trail map identifying the segments is included in the side pocket of the packet. The funding for the trails/sidewalk improvements have been using a combination of DNR Grants, general funds and trail funds that have been received from new developments. BUDGETIMPACT The City Council will determine how the proposed trail improvements will be funded. Review Outstanding Items/Maintenance Update DATE: June 3, 2021 Issues list as of 5/28/21 COMPLETED PROJECTS — • Update of the 2021 Park Dedication Study — The Park Dedication study has been approved by the City Council. • Woodland Meadows Park Playground Equipment Replacement — The playground equipment has been completed. The Community build went very well. Stop by and check it out when you get the chance. Hawkridee Park Playground Equipment Replacement — The playground equipment has been completed. Stop by and check it out when you get the chance. • Outdoor Pickleball Update — At this point, the Commission has indicated not to include an outdoor pickleball facility as part of the 5-year CIP. This will be removed from the Outstanding Items list. ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda in July. • Update of Ouarterly Sheriffs Denartment Report on Park Patrol & Vandalism — Item is on the agenda in July. • Prairie Knoll Park North Parkine Lot Improvements & the Tom Anderson Trail along Coon Creek — The parking lot is still under construction. The security lights have been installed by Connexus Energy but will not activated until later once the parking lot is close to be completed. • Sunshine Park Playground Equipment Replacement — Some preliminary grading work has been done at the park. Installation of playground equipment is nearly completed by Parks Maintenance staff and is still on schedule to be completed within the next few weeks. • Hawkridge Park Shelter Replacement — Staff has not received word as when the shelter will be delivered but the contractor has indicated to staff they will be installing the footings so that once the shelter has been delivered, the contractor can start on the installation right away. • Wild Iris Park Playground Equipment Replacement — The playground equipment has been ordered. The neighborhood selected a structure for the 5-12 year old age group. Also, the swing set will be replaced along with replacing a couple spring rides with 1 new spring ride and a new 2 seat buck a bout. The installation of the equipment will also be done as a community build. Bike Youth/IYail — The trail is ready for use by the public. The signage for the rules/guidelines and direction of travel are close to be completed by Parks Maintenance staff. The trail entrance is located on the east side of the wooded area by the existing paved trail and south parking lot area in Sunshine Park. • Joint Meeting with City Council — The Park and Recreation Commission at the May 6, 2021 workshop meeting indicated it would like to have a joint meeting with the City Council. The date of that meeting has not been determined yet. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OFINTEREST— • Update of Pedestrian Trails: Trails that are planned to be reconstructed: ❖ 2024 or Beyond -- Kelsey Round Lake Park Trail (Note: The reconstruction of the trail will most likely be pushed out for reconstruction for another 3-5 years). Note: This trail reconstruction is eligible for a MNDNR grant. The City would need to apply for the grant a year in advance of the proposed construction. This would also apply to the existing boardwalk at the north end of the park that is poor condition. • Uodate of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission has determined that it would like to have a regular meeting at Wild Iris Park. Tentative date is scheduled for June 171. The site is open and there is lots of activity already. • The holes for the playground installation at Woodland Meadows Park were drilled. Installation will happen Saturday May 8`h by a community build group. • Finish work and seeding around the Community Garden site will happen this week. • Seeding on the EDA lots off Bunker Lake Blvd and 138d, Ave will happen this week as well. 05/15/21 • Trash and recycling service for Parks and Trails. • Mowing and ballfield maintenance daily as needed. • New playground equipment was installed at Woodland Meadows Park. Woodchips were installed after the build was completed. • The new playground equipment at Hawk Ridge Park will be installed Sat May 15'. • Started work at Sunshine Park to add a playground area by the sand volleyball court. 05/22/21 • Mowing, trash and recycling service for Parks and Trails continued all week. • The playground at Hawk Ridge was installed and woodchips added this week. We are working with Sylva Corp. to add more chips here and at Woodland Meadows. Both were short on required depth from the estimated total given to us by the playground installation contractor. • Irrigation start-ups and maintenance went on all week. So far there have been only minor repairs from winter. • Time was spent helping pour concrete at the Water Treatment Plant. • Sod was laid at the Community Center to finish an area on the south side of the building. This was a joint project with the Street Department.
