WWW.CI.ANDOVER.MN.US TRUTH IN TAXATION MEETING-DECEMBER I, 2003 -MINUTES The Truth in Taxation meeting was called to order by Mayor Mike Gamache at 7:00 p.m., Monday, December 1,2003 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, 11innesota. Councilmembers Present: Mike Knight, Don Jacobson, Ken Orttel Councilmembers Absent: Julie Trude Also Present: Jim Dickinson, Finance Director Lee Brezinka, Assistant Finance Director Mr. Dickinson explained that this is the initial meeting to accept public input and if Council cannot answer all of the questions tonight they will need to schedule a continuation. If Council agrees on the budget it will be on the December 16, 2003 agenda for adoption. Mr. Dickinson reviewed the proposed 2004 budget, noting that the state imposed levy limits will result in the city 10sing $994,215 in taxing authority. The 2004 proposed tax rate is 31.340% with a net of28.814% due to the market value homestead credit inflation in the rate compared to the 2003 tax rate of33.161 %. Fund balance reserves will be at approximately 33%, exceeding Council guidelines 000%. The budget provides no new capital equipment and outlays in the General Fund, defers a significant amount of new outlays into 2005 and proposes an equipment note issuance of about $400,000 in 2004 as part of the five year Capital Improvement Program. Mayor Gamache opened the hearing for public comment. Robert Buchwald, 1526- 148th Avenue NW stated that the city portion of his proposed 2004 taxes went up 7%. He checked with the state and found that the CPI is at 2% and the city is proposing 3%. He asked if the city would be reducing it to 2%. Councilmember Jacobson explained that when the budget process began Council guessed that it would be 3% and used that as a guideline. The budget is less than 3%; it is actually at 1.3 %. Mayor Gamache stated that a lot of salaries have been frozen and the issue becomes one of retaining our employees. They will be receiving a 1% COLA at the beginning of the year and then 1 %. in July. Truth in Taxation Meeting December 1, 2003 - Minutes Page 2 Winslow Holasek, 1159 Andover Boulevard - reported the tax rates of other cities and townships in Anoka County, noting that Andover is in the lower percentile. He stated that Council has done a good job and that we have a good staff. Motion by Knight, seconded by Jacobson to close the public hearing. Motion carried unanimously. Mr. Dickinson stated that because there is no need for a continuation of the hearing, the budget will be on the December 16th agenda for adoption. Motion by Orttel, seconded by Knight to forward this item to the December 16, 2003 meeting. Motion carried unanimously. Motion by Jacobson, seconded by Knight to adjourn. Motion carried.
