Adjournment CITY of ANDOVER Special CiJy Council Workshop -April I, 2003 -Minutes A Special Workshop of the Andover City Council was called to order by Mayor Gamache at 6:02 pm, Tuesday, April 1, 2003 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MinnesotL Councilmembers Present: Don Jacobson, Mike Knight, Ken Orttel, Julie Trude Councilmembers Absent: None Also Present: John Erar, City Administrator Jim Dickinson, Finance Director Jason Dagostino, Anoka County Appraiser John Leone, Anoka County Appraiser Janene Hebert, Anoka County Assessor Mayor Gamache stated that the purpose of the meeting is to receive an update fi-om the County regarding assessment services, specifically the 2003 assessment for taxes payable in 2004. Ms. Hebert explained that this workshop came about as a result of a discussion with the city's finance director. Last year there was significant growth allover the county with an increase of27.2% in the city's total value. This year the increase is at 9.3%. Net change from 2002 to 2003 was 4.2% for agricultural, 20.3% for apartments, 16.2% for commercial, 7.6% for industrial, 7.9% for residential and 58.1 % for utilities. Councilmember Jacobson asked how the county arrived at the 7.9% for residential. Ms. Hebert explained that they looked at the different neighborhoods for the land component and 15 different property types in the residential. That number is based on actual sales. Discussion centered on how the county appraises different styles of homes. Ms. Hebert noted that homes, even though they may originally sell for the same price, are valued on the style whether it be a rambler, two-story or split foyer. Other factors considered are the grade of the home, the size and the quality. CounciImember Trude asked how the county knows whether our taxpayers are not paying more than other cities. Ms. Hebert reviewed the Anoka County Ratio Study that shows the median rate for Andover is 94.5 and Coon Rapids is 94.1. Mr. Dickinson asked if a two-story house in Coon Rapids could be valued differently than that same house in Andover. Mr. Leone stated it could because of the lot value. Winslow Holasek, 1159 Andover Boulevard felt that the agricultural values were too high compared with the surrounding counties. He presented a list of values ITom 1999 to the present for agricultural property. Ms. Hebert stated that sometime in the mid-1990's the tillable ground was classified as A in Andover but was changed to a B. Those properties dropped in value at the County Board of Equalization. For the 2003 assessment they started doing a more direct comparison. The A's were black dirt, the B's were moved to C's and the A's were moved to B's. Councilmember Orttel asked how they get comparisons if there are no farm sales. Ms. Hebert explained that they use sales in other counties as comparables. Mr. Dagostino noted that he has received 35 calls since the valuation notices were mailed. Of those calls, 20 were in regard to the notice. He has called 11 of the owners and has done reviews of those properties. The other 9 were satisfied with the comparisons he provided. As far as he knows, no one has signed up for the Board of Review. Councilmember Jacobson asked how townhomes are valued. Mr. Dagastino stated that they have sales to indicate what the buyer paid. The townhome lots are valued less than single family lots.
