Adjourn " CITY of ANDOVER BOARD OF REVIEW -APRIL 2, 2003 -MINUTES The annual Board of Review for the City of Andover was called to order by Mayor Mike Gamache at 7:04 pm, Wednesday, April 2, 2003 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers Present: Don Jacobson, Mike Knight, Ken Ortte!, Julie Trude Councilmembers Absent: None Also Present: Jim Dickinson, Finance Director Jason Dagostino, Anoka County Residential Appraiser John Leone, Anoka County Commercial Appraiser Janene Hebert, Anoka County Assessor Others Mayor Gamache explained that the purpose of the Board of Review is to review market valuations as of January 1,2003 for taxes payable in 2004. Charles Veiman. 13646 Crooked Lake Boulevard- PIN 333224310007 -concerned that the estimated market value of his home is too high because it is 66 years old and was formerly a schoolhouse. Jason Dagostino explained that Mr. Veiman is paying taxes on the limited market value of$I44,900.00 and not the $168,100.00 estimated market value. Councilmember Trude stated that Mr. Veiman could possibly qualify for a refund if the taxes increased by a certain percent. Ms. Hebert spoke to Mr. Veiman to give him the information on how to file for a refund. Winslow Holasek. 1159 Andover Boulevard NW - complimented the County staff on the help they gave him on the agricultural land questions he had at last year's Board of Review. He stated that it looks like there has been an adjustment made on ag land for the 2003 valuations. Mr. Holasek presented a letter of appeal in the event he wants to go to the County Board of Equalization. Councilmember Orttel asked if the same formula is used for agricultural preserve and green acres properties. Mr. Dagostino stated that is correct. Mayor Gamache asked Mr. Leone how the commercial end is going. Mr. Leone stated that there has been a lack of sales. There were a couple of office condos south of Bunker Lake Boulevard that were about $425,000 each. Those buildings range from 2160 square feet to 4000 square feet. Councilmember Trude asked what the value is for vacant commercial land. Mr. Leone Board of Review April 2, 2003 - Minutes Page 2 stated that the bank was the last sale. Tanner's is about $5-6 per square foot and the office condos are about $10 per square foot. Other Business Councilmember Jacobson asked if the city's IT person could set up a website for information on the community center. This was requested by the Communications Task Force. Council agreed this could be accomplished. Motion by Jacobson, seconded by Knight to adjourn the Board of Review. Motion carried unanimously. Meeting adjourned at 7:33 pm.
