Note: Some or all members of the Andover Park and Recreation Commission may
participate in the April 1, 2021 Park and Recreation Commission meeting by
telephone or video conference rather than by being personally present at
the Park and Recreation Commission regular meeting place at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of
the public can physically attend, although there is very limited seating in
the City Council Chambers as appropriate social distancing will be done by
the Commission and visitors.

INTRODUCTION
The Park and Recreation Commission is requested to recommend accepting the donation
from Andover Baseball Association (ABA) for 2 new bleachers.
Attached is an e-mail from Chris Hagestuen, President of ABA, donating 2 new bleachers.
One bleacher for Timber Trails Park and the other for Andover Lions Park in memory of
Jeff Ditch who was a former NDSU Bison assistant baseball coach.
If recommended for approval, this will be forwarded to the City Council for their
consideration.

We are donating the bleachers to the City of Andover for Timber Trails Park and Lions Park in memory of Jeff Ditch. Jeff
Ditch was a career college baseball coach who's nephew, Anders Flaa, played Andover Baseball. Anders played Andover
Baseball and passed away in 2011 at 14 after a 2 year battle with brain cancer. Our annual Flaa Tournament is in honor

Former Bison Baseball Assistant Jeff Ditch Passes Away

FARGO, N.D. — Former North Dakota State baseball assistant coach Jeff
Ditch unexpectedly passed away on Sunday, March 15. Ditch spent
three seasons with the Bison from 2017-19.

The family is planning a small service for immediate family in the coming days. Due to public health concerns, the family will hold a larger service
later in the spring or summer. Details of that service will be made available when they are arranged.
During his time at NDSU, Ditch coached five All -Summit League selections in three years. The Bison won a school record 19 Summit League
games in his first season.
Prior to coming to NDSU, Ditch was the head coach for 11 seasons at Indiana University -Pennsylvania, where he is the all-time winningest coach
in program history with 253 victories. Ditch helped 55 student -athletes at IUP earn Pennsylvania State Athletic Conference (PSAC) postseason
honors, while a combined 51 team and individual school records were set under his guidance.
His Crimson Hawk teams also excelled in the classroom. Under Ditch's watch, 299 student -athletes earned Dean's List honors while 141 were
named PSAC Scholar Athletes. Ditch had two PSAC top-10 award winners, two IUP Scholar Athletes and a CoSIDA Academic All -American. His
2014-15 team had a 3.21 GPA, including a 3.31 GPA in the fall semester.
Ditch also spent time as an assistant coach at Young Hams College, St. Cloud State, West Virginia, Cincinnati and Penn State. Ditch helped lead
Penn State to the 1996 Big Ten Championship.
In his 27 years of coaching college baseball, he coached 117 players who were selected in the Major League Baseball Draft, with 13 former
players making it to the big leagues.

DISCUSSION
Attached for your review is the proposed 2021 softball/baseball schedule. The City has received
two (2) applications for use of the fields for the upcoming season from the Andover Athletic
Association (AAA) and Andover Baseball Association (ABA). At this point, it is our
understanding that AAA has met with ABA to work out the details.

SUBJECT: 8. Consider Park Dedication Requirements / Andover Village

INTRODUCTION
This item is regarding reviewing and determining the park dedication requirements for the proposed
preliminary plat of Andover Village.
DISCUSSION
A copy of the PUD Development Plan/preliminary plat for your review is in the side pocket of the packet.
Forty-nine single family detached townhomes are being proposed. The proposed PUD/preliminary plat is
located just east of Slim's Auto Repair near the southeast corner of the intersection of Bunker Lake Blvd
NW and 71 Avenue NW.
Also attached is the location map of where the new development is being proposed
A trail is proposed at the west end of the development to allow residents in the area to have access to
Anoka High School and the Anoka County Library both of which are on the west side of 7" Avenue. The
trail will also provide access to the Anoka County Regional Trail system along Bunker Lake Boulevard
NW.
The Park and Recreation Commission had previously reviewed the sketch plan on December 3, 2020 and
the recommendation was to accept cash in lieu of land.
The developer has been invited to attend the meeting to make a short presentation on the proposed
development and answer any questions the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary plat and provide
direction on the park dedication requirements for the proposed Andover Village.

Tom Bakritges, Capstone Homes, came forward to present the sketch plan. He stated the new
neighborhood will consist of detached townhomes with five series of homes. He stated they
are priced low to mid $300,OOOs and HOA operated. The development is 8.3 acres and
Capstone is applying for a PUD for a reduced lot width. Mr. Bakritges described the project,
trails, and tree buffering.
Commissioner Miskowiec asked what age demographic would be interested in these types
of homes. Mr. Bakritges replied single, single parent, and young couples tend to purchase
these homes.
Mr. Haas identified the parks closest to the proposed development and stated staff
recommends cash in lieu of land.
Commissioner Widmyer asked if the street in the development would connect to 41"Avenue.
Associate Planner Griffiths stated the City of Anoka does not plan on a connection to the
development.
Chair Lindahl stated there are several parks within walking distance and a park is not needed.
tMotion by Strombeck, seconded by Miskowiec, to recommend cash in lieu of land for park
dedication fees. Motion passed unanimously.
Mr. Haas stated the Commission will review the preliminary plat at a later date.
HOLD PUBLIC INFORMATIONAL MEETINGIHAW%RIDGE PARK121-12
Parks Maintenance Supervisor Grode stated the Park and Recreation Commission is
requested to review survey results and hold a public information meeting for improvements
to Hawk Ridge Park. He stated 48 properties were notified of the project and mailed a
survey, with one property responding. Mr. Grode asked the Commission to decide on the
improvements since there wasn't much participation from the neighborhood. He explained
the swings and spring rides need to be replaced and recommends the playground structure
be replaced as well.
Chair Lindahl stated the park has a lot of usage because of the soccer fields.
Luke Dupont, 2520 177c' Lane NW, came forward and asked for objective reasons why the
City is making improvements to the park. He asked for proof of people using the park. He
stated he has lived in the neighborhood for a long time and does not see anyone using the
playground. Mr. Dupont said kids use the playground at the school instead. Mr. Dupont
informed the Commission that kids aren't doing what they think they are. He said kids are
playing video games and on tablets. Mr. Dupont stated the park is in the middle of nowhere

• Add basketball or volleyball courts in various parks. Some of the larger parks have space
for these types of activities.
• Pave some of the existing parking lots and/or driveways: Many of the driveways access
the parks are in poor shape and erosion is an issue. Sites where this should be done
include Lunds North, Hawkridge, Timber Trails, Fox Meadows and Hills of Bunker West
Parks.
• Many ball fields could use safety netting or overhead fabric protection Highest priority is
ASN by the concession building due to foul balls. Andover Baseball Association has
indicated interest in having this done sooner rather than later. ASN and Shadowbrook
• Build new warming house/storage building at Hawkridge Park. Currently the City rents a
trailer for the warming house.
• Build Storage building for Soccer/Lacrosse at Pine Hills North
• Construct more medium and large shelters for shade and picnics at Pine Hills North,
Hidden Creek North, Kelsey and Martins Meadows scenic areas.
• Add to Prairie Knoll building on west end to expand size of warming house.
• Add more skateboard equipment added to Sunshine Park for younger aged users.

INTRODUCTION
The Park and Recreation Commission is requested to review the survey results and hold a public
information meeting with the neighborhood regarding possible improvements to Wild Iris Park.
Attached is a copy of the letter that was sent to the neighborhood and location map of the area where
the park is located. Also attached are the results of the neighborhood survey that was sent out a
couple months ago. A total of 185 properties were notified by letter about the online survey and the
informational meeting.
Based on the review of the 7 surveys (2 of the surveys were from the same address) received, there
are children between the ages of 2-12 living in the immediate area. There may be other property
owners that have children within the notified area that received the letter, but they did not complete
the survey.
Besides the existing playground equipment, this park type is considered a neighborhood park since
there is an existing ball field. The Park and Recreation Commission will need to hear from the
residents on thoughts of the park. The existing playground equipment for the 2-5 year old's is from
Game Time and the other existing playground equipment for the 5-12 year old's is from Landscape
Structures.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the survey results and hold the public
information meeting with the neighborhood regarding possible improvements to Wild Iris Park.

The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, April 1, 2021 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Wild Iris Park in 2021. The existing playground equipment is
proposed to be replaced. The fall zones around the new equipment will have
new woodchips installed which is being done at most of the parks throughout
Andover. The park location map is on the back side of this letter.
For the Park Commission to consider what other improvements could be made
to the park now or in the future, the City would like to receive input from the

survey that is available on the City of Andover's Website at

REGARDING THE ANDOVER COMMUNITY CENTER — Commissioner Strombeck was at the
March 23, 2021 City Council workshop meeting and will provide an update at the Commission meeting.

• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is
scheduled in April (may be presented in May).
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism —Next
quarterly report is scheduled in April (may be presented in May).
• Prairie Knoll Park North Parkin¢ Lot Improvements — The bid opening is scheduled on
March 31, 2021. Staff will provide the bid results at the meeting. As far as lighting of the north
parking lot, it has been approved by City Council to install 5 Traditionaire Security Lights as per
the original plan. The lights will be installed as part of the construction of the parking lot by
Connexus Energy.
• Update of the 2021 Park Dedication Study — The City Council reviewed Zones A-D at the
March 23, 2021 Workshop with staff and directed staff to go ahead and move forward in
finalizing the Park Dedication study.
• Sunshine Park Playground Equipment Replacement — The playground equipment has been
delivered. Installation will be done by Parks Maintenance staff this spring.
• Hawkridge Park Playground Equipment Replacement — The playground equipment has been
delivered. The installation will be done by as a neighborhood community build and is scheduled
for Saturday, May 15'.
• Woodland Meadows Park Playground Equipment Replacement — The playground equipment
has been delivered. The installation date will be either May 8' or 15'. The neighborhood would
prefer May 8`I . Staff is the process of working with MN-WS playground on the install date.
Wild Iris Park Playground Equipment Replacement — Item is on the agenda.
• Bike Youth/Frail — The tree and brush removal has been completed. Signage identifying the
rules/guidelines and direction of travel will be made over the winter with installation to be done
sometime in the spring. To keep the bikers from crossing and damaging the maintained lawn
areas by the Well Pumphouse #6, a fence may need to be installed. The trail entrance will be
located most likely on the east side of the wooded area by the existing paved trail and parking lot
area.
Pickleball Update — As far as the Outdoor Pickleball Facility, based on discussion by the City
Council at their March 23, 2021 Workshop meeting, 3 of the 5 City Council members are leaning
towards not including a outdoor pickleball facility in the CIP at this time. But before a final
discission is made by the City Council whether to include this in the CIP or not, the Council would
like input from the Park and Recreation Commission to confirm if this improvement should be
included in the CIP or not. If the Commission is not recommending including a pickleball facility in
the CIP, the Commission should review the future improvements planned in the Zone A-D
spreadsheet and determine what projects should be considered for the next 5 years.

The City Council has reviewed the engineering consultant analysis report recently regarding
proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2"d
Addition to the east side of the railroad to determine if the project is feasible. Staff has been
discussing with a potential developer regarding a possible cost share to construct the railroad
underpass.
Update of Scheduline Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at of the City
parks in 2021.

Playground Equipment Replacement Plan that is being recommended by staff.
The target date for the Parks Maintenance Department to submit the draft 2022-2026 CIP
Playground Equipment Replacement Plan is June 4th. Listed below is the existing playground
equipment that will be recommended for replacement (or be refurbished) over the next 5 years
which may also include improvements to the fall zones.
2022 — Prairie Knoll Park (originally installed in 2005) and Rose Park (originally installed in
2004). Proposed budget impact is $100,000.
2023 — Hills of Bunker Lake West Park (originally installed in 2004) and Hidden Creek East
Park (originally installed in 2002). Proposed budget impact is $100,000.
2024 — Woodland Estates Park (originally installed in 2006), Oakview Park (originally installed
in 2006) and Shady Knoll Park (originally installed in 2005). Staff is recommending
increasing the proposed budget impact to $150,000.
2025 — Meadows of Round Lake Park (originally installed in 2008), Creekview Crossing Park
(originally installed in 2007) and Oak Bluff Park (originally installed in 2006). Staff is
recommending increasing the proposed budget impact to $150,000.
2026 — Country Oaks Park (originally installed in 2005), Fox Meadows Park (originally installed
in 2006), Hidden Creek South Park (originally installed in 2006) and Woodland Crossing
Park (originally installed in 2008). Staff is recommending increasing the proposed budget
impact to $150,000.
The playground equipment identified can be moved up or down a year depending on the
condition of the equipment, ADA requirements, entrapments, fall zones and handicapped
accessibility.

The General Fund budget impact for replacement/repair of various playground equipment is
proposed at $100,000 for each of the next 2 years, then $150,000 moving forward (years 2024 -
2026).

The target date for draft CIP is June 4th. Attached is a projected fund balance sheet that was
prepared recently by the Finance Department for your use. This projected fund balance does
include a portion of the $1,000,000 that was approved by the City Council to be used for the
construction of the Community Center Expansion.

INTRODUCTION
This is an update of the 2022-2026 Trail Reconstruction Improvement Projects that are being considered
by staff for the Capital Improvement Plan (CIP) that ultimately needs approval from City Council.
DISCUSSION
As the trail system ages and deteriorates, reconstruction of segments becomes necessary to maintain a
high -quality trail system. Below are the projects that were identified in the 2021-2025 CIP that needs to
be reconstructed to maintain the level of service expected on the trail system by residents.
2021-- Tom Anderson Trail (Hanson Blvd to Bunker Lake Blvd) ($370,000) Note: Currently out for
bids. Bids will be opened on March 311.
2022 — Kelsey Round Lake Park ($320,000) Note: After performing a field review, this segment will
probably be moved out for another 2-5 years.
2023 -2025 — No projects as of yet have been identified. Existing trails are inspected annually and
condition is based on field inspections.
BUDGETIMPACT
The funding for the trails/sidewalk reconstruction improvements will be from the general fund.
ACTION REQUIRED
This item is for information purposes only as to the potential 2022-2026 Trail Reconstruction
Improvement Projects that are being considered for the Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to begin discussing the 2022-2026 Trail Capital
Improvement Plan (CIP).
DISCUSSION
It is that time of the year to begin discussing the 2022-2026 Trail CIP. The target date for draft CIP is
Friday, June 4th. Below are the following segments that were discussed last spring in 2020. Segments 1
and 3 were identified by the City Council in the 2021-2025 CIP.
• Segment 1 — 8' Bit. Trail along Crosstown Blvd from Xeon Street NW to Railroad Tracks (2022)
8' Bit. Trail along Crosstown Blvd from Railroad Tracks to 1571 Avenue (2022)
8' Bit. Trail along Crosstown Blvd from 157' Avenue to 159' Avenue (2022)
• Segment 2 — 8' Bit. Trail along Station Parkway from Thrush Street to Partridge Circle (west leg)
8' Bit. Trail along Station Parkway from Partridge Street (east leg) to Hanson Blvd
• Segment 3 — 8' Bit. Trail along Verdin Street NW from 1611 Avenue to 163rd bane (2024)
• Segment 4 — 8' Bit. Trail along Coon Creek from Prairie Road going east to the existing trail in
the Shadowbrook development. This project would most likely be eligible for MN
DNR funding. Note: There is one property (Mohlencamp's) that has yet to be
developed. So, until the property is developed, the City will not be able to construct
the trail along this segment until the necessary trail easements are dedicated.
• Segment 5 — 8' Bit. Trail from the west side of the railroad tracks to the east side of the tracks to
the new development called Fields of Winslow Cove which will require an
underpass under the tracks. At this point it does not appear to be likely that the
project will move forward.
Figure I I (Proposed Regional Trails Plan) from Chapter 3 of the City of Andover Transportation Plan
identifies where the existing and proposed Regional Trails are located.
The funding for the trails/sidewalk improvements have been using a combination of DNR Grants, general
funds and trail funds that have been received from new developments. As of right now funding of
improvements of the 2022-2026 CIP identifies utilizing trail funds collected from new developments.
BUDGETIMPACT
The City Council will determine how the proposed trail improvements will be funded.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the 2022-2026 Trail Capital
Improvement Plan.
