Note: Some or all members of the Andover Park and Recreation Commission may
participate in the February 18, 2021 Park and Recreation Commission
meeting by telephone or video conference rather than by being personally
present at the Park and Recreation Commission regular meeting place at
the Andover City Hall,1685 Crosstown Boulevard NW, Andover, MN 65304.
Members of the public can physically attend, although there is very limited
seating in the City Council Chambers as appropriate social distancing will
be done by the Commission and visitors.

INTRODUCTION
This item is for information for the Park and Recreation Commission regarding Prairie
Knoll Park North Parking Lot Construction Plan, Project #20-18.
The parking is planned to be paved this upcoming construction season. A copy of the plan is
in the side pocket of the packet for your review. The parking lot will have a total of 110
parking stalls. The parking lot will not have concrete curbing around the perimeter of the
parking lot but there are 3 raised concrete islands identified on the plan to control vehicle
movement.
The project will be bid with the Tom Anderson Trail Reconstruction. The bid opening is
scheduled for March 31, 2021.
As far as security lighting plan, 5 lights have been approved by the City Council. Staff will
coordinate the installation lights with Connexus Energy as part of the construction.
ACTION REQUESTED
No action is necessary as this item is for information purposes only.

INTRODUCTION
The Park and Recreation Commission is requested to consider a larger replacement shelter
at Hawkridge Park, Project 21-12.
DISCUSSION
As you know the existing playground equipment at Hawkridge Park is scheduled to be
replaced later this spring. The Parks Maintenance Department has indicated that the shelter
is due for replacement and since other improvements such ADA accessibility needs to be
provided to the new equipment and to the existing shelter, it is recommended that the
existing shelter also be replaced. Currently the Parks Maintenance Department has $35,000
available for these types of improvements. It has been determined with maintenance funds
available, the shelter will be replaced this summer.
The existing shelter is a 20 ft x 20 ft shelter. The Commission does have the option to
recommend increasing the size of the shelter to a 24 ft x 24 ft shelter. The quote that we
have received of the shelters are as follows:
• 20 ft x 20 ft is $32,685.00 (includes shelter, engineered drawings, footings, concrete
slab, and labor)
• 24 ft x 24 ft is $40,614.00 (includes shelter, engineered drawings, footings, concrete
slab, and labor)
If the Park and Recreation Commission would like to construct the larger 24 ft x 24 ft
shelter, Park Dedications funds would be needed to cover the difference of $7,929 from a 20
ft x 20 ft to a 24 ft x 24 ft. If there is no interest in a larger shelter, the Parks Maintenance
funds will cover the cost of the new shelter from the maintenance funds.
This park is designated as a Community Playfield and generally is one of the more active
parks during the summer months. The soccer associations will be requesting the use of the
fields for the upcoming season.
BUDGETIMPACT
Depending on the size of the shelter the Park and Recreation Commission is recommending,
most of the funding would come from the Park Maintenance Fund. Note: If the larger shelter
is recommended, this will need to be approved by City Council since this was not identified
in the Capital Improvement Plan (CIP).
ACTION REQUESTED
The Park and Recreation Commission is requested to consider a larger replacement shelter
at Hawkridge Park, Project 21-12.

UPDATE OFANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Strombeck

ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is
scheduled for April.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next
quarterly report is scheduled for April.
• Prairie Knoll Park North Parking Lot Improvements — Item is on the agenda. The bid opening
is scheduled for March 31, 2021. As far as lighting of the north parking lot, it has been approved
by City Council to install 5 Traditionalre Security Lights as per the original plan. The lights will
be installed as part of the construction of the parking lot by Connexus Energy.
• Update of the 2021 Park Dedication Study — City Council has approved the park dedication fee
of $4400 per unit for 2021. The Council also directed staff along with Park and Recreation
Commission to re-evaluate the proposed future improvements in Zones A-D to see if any of the
proposed improvements should be reduce or removed. Zone D is on the workshop portion of the
agenda.
• Sunshine Park Playground Equipment Replacement — The playground equipment has been
ordered. It will take 6-8 weeks to be delivered. Installation will be done by Parks Maintenance
staff.
• Hawkridge Park Plavground Eauipment Replacement — The playground equipment has been
ordered. It will take 6-8 weeks to be delivered. Installation will be done by as a neighborhood
community build.
• Woodland Meadows Park Plavground Equipment Replacement — The playground equipment
has been ordered. It will take 6-8 weeks to be delivered. Installation will be done by as a
neighborhood community build.
• Wild Iris Park Playground Equipment Replacement — As mentioned at the last meeting on
February 41h, the Parks Maintenance Department has received approval to carryover $50,000 from
2020 to 2021 for playground equipment replacement. Staff has notified the neighborhood about
participating in survey and to see if any of the neighbors are interested in helping in the selection
of the new equipment.
Bike Youth/Trail — The tree and brush removal has been completed. Signage identifying the
rules/guidelines and direction of travel will be made over the winter with installation to be done
sometime in the spring. To keep the bikers from crossing and damaging the maintained lawn areas
by the Well Pumphouse #6, a fence may need to be installed. The trail entrance will be located
most likely on the east side of the wooded area by the existing paved trail and parking lot area.
Pickleball Update — The engineering consultant (WSB) is in the process of preparing cost
estimate for a pickleball facility that will include the proposed location of the courts and how many
courts should be built along with other amenities that could be considered (parking lot and access,
benches, shelter, etc.). WSB will be presenting the information at the March 4, 2021 meeting. The
cost of the study is being funded from the Park Improvement Fund.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OFINTEREST —
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed:
❖ 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
❖ 2022 -- Kelsey Round Lake Park Trail (Note: The reconstruction of the trail will
most likely be pushed out for reconstruction for another 3-5 years)
The City Council has reviewed the engineering consultant analysis report recently regarding
proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2"d
Addition to the east side of the railroad to determine if the project is feasible. Staff has been
discussing with a potential developer regarding a possible cost share to construct the railroad
underpass.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2021.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.

The Park and Recreation Commission is requested to reconsider future improvements of the
2020 Existing Park and Future Park Facilities Chart for Zone D as directed by the City Council.
The City Council at their workshop meeting on November 24, 2020 was in favor of increasing
the park dedication fee for 2021 to $4400 per unit. The City Council also directed the Park and
Recreation Commission to re-evaluate the proposed identified improvements in each zone to
determine if any of the future improvements should be removed or reduce. Attached is the
spreadsheet for Zone D that identifies in red the future improvements that should be removed or
in yellow the future improvements that should be reduced as recommended by staff. Zone D
currently has 27 parks. Below identifies Zone D by category:

With the Metropolitan Council's most recent predicted buildout for 2040 of 13,500 households
(previous projected household was 15,400), it was suggested by the City Council that some of
the future park improvements may not be necessary and should be at least re-evaluated to see if
they should be removed as an improvement or if the improvement should be reduced in size
which would reduce the funding amount. Once the Commission has made the necessary changes
to each of the Zones A-D, staff will bring this back to the City Council for review and approval
before the next update to the Park Dedication Study and Park Dedication fee. At this point, staff
will be presenting the Park and Recreation Commission recommended changes to the City
Council workshop at the end of March.
ACTION REQUIRED
The Park and Recreation Commission is requested to reconsider future improvements of the
2020 Existing Park and Future Park Facilities Chart for Zone C as directed by the City Council.
