telephone or video conference rather than by being personally present at the EDA's regular meeting place
at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public
can physically attend, although there is very limited seating in the City Council Chambers as appropriate
social distancing will be done by the Council and visitors. The public can also be provided a ZOOM video

31 Mr. Dickinson updated on the following:

33 Upper Midwest Athletic Construction — The applicant is in the process of completing this project.
34 Staff met with the applicant and due to the overhead power lines and concern with the power
35 company trimming in the future some adjustments were made to the plantings. Staff is waiting on
36 the as -built of the improvements.

38 Commissioner Barthel stated the property looks really good.

40 Hearth Development, 1714 Bunker Lake Boulevard — Two tenant spaces remain to be leased.
41 Staff was asked if a liquor store could be located in this building, however due to the property
42 being zoned Industrial it would not be permitted.

45 relatively low at this point.

1 Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Phase 2 is
2 underway. The northwest Outdoor Education classroom additions are completed and occupied.
3 Interiors of the new field house, locker rooms and weight room are being installed.

Interest in Hughes Industrial Park — Staff has been contacted about contract warehousing for
home-based businesses.
8 Andover Community Center, 15200 Hanson Boulevard — There are a few exterior punch list
9 items left.

11 YMCA Expansion, 15200 Hanson Boulevard - Complete, punch list items only.

13 Beberg Landscaping (self -storage), 13535 Grouse Street — After staff completed the commercial
14 site plan review, staff was contacted that the developer desires to adjust each building by six inches
15 which requires a resubmittal of plan sets. Developer has recorded the RLS and transfer of property.
16 At this time no building permit application has been submitted. A Conditional Use Permit is only
17 good for a year unless substantial progress is being made, which has not happened.

19 Hanson Builders, 13432 Hanson Boulevard — A second floor mezzanine is being remodeled to
20 provided expanded open office areas, restroom, and an elevator, nearly expanding their office areas
21 by one third.

23 Anoka County Sheriff, Forensic Lab Remodel, 13301 Hanson Boulevard — The forensic lab is
24 being remodeled to accommodate a new fume hood and more accessible lab stations.

26 Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
27 locate to in Andover.

29 TCF Site — TCF was approached by private parties about acquiring the lot from them. Staff has
30 heard from three parties who have made offers on the site. Two uses would be allowed according
31 to current zoning regulations. A third party contacted City staff indicating they also made an offer.
32 Staff is unsure at this time if TCF has actually sold the parcel.

34 Train for Andover Station — Staff is attempting to follow up with a potential business on this
35 particular lot. This lot is owned by the Association.

37 7h Avenue and Bunker Lake Boulevard — Staff continues to work with Quest Development and
38 CenterPoint Energy on acquiring a roadway easement through the CenterPoint property.
39 CenterPoint has agreed to an alignment. The proposed developer is working on an easement
40 description for the property. Surveying work for boundaries have been completed according to
41 the developer. Staff has meet with some home builders on this property. It is expected an
42 administrative land split will occur in order to allow for the sale of the southern parcel to a home
43 builder. Staff also continues to have discussions with the Anoka County Highway Department
44 related to access along Bunker Lake Boulevard. The density level has created issues with the
45 developer as they have builders for more density and less and is difficult to hit the target.

Apparently Quest Development has closed on the property and will sell the south portion of the
property to a housing developer. This housing developer has been in communication about
approval processes and timing.

9 Holasek Property — This parcel has become relatively silent at the moment.

11 COVID-19 — The City has set up a page with several resources for businesses and residents on the
12 City of Andover website. The City has distributed its COVID-19 Funds. Due to the dollar amount
13 the City will have to undergo a single file audit, which is a more extensive audit relative to the
14 funds. Anoka County has another program available based on a first come first serve basis
15 provided criteria is met.

17 President Bukkila asked who pays for the audit. Mr. Dickinson replied the City pays for it.

19 Housing—Developers are looking for additional land for future developments. Several developers
20 are trying to keep an inventory of lots but are having difficulty in finding locations. The lot
21 inventory in Andover is getting very low.

23 Overall Marketing — City staff continues to work with parties interested in investing in Andover
24 and marketing all commercial sites. Staff continues to work with Anoka County Regional
25 Economic Development (ACRED) on marketing of the community and Anoka County.

28 REDEVELOPMENT UPDATES

30 Mr. Dickinson stated the City closed on properties 2607 & 2621 Bunker Lake Boulevard on
31 December 20, 2020.

33 Mr. Dickinson reviewed the area and the parcels the EDA owns.

35 Mr. Dickinson asked the EDA if they have any interest in purchasing the property at 2619 138th
36 Avenue. The vacant property behind 2619 138th Avenue was acquired by Anoka County through
37 tax forfeit. If the EDA is interested in the vacant parcel also, Anoka County is willing to give it
38 back to the State so the City could acquire the parcel. The EDA concurred to have staff pursue
39 the properties.

41 Mr. Dickinson reviewed the cash balance of funds. The funds can only be used for acquisition of
42 property.

ANDOVER COMMERCLAL PROJECTS

• Upper Midwest Athletic Construction —Staff received the asbuilt of the improvements, a few
corrections are needed in spring.
• Hearth Development, 1714 Bunker Lake Blvd. NW — Two tenant spaces remain to be leased.
Staff was asked if a Liquor Store could be located in this building, however due to the property
being zoned Industrial it would not be permitted.
• Clock Tower Commons —The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations —Second Phase is underway. The
northwest Outdoor Education classroom additions are completed and occupied. Interiors of the
new field house, locker rooms and weight room are being installed.
• Interest in Hughes Industrial Park — Interest in this area comes and goes. A 10 acre property
east of the park has been on the market and City Council reviewed with the landowner desired
roadway connections through the parcel at a past work session. The owner of the 10 acre parcel
has again contacted city staff asking questions about the roadway.
• Andover Community Center, 15200 Hanson Blvd. NW — All areas are occupied, punch lists
and final inspections are anticipated soon.
• YMCA Expansion — Complete, punch list items only.
• ABC Mini -Storage (self -storage) — City Council approved a CUP for additional Mini -storage on
a portion of this location on February 51. The buyers of the property had intended to expand the
mini -storage. The Building Department is working with the applicant on structural drawings for
review.
• Hanson Builders, 13432 Hanson Blvd NW — A second floor mezzanine is being remodeled to
provide expanded open office areas, restroom and an elevator, nearly expanding their office areas
by one third.
• Anoka County Sheriff, Forensic Lab Remodel, 13301 Hanson Blvd. NW — The forensic lab is
being remodeled to accommodate a new fume hood and more accessible lab stations.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate in Andover.
• TCF Site — Staff was contacted by an individual indicating he expects to close on the property in
the next 30 days. At this time there are no specific plans for what will be constructed. Staff
suggested a restaurant or fast food.
• Train for Andover Station — A few EDA Members had spoke with the St. Cloud Area Rail
Legacy Museum, additional research will continue to be conducted. City staff is attempting to
follow up with a potential business on this particular lot as well. This lot is owned by the
association.
• 7' Avenue and Bunker — Staff continues to work with Quest Development and CenterPoint
Energy on acquiring an easement through the CenterPoint Property. CenterPoint has agreed to an
alignment. The proposed developer is working on an easement description for the property.

order to allow for the sale of the southern parcel to a home builder in the future. Staff also

Development has closed on the property and will sell the South portion of the property to a
housing developer. This housing developer has been in communication about approval processes
and timing. An apartment developer is still looking into the north side and Capstone is pursuing
the south side and expects to submit preliminary plat information by February 16'.
• Holasek Property (near City Hall) — Developer reached out on February 10' related to possible
multi -family.
• COVED -19 —The City of Andover has distributed its COVID-19 Funds. Anoka County has
another program available based on a first come first serve basis provided criteria is met.
• Housing — Developers are looking for additional land for future developments. Several
developers are trying to keep an inventory of lots, but are having difficulty in finding locations.
Several sites are being reviewed and looked at. In 2020 we had 139 new housing starts.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.

SUBJECT: Discussion of Possible Residential Improvement Grants

INTRODUCTION
During the May 19, 2020 EDA meeting and June 16, 2020 members discussed the possibility of a
Residential Improvement Loan/Grant Program. EDA members reviewed the Home for Generations II,
and Front Door Program offered by the City of Coon Rapids. Direction provided by the EDA was to look
at a smaller version of a Front Door Program that Coon Rapids provides. Due to some of the COVID-19
activities progress on this particular project was put on hold. At this time staff is verifying if the EDA is
still interested in pursuing this program. If so staff will work to create the marketing items, application
and utilize the same program details as the City of Coon Rapids. Staff will also need to work on potential
funding for a program like this.
Coon Rapids: Front Door Program is a program was a pilot program offered in 2019. The
purpose of this program is to pay a portion of projects costs who will make certain exterior
improvements to the front (street side) of their home. The thought and purpose is to increase curb
appeal. This is a grant program that provides $1,000 to $5,000 to homeowners after the project is
complete. This program provides either a 15% grant (Basic Projects) or 25% grant
(Beautification Projects) depending on the improvements. Staff has provided a copy of the
information available from the City of Coon Rapids website for this program.
Front Door Program
The Coon Rapids Home Improvement Foundation has provided funding again for 2021.
Applications are accepted online until March 1, 2021. Application link is at the bottom of this
page.
Grant recipients will be chosen by lottery on Wednesday, March 10, 2021. Due to evolving public
health recommendations surrounding the COVID-19 pandemic, the Front Door lottery event will
occur either in person at Coon Rapids City Hall, or virtually on Wednesday, March 10. A decision
regarding the final event style will be made by March 1, 2021 and will be communicated on the City
website, City social media platforms and on our email subscription list.
ENHANCE YOUR HOME'S CURB APPEAL
The intent of the Front Door Grant Program is to pay aop rtion of project costs to Coon Rapids
property owners who will make certain exterior improvements to the front (street side) of their home,
increasing its curb appeal which benefits the entire community. There are no income limits to
participate in this program.
Grant
Between $1,000 - $5,000. Homeowners must pay at least $4,000 of their own funds to be eligible to
receive the minimum grant amount of $1,000 from the City. Grant dollars do not need to be repaid.
Grants will equal either 15% or 25% of the applicant's individual project amounts depending upon
the scope of work. If the scope of work includes qualifying projects from both categories, then the
grant amount will be determined individually in each category. The combined grant amount must be
$1,000 or more to be eligible. Cost of tools will not be eligible for grant dollars.
Eligibility Requirements
• 1 to 4 unit buildings, owner -occupied, single family, townhome, twin home, condo.
• Homestead status with Anoka County Property Records.
• Current on Anoka County property taxes.
• Property value is less than $400,000 based on Anoka County estimated property value.
• Projects must include at least one item from the Beautification Project list.
• Projects must be visible from the street in front of the house.
• None of these exterior projects are covered, or will be covered, by an insurance claim.
• None of these exterior projects will be part of a Home for Generations II grant.
• Work cannot begin until the required paperwork has been submitted to the City and a Grant
Award Certificate has been provided to the homeowner.
• Applicant was not a Front Door Grant recipient in 2019 or 2020.

• Front door, storm door, and/or garage door
• Sidelight windows by front door
Columns at front door
• Covered front porch
• Brick, stone, or shakes
• Alter roofline on front of house
• Permanent landscaping (includes tree trimming, removal and replacement of overgrown
and/or dead items, planting new trees, shrubs, plants and/or flowers) $250 minimum.
• Driveway, sidewalk (repair or replace)
• Window boxes, shutters (add or replace)
• Screening of utility boxes and/or garbage and recycling cans
• Fence (add, repair, or replace)
Basic Projects (15% grant)
• Roof
• Siding
• Painting
• Soffit
• Facia
• Trim
• Gutters
• Windows
• Chimney repair, tuck -pointing, repointing
• Deck - front or side yard - visible from front of house (repair or replace)
• Porch - front or side yard - visible from front of house (repair or replace)
• Retaining wall (repair or replace)
Optional Elements
Landscape Architectural Consultation. If landscaping is part of the project, a 2 -hour at home
consultation is available. Consultations are subsidized by the City and the homeowner pays a $25 co -
pay.
Financing. The City has low-interest loans available to help finance the balance of your project.
Interest rates range between 1% - 4% with no income limits. For more information on financing
