Note: Some or all members of the Andover Park and Recreation Commission may
participate in the February 4, 2021 Park and Recreation Commission
meeting by telephone or video conference rather than by being personally
present at the Park and Recreation Commission regular meeting place at
the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304.
Members of the public can physically attend, although there is very limited
seating in the City Council Chambers as appropriate social distancing will
be done by the Commission and visitors.

SUBJECT: 5. Consider Lachinski Sketch Plan/Park Dedication Requirements

The Park and Recreation Commission is requested to review and recommend the park dedication
requirements for the proposed sketch plan of the Lachinski property.
Attached is a copy of the sketch plan. Twenty-two residential lots and 1 Outlot are being proposed. The
proposed sketch plan is located on the south side of 16131 Avenue NW (County Road 78) just east of
Hanson Boulevard NW (County Road 78).
Also attached is the location map of where the new development is being proposed and along with the
location of Oakview Park.
The Park and Recreation Commission in the past has expressed some interest in including a portion of the
adjacent property (Outlot) to the east of the park. Based on the sketch plan, there is existing wetland that
encompasses a majority of the Outlot leaving a little bit of higher ground to allow any future park
improvements.
The developer has been invited to attend the meeting to make a short presentation on the proposed
development and to answer any questions the Commission may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed sketch plan and recommend the
park dedication requirements for the Lachinski Sketch Plan.

INTRODUCTION
The Park and Recreation Commission is requested to consider the 2021 Tournament Application
as requested by the Tribute to the Troops of Minnesota for the 5th Annual Softball Tournament
called The Heroes Tourney.
DISCUSSION
Attached for your review is the application that has been submitted by the group. The group has
requested to use Sunshine Park Fields 1-4 all day for Saturday, August 21, 2021. This request
does not conflict with any of the youth tournaments as none are scheduled for that weekend at
Sunshine Park since the youth fall schedules are not due until July.
There will be fees required since this is an adult group that will be using the fields. The fee
proposed will be as follows (assuming no field maintenance is required by the City):
• $206.25 Tournament fee for the park (1 day only). Note: Applicant is requesting this fee
be waived.
• $200 Field usage fee for the 2 extra fields that are being requested. A total of 4 fields are
being used. Note: Applicant is requesting this fee be waived.
• $250 Damage deposit fee which refundable after the tournament is over and an inspection
has been done by Public Works.
Note: Since the applicant has requested to waive the tournament and field usage fees it will
require City Council approval. The damage deposit of $250 has been rolled over from 2019 to
2021 so no addition deposit will be required.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2021 Tournament Application
and recommend the tournament and field usage fees be waived as being requested by the group
Tribute to the Troops of MN.

than 2 fields an additional $100 per field will be charged. If your organization uses more than the
approved number of field(s), the organization will be charged double per field plus a 15% administration
fee.

Note: 1-day tournaments will be charged 75% of the field reservation fee.
The field reservation fee includes the use of the chalker, chalk and batter's box during the duration of the
tournament by the Toumament Director.
The Tournament Directors is responsible for maintenance of the field(s), upkeep of trash bins, restrooms and
building.

Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs
have been determined. If it has been determined that the fees collected are not enough to cover the City
maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to
the release of any damage deposit fee that has been collected for the tournament.

tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee
that has been collected for the tournament. For organizations affiliated with Andover Youth, the field reservation
fee will be waived but the escrow is required.
Note: (') This Field reservation fee is used to secure the use of the field(s) and to pay for a City employee to
maintain the facilities throughout the tournament (upkeep of trash bins, restrooms and building) including
the maintenance of fields. If your organization schedules more than 2 fields, an additional $100 per field
will be charged. If your organization uses more than the approved number of field(s), the organization will
be charged double per field plus a 15% administration fee.

SPECIAL RE UEST SECTION Check the following boxes if applicable.
If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by Thursday, January 7. 2021. The application will be considered by the
Park & Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a
space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the
field reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees
(including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to
the tournament date. For any We application, the late fees (including escrows if maintenance is being requested) must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of
the tournament have been determined by the Public Works Department.
" If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the
tournament date. If the tournament is cancelled, the field reservation fee nor the Non -Intoxicating Liquor License Fee will be
returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new
sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred
by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to
notify the City in writing at least 14 days prior to the date of the tournament".

' The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
• During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
' Regulations, Violations and Penalties Regarding (City Code Title 8 Chapter 4) use and occupancy of city parks are available
on the City of Andover's webpage at www.andovermn.gov
PARKING REQUIREMENTS! The applicant may be required to provide parking attendants during the duration of the
tournament, multi -day, jamboree or event by hiring a company or providing association members to oversee the parking
operations at Sunshine Park and at Andover Station North facility to ensure that vehicles are parking in designated parking
areas only All other parks/facilities may also require the association or applicant to provide parking attendants when it is
anticipated a larger group of spectators/parents are expected. The company that is hired or the association members that will
be working the tournament or event must always use the required MNDOT approved reflective vests. The parking attendants
will be responsible to contact the Anoka County Sheriff's Department when there is a conflict/issue/concern with parking.
Note: The association or applicant can provide other alternatives/options in writing to the City for approval which details how
the parking operations for this event will not impact the park/facilities and/or the area residents in which the parking attendant
requirements could potentially be waived.

To the Andover City Council,
Subject: Request for Waiver of Fees for The Heroes Tourney
The Heroes Tourney, an all -volunteer committee of Tribute To The Troops — Minnesota
(https://tributetothetroops.org/), was created to utilize athletic tournaments to deliver
educational support to children of fallen heroes. In 2021, our fifth -annual event will be a
double -elimination co-ed Softball Tournament including a home run derby, base running
competition, and kids event. Proceeds from this event will go to the Fallen Heroes'
Children's Education Fund (https:/Itributetothetroops.org/childrens-education-fund.phi)
which provides financial assistance to the surviving children of our fallen heroes for post-
secondary education costs. Due to COVID concerns in 2020, we were unable to host our
event and look forward to adjusting and making this event available again in 2021.
Since this charity tournament's main goal is to raise funds for children's education, we
would like to request a waiver to the City's fees for this event. The requested waiver would
be for field fees plus use of the Cushman and does not include the damage deposits.

UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Strombeck
will provide an update at the meeting.
COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is
scheduled for April.
• Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Next
quarterly report is scheduled for April.
• Prairie Knoll Park North Parkine Lot Improvements — Nothing new to report. The preparation
of plans and specs for the parking lot are complete and will be bid with the Tom Anderson Trail
reconstruction project. The parking lot improvements is scheduled for the upcoming construction
season. As far as lighting of the north parking lot, it has been approved by City Council to install 5
Traditionaire Security Lights as per the original plan. The lights will be installed as part of the
construction of the parking lot.
• Update of the 2021 Park Dedication Studv — City Council has approved the park dedication fee
of $4400 per unit for 2021. The Council also directed staff along with Park and Recreation
Commission to re-evaluate the proposed future improvements in Zones A-D to see if any of the
proposed improvements should be reduce or removed. Zone C is on the workshop portion of the
agenda.
• Sunshine Park Playground Equipment Replacement — The playground equipment has been
ordered. It will take 6-8 weeks to be delivered. Installation will be done by Parks Maintenance
staff.
• Hawkridee Park Playground Equipment Replacement — The playground equipment has been
ordered. It will take 6-8 weeks to be delivered. Installation will be done by as a neighborhood
community build.
• Woodland Meadows Park Playground Equipment Replacement — The playground equipment
has been ordered. It will take 6-8 weeks to be delivered. Installation will be done by as a
neighborhood community build.
• Bike Youth/Trail — The tree and brush removal has been completed. Signage identifying the
rules/guidelines and direction of travel will be made over the winter with installation to be done
sometime in the spring. To keep the bikers from crossing and damaging the maintained lawn areas
by the Well Pumphouse #6, a fence may need to be installed. The trail entrance will be located
most likely on the east side of the wooded area by the existing paved trail and parking lot area.
Pickleball Update — The engineering consultant (WSB) is in the process of preparing cost
estimate for a pickleball facility that will include the proposed location of the courts and how many
courts should be built along with other amenities that could be considered (parking lot and access,
benches, shelter, etc.). The cost of the study is being funded from the Park Improvement Fund.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OFINTEREST —
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed:
❖ 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
❖ 2022 -- Kelsey Round Lake Park Trail (Note: The reconstruction of the trail will
most likely be pushed out for reconstruction for 3-5 years)
The City Council has reviewed the engineering consultant analysis report recently regarding
proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2"d
Addition to the east side of the railroad to determine if the project is feasible. Staff has been
discussing with a potential developer regarding a possible cost share to construct the railroad
underpass.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2021.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.

INTRODUCTION
The Park and Recreation Commission is requested to reconsider future improvements of the
2020 Existing Park and Future Park Facilities Chart for Zone C as directed by the City Council.
The City Council at their workshop meeting on November 24, 2020 was in favor of increasing
the park dedication fee for 2021 to $4400 per unit. The City Council also directed the Park and
Recreation Commission to re-evaluate the proposed identified improvements in each zone to
determine if any of the future improvements should be removed or reduce. Attached is the
spreadsheet for Zone C that identifies in red the future improvements that should be removed or
in yellow the future improvements that should be reduced as recommended by staff. Zone C
currently has 21 parks. Below identifies Zone C by category:

With the Metropolitan Council's most recent predicted buildout for 2040 of 13,500 households
(previous projected household was 15,400), it was suggested by the City Council that some of
the future park improvements may not be necessary and should be at least re-evaluated to see if
they should be removed as an improvement or if the improvement should be reduced in size
which would reduce the funding amount. Once the Commission has made the necessary changes
to each of the Zones A-D, staff will bring this back to the City Council for review and approval
before the next update to the Park Dedication Study and Park Dedication fee.
ACTION REQUIRED

2020 Existing Park and Future Park Facilities Chart for Zone C as directed by the City Council.
