Consider 2021 Softball/Baseball Tournament Applications DATE: January 21, 2021 INTRODUCTION The Park and Recreation Commission is requested to consider approving the 12 softball/fast pitch and baseball tournament applications for the upcoming 2021 softball/baseball season as requested by the Andover Athletic Association (AAA), Andover Baseball Association (ABA), and Andover High School (AHS). DISCUSSION Tournament applications are due by the 1st Friday of January for the upcoming summer season. Listed below are the 8 applications (4 from ABA, 6 from AAA and 2 from Andover High School) along with the dates that have been requested for the tournaments. Staff will be having their annual meeting soon with each association to discuss maintenance and expectations along with addressing parking issues that may come up during the tournaments. The City currently has a damage deposit in place for ABA and AAA as required. AHS will need to submit a damage deposit of $250. None of the tournaments have indicated on their applications that field maintenance from the City is necessary during the tournaments. ACTION REQUIRED The Park & Recreation Commission is requested to approve the 12 tournament applications for the upcoming 2021 softball baseball season as requested by AAA, ABA and AHS. Consider 2021 Soccer/Lacrosse Tournament Applications DATE: January 21, 2021 INTRODUCTION The Park and Recreation Commission is requested to approve soccer/lacrosse tournament applications for the upcoming 2021 soccer/lacrosse season. He made contact with the driver and passenger. They were making out, the deputy smelled alcohol, and they were under drinking age. The driver failed field sobriety tests and was arrested for DWI. The parents were called to come pick up the passenger. 10.03 9:55 am Sunshine 20245000 On routine patrol a deputy observed a portable toilet tipped over. The rental company was contacted. 10.12 8:40 pm Kelsey Round Lake 20252728 On routine patrol a deputy observed a suspicious vehicle in the lot. He made contact with the driver and occupants who were juveniles. Marijuana and paraphernalia were in the vehicle. It was confiscated and the parents were called to pick up their kids. 10.15 7:19 am Andover Lions 20254602 A deputy was called to an abandoned vehicle partially blocking the entrance to the park. The owner was identified. The deputy attempted multiple times to contact them with no success. The vehicle was towed. 10.29 2:25 pm Timber Trails 20265323 A caller reported she found a dog. The deputy responded and the animal had an injured eye and no tags. The dog was taken to North Metro. 11.12 9:22 am Crooked Lake Boat Landing 20276278 A caller reported hearing a man calling for help in the area. The deputy arrived and located the man who had his hand stuck in a chain from trying to unload a vehicle from a tow truck. The man advised he did not need an ambulance. 11.25 6:53 am Pine Hills South 20285479 A caller reported finding an unattended backpack at the location. The deputy arrived and picked up the property. There were no identifying features and nothing suspicious inside. 11.28 8:11 am Prairie Knoll 20287624 A caller reported tire tracks in the west football field. Information was passed onto Public Works. 11.28 3:15 pm Andover Station North 20287902 A caller reported a suspicious vehicle in the lot. The deputy made contact with the driver and passenger. They were practicing driving for a driver's test. Nothing suspicious. 11.30 3:08 pm Strootman 20289352 A caller reported a suspicious vehicle. The deputy made contact with the driver who stated she lived nearby and just comes to the park to watch the deer. She was clear of warrants. Nothing suspicious. 12.08 12:44 pm Andover Station North 20295011 A caller reported a suspicious person sleeping in the bleachers at the park. The deputy arrived and could not locate the person. Extra patrol was conducted. 12.11 9:05 am Andover Station North 20297143 A caller reported a male sleeping at the location. The deputy located the male who had been sleeping in the park because he has nowhere to go, and he worked close by at Walmart. The male was familiar with the resources that were available to him. He was advised of city ordinances prohibiting him from sleeping in the park. 12.12 1:12 pm Sunshine 20297992 A caller reported seeing a suspicious male fall down and then drive erratically; the caller provided the license plate. Deputies located the address of the vehicle nearby and made contact with a male matching the description. He explained that he did fall while running and he was fine. Nothing suspicious. 12.12 3:01 pm Crooked Lake Boat Landing 20298050 A caller complained about juveniles' ice skating on the lake. The deputy made contact and talked to them about ice safety; the ice was thick enough and their parents were watching them. 12.21 4:51 pm Prairie Knoll 20304459 A caller reported a vehicle in the middle of the field. The deputy arrived and located three teens sitting on the roof of the car. They were there to just hang-out. They were advised of the damage they could cause driving in the field. The driver's parent was called and informed of the situation. They were advised to leave; they were very apologetic and respectful. 12.28 9:40 pm Prairie Knoll 20309759 A caller reported a vehicle driving recklessly in the parking lot. Review Outstanding Items/Maintenance Update DATE: January 21, 2021 Issues list as of 1/15/21 UPDATE OFANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Strombeck will provide an update at the meeting. COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Prairie Knoll Park North Parking Lot Improvements — The plans and specs for the parking lot will be prepared over the winter months. The construction of the parking lot is scheduled in 2021. As far as lighting of the north parking lot, input from the neighbors has been provided to the City Council and it has been approved to install 5 Traditionaire Security Lights as per the original plan. The lights will be installed as part of the construction of the parking lot. • Update of the 2021 Park Dedication Study — City Council has approved the park dedication fee of $4400 per unit for 2021. The Council also directed staff along with Park and Recreation Commission to re-evaluate the proposed future improvements in Zones A-D to see if any of the proposed improvements should be reduce or removed. Zone B is on the workshop portion of the agenda. • Sunshine Park Playground Equipment Replacement — The playground equipment has been selected by the Park and Recreation Commission. Staff will order the equipment with the Hawkridge and Woodland Meadows Park playground equipment replacement projects so all the equipment can be delivered at the same time which should provide some savings on freight costs. • Hawkridge Park Playground Equipment Replacement — Staff is currently discussing playground equipment options to select from with one of the residents based on the budget amount that is allocated to the park. • Woodland Meadows Park Playground Equipment Replacement — Staff is currently working with the neighborhood on selecting playground equipment based on the budget amount that is allocated to the park. Bike Youth/Trail — The tree and brush removal has been completed. Signage identifying the rules/guidelines and direction of travel will be made over the winter with installation to be done sometime in the spring. To keep the bikers from crossing and damaging the maintained lawn areas by the Well Pumphouse #6, a fence may need to be installed. The trail entrance will be located most likely on the east side of the wooded area by the existing paved trail and parking lot area. Pickleball Update — The engineering consultant (WSB) will be preparing cost estimate for a pickleball facility and identify options for the location of the courts and how many courts should be built along with other amenities that could be considered (parking lot and access, benches, shelter, etc.). The cost of the study will be funded from the Park Improvement Fund. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Update of Pedestrian Trails: Trails that are planned to be reconstructed: ❖ 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd) ❖ 2022 -- Kelsey Round Lake Park Trail (Note: The reconstruction of the trail will most likely be pushed out for reconstruction for 3-5 years) The City Council has reviewed the engineering consultant analysis report recently regarding proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to the east side of the railroad to determine if the project is feasible. Staff has been discussing with a potential developer regarding a possible cost share to construct the railroad underpass. Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2021. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Reconsider Future Improvements/2020 Existing and Future Park Facilities Chart/Park Zone B DATE: January 21, 2021 INTRODUCTION The Park and Recreation Commission is requested to reconsider future improvements of the 2020 Existing Park and Future Park Facilities Chart for Zone B as directed by the City Council. The City Council at their workshop meeting on November 24, 2020 was in favor of increasing the park dedication fee for 2021 to $4400 per unit. The City Council also directed the Park and Recreation Commission to re-evaluate the proposed identified improvements in each zone to determine if any of the future improvements should be removed or reduce. Attached is the spreadsheet for Zone B that identifies in red the future improvements that should be removed or in yellow the future improvements that should be reduced as recommended by staff. Zone B currently has 8 parks. Below identifies Zone B by category: Zone B Mini Parks in Zone B (5 parks) • Country Oaks -Park #20B (Undeveloped) • Oakview-Park #24B • Woodland Crossing -Park #25B • Woodland Meadows -Park #26B • Maple View -Park #28B Neiehborhood Parks in Zone B (3 parks) • Birch Ridge -Park #19B (Undeveloped) • Forest Meadows -Park #21 B • Oak Hollow -Park #23B Community Playfields in Zone B (0 parks) Community Parks in Zone B (0 park) With the Metropolitan Council's most recent predicted buildout for 2040 of 13,500 households (previous projected household was 15,400), it was suggested by the City Council that some of the future park improvements may not be necessary and should be at least re-evaluated to see if they should be removed as an improvement or if the improvement should be reduced in size which would reduce the funding amount. Once the Commission has made the necessary changes to each of the Zones A-D, staff will bring this back to the City Council for review and approval before the next update to the Park Dedication Study and Park Dedication fee. ACTION REQUIRED The Park and Recreation Commission is requested to reconsider future improvements of the 2020 Existing Park and Future Park Facilities Chart for Zone B as directed by the City Council.
