Motion carried unanimously. Review Activity Fees — Resident vs Non -Resident Proposal Tracy Strombeck asked how long activity fees and rates are in effect. Erick stated that he compiles fees and rates from other similar/like facilities and presents them to the advisory commission for review. The fees and rates are reviewed by the advisory commission and approved each July/August. Fees/rates go into effect September I' (beginning of most sports seasons) and expire August 31st. Ted Butler suggested that the options in the proposal be re -ordered as follows: Andover Resident Package #1, Walking Track Packages #2, Field House and Ice Arena Admission Packages #3, Andover Resident Free Activity Days #4, Preferred Meeting Room Rental Rates for Andover Residents/Businesses #5. Andover Resident Package #1 The commission would like to increase the number of free passes for Andover Residents from 12 to 15, allowing 3 © additional passes to accommodate the remaining months of 2020 and to promote during the grand opening. Frank reviewed the tax implication that residents received for expansion. Based on a $250,000 home, homeowners saw a tax increase of around $80.00 per year. Frank suggested that a value be added to the free passes. The commission agreed, a $75.00 value for the 15 admission passes is appropriate. The Andover Resident Package passes would expire December 31, 2021. Walking Track Packages #2 Ted suggested that the word jogging be added anywhere walking track is used. He feels that there will be a lot of interest from people wanting to use the track for jogging too. Staff will reword to read Walking/Jogging Track. Ted also mentioned that signage will need to be added and suggested signs say runners stay on the outside lanes and walkers use the inside lanes. Commission suggested changing the yearly non-resident walking/jogging pass from $50.00 to $99.00. Field House and Ice Arena Admission Packages #3 Ted suggested the Andover Resident 25 pack admission package be reduced from $100.00 to $90.00. Erick stated that anyone coming into the facility and paying the day of the activity would be charged a $5.00 activity fee, making all the fees the same for basketball, pickleball, volleyball, open skate, open hockey, etc. Individuals wishing to receive reduced rates, would purchase pass packages online. Staff will make revisions as recommended prior to submitting the final draft of the proposal for the June 23, 2020 Andover City Council Workshop. Motion by Nick Giacomini, seconded by Don Schmeichel to approve proposal with revisions as noted.
