Chair's Report 12.Adjournment C 0 PARKAND RECREATION COMMISSIONMEETING— JANUARYI6, 2020 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on January 16, 2020, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Ted Butler, Angela Marinello, Kathy McElhose, Mark Miskowiec, and Jake Widmyer Commissioners Absent: Dawn Perra Also Present: Assistant Public Works Director, Todd Haas RESIDENT FORUM No one appeared to address the Commission. APPROVAL OFMINUTES Motion by Marinello, seconded by Miskowiec to approve the December 19, 2019 Park Commission minutes as presented. Motion carried on a 4-ayes, 0-nays, 2-present (Butler and Widmyer) 1-absent vote (Perra). APPROVAL OF THE AGENDA Motion by Butler, seconded by Marinello, to approve the Agenda as presented. Motion carried on a 6-ayes, 0-nays, 1-absent vote (Perra). CONSIDER 2020 SOFTBALLBASEBALL TOURNAMENTAPPLICATIONS Assistant Public Works Director Haas presented information in the staff report, stating the City has received 14 softball/fast pitch and baseball tournament applications: 6 from Andover Baseball Association, 7 from Andover Athletic Association, and 1 from the Heroes Tourney. Mr. Haas stated that staff will meet with each association to discuss maintenance, parking, and other facility use items. Motion carried on a 6-ayes, 0-nays, 1-absent vote (Perra). CONSIDER 2020 SOCCER/LACROSSE TOURNAMENT APPLICATIONS Assistant Public Works Director Haas presented the tournament application for the Andover Area Lacrosse Association for Prairie Knoll Park. Mr. Haas explained that the Soccer Association has not submitted any applications yet, however, they have indicated that they may consider submitting one. Commissioner Butler asked if the AALA intended to hold tournaments each weekend they requested. Mr. Haas stated they are potential dates and the Association would have those fields anyway for their summer program. Commissioner Butler stated concern that the Association was reserving all the weekends without a definite use. Chair Lindahl concurred and asked staff to reach out to the Association for a more definite schedule as the dates approach. Motion by Butler, seconded by Marinello, to Approve the 2020 Lacrosse Tournament Application contingent on the Association giving more detail about which dates tournaments will be held. Motion carried on a 6-ayes, 0-nays, 1-absent vote (Perna). © ANOKACOUNTYSHERIFF'SREPORT Assistant Public Works Director Haas presented the report from the Anoka County Sheriff and asked if there were any questions. Commissioner McElhose stated she noticed all the calls for Prairie Knoll Park parking, and she is glad the Commission is addressing the parking concerns at Prairie Knoll Park with future lighting and lot paving. PARK DEDICA TION IMPR 0 VEMENT FUND 4TH QUARTER REPORT Assistant Public Works Director Haas presented the 2019 Park Dedication Improvement Fund 4th Quarter Report. Mr. Haas stated revenue increased due to higher than anticipated development. REVIEW OUTSTANDING ITEMS 1. Andover Community Center Advisory Board - Commissioner Butler stated the next meeting is mid -February. He reported the expansion is going well and updated the Commission on the construction status. Commissioner Butler informed the Commission that pickleball is extremely popular with 9 courts, 36 people playing, and others waiting to play. 1#] Regular Andover Park & Recreation Commission Meeting Minutes —January 16, 2020 Page 3 © 2. Items of Interest - Mr. Haas stated Strootman & Hidden Creek North Parks playground equipment has been ordered. The City hired WSB to prepare concept plans for Prairie Knoll Park and will bring plans to the Commission in February or March. Mr. Haas stated the Andover Station Ballfield lighting plans and specs will be approved at the January 21 Council meeting. He informed the Commission the City saved money by using the State Contract for some of the project (poles and controls). Mr. Haas stated the grant for Andover Station North trail is different type of grant than Kelsey Round Lake Park grant. The DNR grant requires the width of the ASN trail be 10 feet wide and there were some other concerns that arose. Mr. Haas stated the 10-foot trail encroaches in the wetland and creates wetland replacement issues. In addition, there was a section of trail that interferes with a storm water pond. Since these issues arose, the City decided to return the grant funds back to the DNR and fund the trail on their own with an 8-foot-wide trail. Mr. Haas updated the Commission on the remaining 2020-21 trail projects. Parks Maintenance Update — Mr. Haas presented the staff report to the Commission. Commissioner Marinello stated the City has done a great job removing the snow on the trails. Q CHAIR'S REPORT None. ADJOURNMENT Motion by Miskowiec, seconded by Marinello, to adjourn the meeting at 7:20 p.m. Motion carried on a 6-ayes, 0-nays, 1-absent vote (Perra).
