Adjournment Note: Some or all members of the Andover Park and Recreation Commission may participate in the June 18, 2020 Park and Recreation Commission meeting by telephone or video conference rather than by being personally present at the Park and Recreation Commission regular meeting place at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public can physically attend, although there is very limited seating in the City Council Chambers as appropriate social distancing will be done by the Commission and visitors. C P PARKAND RECREATION COMMISSIONMEETING — JUNE 18, 2020 MINUTES Members of the Park and Recreation Commission met at Strootman Park at 6:20 for a tour. The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on June 18, 2020, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Mark Miskowiec, Jake Widmyer, Kathy McElhose (remote), Tracy Strombeck, and Sophia Newton Commissioners Absent: Angela Marinello Also Present: Assistant Public Works Director, Todd Haas © Parks Supervisor, Jason Grode (remote) RESIDENT FORUM No one appeared to address the Commission. APPROVAL OF MINUTES May 7, 2020 Work Session Motion by Strombeck, seconded by Miskowiec, to approve the May 7, 2020 Work Session Meeting minutes as presented. Motion carries 6 ayes, 0 nays, 1 absent vote (Marinello) May 21, 2020 Regular Meeting Motion by Widmyer, seconded by Miskowiec, to approve the May 21, 2020 Regular Meeting minutes as presented. Motion carries 6 ayes, 0 nays, 1 absent vote (Marinello) Me Regular Andover Park & Recreation Commission Meeting Minutes —June 18, 2020 Page 2 © RECOMMEND A CCEPTING DONA TION FR OM LEGA CY RESTORA TIONI TIMBER RIVER PARK SHELTER IMPROVEMENTS Assistant Public Works Director Haas stated Legacy Restoration has offered to donate supplies and labor for both roofs at Timber River Park Shelter. Motion by Strombeck, seconded by Newton, to recommend to the City Council acceptance of the donation from Legacy Restoration for Timber River Park Shelter Improvements. Motion was taken by roll call: Lindahl- aye Marinello - absent Miskowiec - aye Widmyer - aye McElhose - aye Strombeck - aye Newton - aye Motion carries 6 ayes, 0 nays, 1 absent vote (Marinello) OUTSTANDING ITEMS Andover Community Center Advisory Committee Update: Commissioner Strombeck © reported she attended two meetings of the Advisory Committee. The Committee discussed user fees and made a recommendation to Council. Mr. Haas updated the Commission on the construction at the Community Center. Completed Projects: Mr. Haas stated the ASN ball field lighting is finished. On -going Projects: Mr. Haas stated Prairie Knoll Park will be put off until 2021 because of storm water design requirements have changed since the plan was done in 2014 and the City will need to update plan and submit for a permit from Coon Creek Watershed District. Items of Interest: Mr. Haas stated the trail at Kelsey Round Lake Park has been paved, graded, and seeded. He explained the ASN and Hills of Bunker Lake West Park trails will be constructed yet this summer. Mr. Haas provided an update on the pedestrian trails for 2022 and 2023. Parks Maintenance Update: Parks Supervisor Grode provided information about parks maintenance and usage. Commissioner Newton asked if the sprinklers were on a timer because she heard irrigation was running during the day at Sunshine Park. Mr. Grode stated staff were troubleshooting the system at Sunshine Park and had it on during the day. CHAIR'S REPORT Commissioner Strombeck asked how the Andover Community Center is classified: an indoor park or other classification. Mr. Haas stated it is a community center and there was Regular Andover Park & Recreation Commission Meeting Minutes —June 18, 2020 Page 3 © participation from the Park Commission to help pay for it. Mr. Haas replied he will clarify how the City has classifies the Community Center and report back to the Commission. Commissioner Miskowiec asked when the Commission is meeting with Council and would like to know how the Park Commission fits in with the Community Center. Chair Lindahl stated there has been four -wheeler activity in Strootman Park and it can be traced back to the property where it came from. Chair Lindahl would like the resident to be talked to. Mr. Haas stated the City will identify who it is and ask the Sheriff to talk to the resident. Chair Lindahl asked if the City should post a sign near access points. H © PARKAND RECREATION COMMISSIONMEETING — JUNE 18, 2020 WORKSESSIONMINUTES The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on June 18, 2020 at 7:20 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Kathy McElhose (Virtual), Jake Widmyer, Mark Miskowiec, Sophia Newton and Tracy Strombeck. Commissioners Absent: Angela Marinello Also Present: Assistant Public Works Director, Todd Haas and Parks Maintenance Supervisor Jason Grode (Virtual). DISCUSS DRAFT 2020 EXISTING AND FUTURE PARK FACILITIES CHART / PARK ZONES A & B The Park and Recreation Commission discussed the Future and Replacement Park Facilities Chart for areas A & B. © Mr. Haas explained that Areas A & B are the 2 zones located on the Northern half of the City of Andover. The Park and Recreation Commission will review zones A & B tonight, zone C in July and zone D in August. Mr. Grode, Park Maintenance Supervisor, explained that this spreadsheet contains existing, future and replacement park facilities. The replacement items highlighted in red are recommended by staff (& based on previous Parks and Recreation Commission input) to not be replaced when that time comes up for replacement, yellow items could either be replaced or not replaced, and green highlighted items were recommended to be replaced. There were also future park facilities highlighted in red that were recommended by staff to remove from the future facilities section as those items will most likely never be built in a park. Starting with Zone A, Chair Lindahl recommended that the fence located on the South end of the property at Fox Meadows Park (#3A) be removed when it is time to replace that fence. It was put there many years ago when there was still disc golf played at that park, which is no longer there. Also, the basketball court does not get used much, so that could be changed to red (to not replace). At this time, the Park Commission decided to keep the field lighting in the possible future facilities. For Hawk Ridge Park (#4A), Commissioner Miskowiec questioned the septic system and increasing the cost. Mr. Haas noted that the possible future warming house building would include restrooms along with storage. Regular Andover Park & Recreation Commission Meeting Minutes —May 7, 2020 Page 2 © The Park and Recreation Commission agreed to change all bleachers, benches and goals to green as those would all be replaced in the future. It was decided to remove the 1/2 court basketball court from future facilities at Hawk Ridge Park (#4A). For Langseth Park (#5A), all the replacement items will be changed to green. Chair Lindahl pointed out that Langseth has younger families whose children will want to use the playground facilities. In future facilities at Langseth Park (45A), the'/2 court basketball court was recommended to be removed. For Lund's North Park (#6A), it was recommended by the Parks Commission to remove the future irrigation system, irrigation well and controls due to only having one field that is used for no more than 2 months each season. For Pine Hills South Park (48A), it was recommended to change the playground structure and fall zone material to green (to be replaced in the future). There was discussion regarding the shelter and due to lack of adequate space, it was recommended to remove the medium shelter from the future facilities. For Timber River Park (#9A), it was recommended to replace both shelters when it is time to do so as they are both getting new shingles this year. As for the future facilities, it was recommended to remove the bleachers and irrigation system/well as there is little © to no use of the current field at that park. For Timber Trails Park (410A), the Park and Recreation Commission recommended removing the field lighting from the future facilities as those fields do not get much use or as much use as they expected them to get. Pine Hills North Facility (411A) had not changes as most of the chart reflects the park master plan. Moving on to Zone B, it was recommended to remove the playground at Forest Meadows Park (#21 B) due to low usage. Oak Hollow Park (42313) is an undeveloped park that currently only has signage at the Park. It was recommended to remove the security light and playground from possible future facilities. Woodland Meadows Park (#2613) was recommended to either reduce the playground components or remove them completely, depending on neighborhood feedback for next year (2021) when the playground is scheduled in the CIP to be replaced. All other parks in Zone B were recommended to stay the same for replacements (green) when they are due to be replaced. DISCUSS REVISIONS TO THE GUIDELINES FOR FIELD USAGE BY YOUTH © ATHLETICASSOCIATIONS Commissioner Strombeck had requested that this item be placed on the work session agenda to discuss potential changes to the Guidelines regarding Andover residents that Regular Andover Park & Recreation Commission Meeting Minutes —May 7, 2020 Page 3 © are participating in groups/associations/organizations get an opportunity to utilize City fields/facilities even if the percentage of participants groups/associations/organizations are less than 51 % that is currently required in the Guidelines to be recognized. After some discussion, there was consensus by the Park and Recreation Commission to direct staff to look at some language modifications to allow groups/associations/organizations that are less than 51% to be recognized subject to meeting certain requirements.
