Adjournment Note: Some or all members of the Andover Park and Recreation Commission may participate in the September 17, 2020 Park and Recreation Commission meeting by telephone or video conference rather than by being personally present at the Park and Recreation Commission regular meeting place at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public can physically attend, although there is very limited seating in the City Council Chambers as appropriate social distancing will be done by the Commission and visitors. 0 u H PARKAND RECREATION COMMISSIONMEETING — SEPTEMBER I7, 2020 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on September 17, 2020, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Mark Miskowiec, Jake Widmyer, Kathy McElhose, Tracy Strombeck, and Sophia Newton Commissioners Absent: Angela Marinello Also Present: Assistant Public Works Director, Todd Haas RESIDENT FORUM No one appeared to address the Commission. APPROVAL OFMINUTES August 20, 2020 Regular Meeting Motion by Miskowiec, seconded by Strombeck, to approve the August 20, 2020 Regular Meeting minutes as presented. Motion carried 6 ayes, 1 absent (Marinello). August 20, 2020 Workshop Meeting Motion by Miskowiec, seconded by Widmyer to approve the August 20, 2020 Workshop Meeting minutes as presented. Motion carried 6 ayes, 1 absent (Marinello). APPROVAL OF THE AGENDA Motion by Widmyer, seconded by Miskowiec, to approve the Agenda as presented. Motion carried 6 ayes, 1 absent (Marinello). UPDATE ON BIKE PARK Assistant Public Works Director John Haas stated the Commission will be public informational meeting for a proposed bike park near the Municipal Well Pumphouse #6 on Regular Andover Park & Recreation Commission Meeting Minutes —September 17, 2020 Page 2 © Thursday, October 1 at 7 pm. Mr. Haas stated he has received 6-7 responses from the community so far, and they will be included in the Commission's packet for the October meeting. Mr. Haas stated funds for a bike project to move forward would need to come from the Commission's miscellaneous funds for 2021. OUTSTANDING ITEMS 1. Andover Community Center Advisory Committee Update: Commissioner Strombeck reported the Advisory Committee is meeting on October 12. She said she received an update from Eric Sutherland: kickoff for fall programs and learn to skate begin early October and registration are going well. Ice is going well in the sports complex and there are delays on the walking track. Ribbon cutting is scheduled for October 3 at noon. 2. Completed Projects: nothing to report 3. On -going Projects: Mr. Haas reviewed the remaining on -going items which have been put off until 2021. Tom Anderson trail to be completed in 2021. 4. Parks Maintenance Update: Mr. Haas provided a brief update on parks maintenance performed over the last couple weeks and referred the Commission to © the staff report. CHAIR'S REPORT Commissioner Strombeck asked the City to review the policy for advertisement for banners being hung at City fields/facilities. She states that the required higher fee approved a couple years by the City is too high since no association or group has approached the City about hanging banners. ADJOURNMENT Motion by McElhose seconded by Strombeck, to adjourn the meeting at 7:08 p.m. Motion carried 6 ayes, 1 absent (Marinello). Commissioners Present: Chair Jim Lindahl, Commissioners Kathy McElhose, Jake Widmyer, Mark Miskowiec, Sophia Newton, and Tracy Strombeck. Commissioners Absent: Angela Marinello Also Present: Assistant Public Works Director, Todd Haas; Pickleball players DISCUSS REQUEST FOR OUTDOOR PICKLEBALL COURTS Chairman Lindahl gave a short presentation about what is going be discussed at this © meeting about the possibility of having an outdoor pickleball court facility at the request of the pickleball community. Five of the pickleball supporters (Jeff Smith, Jim and Toni Peden, Jan Rachel, and Lori Urmann) were the given the opportunity to speak to the Park and Recreation Commission about supporting the construction of outdoor pickleball court facility and how important it is to the community. Commissioner Strombeck talked about the existing courts that are currently available at the Andover Community Center and that there should be an effort to use those courts to recover costs for constructing them versus building outdoor courts. There was also further discussion on the cost of the pickleball courts specifically the courts that were built in 2019 at Hidden Ponds Park in the City of Blaine. The cost of those 3 courts were around $216,000. After some additional discussion, the Park and Recreation Commission reviewed the 4 options that were presented to them by staff. Motion by Strombeck, seconded by McElhose to approve Option D (which is to recommend to the City Council that no action be taken and that the Commission will evaluate the request next spring (2021) as part of the process to determine which projects should be considered in the 5 year CIPfor parks). Motion carried 6 ayes, 1 absent (Marinello). © It was mentioned to the pickleball attendees that the City Council will be having a Public Hearing on October 20, 2020 regarding the Capital Improvement Plan and that would be Regular Andover Park & Recreation Commission Meeting Minutes —September 17, 2020 Page 4 © the time to express their interest in seeing outdoor pickleball courts somewhere in the Community. DISCUSS DRAFT 2020 EXISTING AND FUTURE PARK FACILITIES CHART / PARK ZONE D (specifically City Hall Park Complex #1) Staff mentioned to the Commission that all of Zone D parks have been reviewed by the Commission except for City Hall Park Complex # 1. There was some discussion about how large of the pickleball court facility should be built and the cost that should be identified. After some discussion by the Commission, they recommended a 4-court facility and identified the cost at $450,000. The Park and Recreation Commission also discussed the playground structure that is identified in the chart along with the potential construction of a splash pad. After further discussion it was recommended to increase the amount identified in the chart from $500,000 to $1,000,000 for a new playground structure and splash pad. Chairman Lindahl will be attending the City Council Workshop meeting scheduled for September 22, 2020 to present the proposed Existing and Proposed Park Facilities Chart and address any comments they may have.
