Adjournment Note: Some or all members of the Andover Park and Recreation Commission may participate in the December 17, 2020 Park and Recreation Commission meeting by telephone or video conference rather than by being personally present at the Park and Recreation Commission regular meeting place at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of the public can physically attend, although there is very limited seating in the City Council Chambers as appropriate social distancing will be done by the Commission and visitors. X PARKAND RECREATION COMMISSIONMEETING — DECEMBER �7, 2020 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on December 17, 2020, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Mark Miskowiec, Jake Widmyer, Tracy Strombeck, and Sophia Newton Commissioners Absent:. Also Present: Assistant Public Works Director, Todd Haas Associate Planner, Jake Griffiths Parks Supervisor Jason Grode (virtual) RESIDENT FORUM No one appeared before the Commission. APPROVAL OFMINUTES December 3, 2020 Regular Meeting Motion by Widmyer, seconded by Newton, to approve the December 3, 2020 Regular Meeting minutes as presented. Motion passed unanimously APPROVAL OF THE AGENDA Motion by Strombeck, seconded by Miskowiec, to approve the agenda as presented. Motion passed unanimously. UPDATE FROM ASSOCL4 TIONS ON PINE HILLS NORTH PARKING LOT Assistant Public Works Director Haas stated the Park Commission asked staff to contact the Associations that use Pine Hills North to see if they were interested in contributing to the paving of the parking lot. Mr. Haas reported the Andover Football Association has approved a $10,000 donation and the City has received the funds. Jason Strasser, Andover Football Association, came forward and stated the Football Association has contributed $10,000 to the parking lot. He stated if the project does not go forward, the funds could go toward a different project of the Commission's choosing. Regular Andover Park & Recreation Commission Meeting Minutes —December 17, 2020 Page 2 Sean Beggin, Boreal Futbol Club, came forward and stated the Soccer Club is in transition and is unable to make a financial commitment at this time but will remain in communication. Commissioner Widmyer thanked the Associations for attending the meeting and supporting Andover park projects. Commissioner Strombeck agreed and stated she is in favor of paving the parking lot in 2022. Commissioner Newton asked if staff has reached out to the neighborhood. Mr. Haas stated the neighbors have not been contacted yet but will when the project is approved. Chair Lindahl stated the Pine Hills North has a gravel parking lot and has been used by the community for several years. Mr. Haas stated the Park Master Plan includes the paving of the lot and other amenities. Mr. Haas stated staff will bring the Pine Hills North parking lot improvements to a meeting in spring of 2021 for discussion as part of the CIP. CONSIDER CONTRIBUTION FOR LIGHTING AT SHARED DOG PARK Assistant Public Works Director Haas stated the County, City of Coon Rapids, and Andover have collaborated on a dog park at 133rd Avenue NW east of Hanson Boulevard. The County and City of Coon Rapids are looking at making improvements at some point for lighting, water service, and a new shelter. Mr. Haas displayed the lighting plan and stated the cost of the lighting is $24,000. Mr. Haas asked the Commission if they were in favor of contributing to the lighting from the 2021 Miscellaneous Park Fund. Commissioner Strombeck asked if the project was split between the three entities. Mr. Haas confirmed each agency would contribute $8,000 to cover the $24,000 project. Commissioner Miskowiec asked if the park was on County land. Mr. Haas replied it is County property. Commissioner Widmyer asked if there was an agreement when the dog park was put in. Mr. Haas replied Anoka County is responsible for the dog park. Chair Lindahl stated the Commission has looked at putting a dog park in at Andover Station North but there wasn't enough support to move forward with it. He explained the County dog park serves Andover residents and it is fairly easy to contribute to the project for Andover residents to gain the benefits. Commissioner Newton asked that the dog park be added to the City website. Chairperson Lindahl stated he is in support of the contribution. Commissioner Strombeck stated she is also in favor and lighting is needed when it gets dark early in the winter. Motion by Strombeck, seconded by Miskowiec, to recommend contributing $8,000 out of the Park Miscellaneous Fund to the shared dog park for lighting. Motion passed unanimously. Regular Andover Park & Recreation Commission Meeting Minutes —December 17, 2020 Page 3 OUTSTANDING ITEMS Andover Community Center Advisory Committee Update: Commissioner Strombeck stated the Advisory Committee held a Zoom meeting on December 16. They discussed keeping the second sheet of ice through hockey playoffs. They are hoping to open the walking track. 2. Completed Projects: nothing to report 3. On -going Projects: Mr. Haas reviewed the remaining on -going items. Mr. Grode updated the Commission on new playground equipment. He stated the neighborhoods support a community build project to keep labor costs down. Mr. Grode stated crews have started cleaning brush out of the youth bike trail. Mr. Haas stated staff met with the consultant for the pickleball courts. He explained the proposal will include costs for a 4, 6, and 8 court facility. He stated the City of Eagan has 8 outdoor courts and they are planning on building 9 additional courts. 4. On -Hold Projects — nothing to report 5. Other Items of Interest —Mr. Haas provided an update on pedestrian trails projects. 6. Parks Maintenance Update: Mr. Grode provided a report on maintenance completed since the last meeting. He stated staff are transitioning to winter operations and have a 3-person crew working overnights to flood rinks. He said warming houses are ready to open if they are allowed. Mr. Grode informed the Commission that picnic tables are placed at the rinks for changing into skates and lights are on a timer if warming houses are not open. CHAIR'S REPORT Commissioner Strombeck indicated that ATV's and snowmobiles have been riding the wood chip trail north of the new development called Preserve at Petersen Farms. She also mentioned to staff to check to make sure that appropriate signage exists that indicate motorized vehicles are not allowed on the wood chip trails or within Martin Meadows Preserve. Staff will also let the Sheriff s Department know to monitor the area for violators. Commissioner Strombeck asked if there was a map for future facilities. She asked if the Commission could look at a larger map to envision the future facilities. Regular Andover Park & Recreation Commission Meeting Minutes —December 17, 2020 Page 4 PARKAND RECREATION COMMISSION MEETING DECEMBER 17, 2020 WORKSESSIONMINUTES The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on December 17, 2020 at 7:28 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Kathy McElhose, Jake Widmyer, Mark Miskowiec, Sophia Newton, and Tracy Strombeck. Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas Parks Maintenance Supervisor, Jason Grode RECONSIDER FUTURE IMPRO VEMENTS12020 EXISTING AND FUTURE PARK FACILITIESIZONEA The Park and Recreation Commission discussed the Park Zone A future improvements chart and looked at areas where future improvements could be reduced or eliminated to help reduce future costs used to calculate park dedication fees. Mr. Haas explained that the City Council had advised staff to discuss the future improvements in the Park Zones again to make cuts to unnecessary future improvements. Zone A is the zone located in the Northeastern quadrant of the City of Andover. The Park & Recreation Commission will review Zones B, C and D at future meetings. The Park and Recreation Commission recommended for Fox Meadows (#3A) to eliminate the ADA Access Trail ($25k), Field Lighting ($250k) and Medium Shelter upgrades ($5k). For Hawk Ridge Park (#4A), the Large Shelter upgrades will be reduced from a total cost of $50k down to $35k, as the remaining costs for replacing the existing shelter would be park replacement funds. For Langseth Park (45A), Chair Lindahl mentioned that it is a smaller neighborhood park, so the shelter could be reduced from a Medium Shelter to a Small Shelter ($15k savings). For Lunds North Park (#6A), Mr. Haas pointed out that the younger kids generally use that ballfield, so the outfield fence and mow strip could be eliminated ($25k) along with reducing the future playground equipment from $50k to $20k. Also, the future plans to pave that gravel parking lot would be eliminated ($67,500) along with reducing the future Medium Shelter to a Small Shelter ($30k to $20k). For Pine Hills South (#8A), the future ADA Access Trail would be eliminated as there is currently already ADA access to the playground equipment ($37,500) and the digger would be moved to Pine Hills North where there is already an adequately sized sand box where it can be installed. For Timber Trails (#l0A), the cost of the bleachers were eliminated ($6k) as it may be up to the Associations to help with the funds if there's enough use of those fields in the future. Regular Andover Park & Recreation Commission Meeting Minutes —December 17, 2020 Page 5 For Pine Hills North (#11A), the park dedication fees for the parking lot will be added to the future facilities for the cost of $120k of the project costs. Also, a sand digger will be moved from Pine Hills South to Pine Hills North as there is a sand box already at Pine Hills North ($1k). All other items in the Zone A Parks were to remain for future amenities.
