Update from Associations (Soccer and Football) on Pine Hills North Facility Paving of Parldng Lot DATE: December 17, 2020 INTRODUCTION This is an update from the associations (soccer and football) regarding Pine Hills North Facility paving of parking lot. DISCUSSION The Park and Recreation Commission at the October 1, 2020 meeting (see attached meeting minutes) requested staff to contact the associations that use Pine Hills North Facility to get support for paving of the parking lot. The Andover Football Association (AFA) and Boreal Futbol Club (formally North Metro Soccer Association) have both responded. AFA has indicated that they have approved a $10,000 donation to go towards this project. Boreal FC has indicated that they are unable to commit to any ongoing capital improvement agreements due to the numerous uncertainties and financial impacts that COVID-19 has brought to youth sports in general and to Boreal FC specifically. As a reminder, paving of the parking lot is identified in the 2021-2025 Capital Improvement Plan (CIP) for construction in 2022 (see attachment). The preparation of the 2022-2026 Park CIP will be discussed sometime this spring. Both AFA and Boreal FC have been notified to participate in the discussion if they like. He stated the Commission needs their support in order to keep it on the CIP or it will go away. Commissioner McElhose asked if the Commission should send flyers to the neighborhood about the parking lot. Chair Lindahl stated it would not hurt to reach out to them to let them know it is going to stay how it is or get paved. Todd, I am writing in regards to the City of Andover's request for input on paving the parking lot at the Pine Hills North Facility. Boreal FC, formerly North Metro Soccer Association, has enjoyed the partnership between the city and the soccer club that has developed fine facilities in the City of Andover for the mutual benefit of the city of Andover and the soccer club alike. However, at this time Boreal FC is unable to commit to any ongoing capital improvement agreements due to the numerous uncertainties and financial impacts that COVID-19 has brought to youth sports in general and to Boreal FC specifically. We look forward to a time when we can continue to work with the City of Andover on improving and developing facilities to meet the mutual needs of Boreal FC and the residents of Andover. We are hopeful that recent developments surrounding COVID-19 vaccines are an indication that we may be able to resume a more predictable and familiar operational status in the not too distant future. Again, we thank the City of Andover for reaching out to us and appreciate the excellent working relationship we have with city staff and representatives. Consider Contribution for Lighting at Shared Dog Park DATE: December 17, 2020 INTRODUCTION The Park and Recreation Commission is requested to consider contributing funds for security lights at the shared dog park located near the Anoka County Compost site east of Hanson Boulevard NW. DISCUSSION Attached is the location map and security light layout of the proposed lights for the dog park that is shared with the City of Andover, Coon Rapids and Anoka County. The estimated cost for the City of Andover's share of the security lights is $8000. Other future improvements that are being considered include paving parking lot, providing water to the site, providing handicapped improvements and constructing a new shelter. If the Park and Recreation Commission would like to move forward with the lighting project, the funding for the City's portion of the lights would come from the 2021 Park Improvement Miscellaneous Fund. Review Outstanding Items/Maintenance Update DATE: December 3, 2020 Issues list as of 12/11/20 — Commissioner Strombeck an update at the meeting. COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda in January. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda in January. • Prairie Knoll Park North Parking Lot Improvements — The plans and specs for the parking lot will be prepared over the winter months. The construction of the parking lot is scheduled in 2021. As far as lighting of the north parking lot, input from the neighbors has been provided to the City Council and it has been approved to install 5 Tmditionaire Security Lights as per the original plan. The lights will be installed as part of the construction of the parking lot. • Update of the 2021 Park Dedication Study — City Council has approved the park dedication fee of $4400 per unit for 2021. The Council also directed staff along with Park and Recreation Commission to re-evaluate the proposed future improvements in Zones A-D to see if any of the proposed improvements should be reduce or removed. Zone A is on the workshop portion of the agenda • Sunshine Park Playground Eauipment Replacement — The playground equipment has been selected by the Park and Recreation Commission. Staff will order the equipment with the Hawkridge and Woodland Meadows Park playground equipment replacement projects so all the equipment can be delivered at the same time which should provide some savings on freight costs. • Hawkridge Park Playground Eauipment Replacement — Since there are no residents that showed interest in helping in the selection of the playground equipment, staff will be evaluating a couple playground equipment options and present those options to the Commission in January. Woodland Meadows Park Playground Equipment Replacement — Staff will be working with the neighborhood on selecting playground equipment based on the budget amount that is allocated to the park. Bike Youth/Trail — Nothing new to report. The City Council has reviewed and approved the recommendation from the Park and Recreation Commission to move forward with constructing a trail through the wooded area at the south end of Sunshine Park near Well Pumphouse #6. Location of the trail has been identified and tree and brush removal will be performed over the winter months. Signage identifying the rules/guidelines and direction of travel will be made over the winter with installation to be done sometime in the spring. To keep the bikers from crossing and damaging the maintained lawn areas by the Well Pumphouse #6, a fence may need to be installed. Staff will be looking at where the trail entrance should be located which most likely will be located on the east side of the wooded area by the existing paved trail and parking lot area. Pickleball Update — Staff recently met with WSB (engineering consultant) who will be preparing cost estimate for a pickleball facility. The City Council has approved to move forward with hiring a consultant in 2021 to prepare a study to look at costs and identify options for the location of the courts and how many courts should be built along with other amenities that could be considered (parking lot and access, benches, shelter, etc.). The cost of the study will be funded from the Park Improvement Fund. The City Council is not requiring the pickleball community to help fund the study. ON -HOLD PROJECTS— None at the time. OTHER ITEMS OF INTEREST — • Update of Pedestrian Trails: Trails that are planned to be reconstructed when maintenance funding becomes available over the next couple years. Due to funding, these trails have been pushed out a year: -Co 2021— Tom Anderson Trail (along Coon Creek east of Hanson Blvd) 0 2022 — Kelsey Round Lake Park Trail (Note: The reconstruction of the trail will most likely be pushed out for reconstruction for 3-5 years) The City Council has reviewed the engineering consultant analysis report recently regarding proposed Railroad Underpass trail to connect internal developments from Winslow Cove god Addition to the east side of the railroad to determine if the project is feasible. Staff has been discussing with a potential developer regarding a possible cost share to construct the railroad underpass. Also, more information is being requested from BNSF before a final decision is made on the project. The Commission will need to determine if you would like to have a meeting at one parks in 2021. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. 11 /27/20 • Completed trash and recycling service for all parks and trails. • Continued winter tree pruning. • Started grinding tree stumps around City Hall and in Parks. • Smoothed gravel lots before winter freeze up. • Installed Hawk Ridge warming house steps after delivery of temporary warming house on 11/23. • Cleaned off all graffiti at Sunshine Skate Park. • Installed signposts at Maple View Preserve for wayfinding signs. • Completed special cleaning of bathrooms, floors, and concession areas at Sunshine and ASN buildings by cleaning contractor. 12/04/20 • Completed trash and recycling service for all parks and trails. • Continued winter tree pruning. • Installed new walk bridge at Woodland Creek Restoration walking path. • Brought out extra picnic tables out to the four main ice-skating rinks. • Started removing playgrounds and wood chips from playgrounds that will be replaced in the Spring. • Removed wooden fat at Kelsey Round Lake Park. • Parks staff assisted with raking and leveling out sand at hockey rink at the Community Center. • Completed annual performance reviews for all Parks full-time staff. • Supervisor attended the Park and Rec Commission meeting on 12/3. 1685 CROSSTOWN BOULEVARD N.W.. Reconsider Future Improvementan020 Existing and Future Park Facilities Chart/Park Zone A DATE: December 17, 2020 INTRODUCTION The Park and Recreation Commission is requested to reconsider future improvements of the 2020 Existing Park and Future Park Facilities Chart for Zone A as directed by the City Council. DISCUSSION The City Council at their workshop meeting on November 24, 2020 was in favor of increasing the park dedication fee for 2021 to $4400 per unit. The City Council also directed the Park and Recreation Commission to re-evaluate the proposed identified improvements in each zone to determine if any of the future improvements should be removed or reduce. Attached is the spreadsheet for Zone A that identifies in yellow the future improvements that should be removed or reduced as recommended by staff. Zone A currently has 13 parks. Once the Commission has made the necessary changes to each of the Zones A-D, staff will bring this back to the City Council for review and approval before the next update to the Park Dedication Study and Park Dedication fee.
