Consider Nightingale Meadows Sketch Plan/Park Dedication Requirements October 15, 2020 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed sketch plan of Nightingale Meadows. A copy of the sketch plan is in the side pocket of the packet. Twenty-two lots are being proposed. The proposed sketch plan is located on the west side of Nightingale Street NW just north of Veterans Memorial Blvd NW. Also attached is the location map of where the new development is being proposed and where the location is in relation to other existing parks in the area. Staff is recommending a trail be constructed at some point along the west side of Nightingale Street NW from the new street south to Veterans Memorial Blvd NW. Staff is recommending cash in lieu of land. The developer has been invited to attend the meeting to make a short presentation on the proposed development and to answer any questions the Commission may have. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed sketch plan and provide direction on the park dedication requirements for Nightingale Meadows Sketch Plan. DATE: October 15, 2020 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the selection of new playground equipment that will replace the old equipment at Sunshine Park, Project 21-11. DISCUSSION As mentioned at the last meeting, the 2-5 year old age group playground equipment at Sunshine Park is due for replacement. Based on last meeting, the Park and Recreation Commission agreed to look at the 2-5 year old age group playground equipment only and eliminate the 2-12 year old age group playground equipment that was presented. The estimated cost for the two playground structures are as follows: • Option A (Sherman's Journey) -- $11,680 (does not include freight costs) • Option B (Echo Preschool)-- $14,196 (does not include freight costs) ACTION REQUIRED The Park and Recreation Commission is requested to continue discussing the selection of new playground equipment that will replace the old equipment at Sunshine Park, Project 21-11. The deputy arrived and it appeared someone lit off a firework inside. No suspect information. 07.08 7:03 Prairie Knoll 20164825 A deputy observed a motorhome parked illegally. He made contact with the owners and asked them to move it. 07.08 4:01 pm Langseth 20164677 A caller reported finding two abandoned cats at the park. The deputy located the cats and brought them to North Metro. 07.09 11:26 am Purple Park 20165343 A deputy responded to pick up a wallet that was found in the park. 07.09 11:06 pm Timber Trails 20165993 A caller reported two suspicious vehicles in the lot. A deputy arrived and located the vehicles and one male fled. After a short chase, he was caught and refused to identify himself. After investigating he finally identified himself and was issued a citation for having marijuana in a vehicle. 07.19 8:21 pm Wild Iris 20175463 A caller reported an abandoned bike in the park. The deputy picked it up and put it in the lost property room at the Sheriff's Office. 07.20 4:14 pm Strootman Park 20176325 A caller reported finding a t-shirt and a Croc at the canoe launch. She thought it could possibly be linked to an Isanti Missing Person case. The deputy retrieved the items. 07.25 4:19 pm Terrace 20180968 A deputy was called to the area regarding a strong natural gas odor. They located a vehicle in the parking lot causing the odor. A tow was ordered. 07.25 9:45 pm Terrace 20181233 A caller reported fireworks being set off in the park. The deputy arrived and could not locate anyone or any damage. 07.29 8:44 pm Prairie Knoll 20184044 A deputy responded to the park on a domestic situation. After investigating, there wasn't an assault. Both agreed to separate for the evening. 07.29 10:19 pm Prairie Knoll 20184125 A K9 was called to the location to help find a pair of keys that had been thrown in the field. The K9 found the keys. 07.31 10:26 pm Prairie Knoll 20186107 A caller reported a vehicle playing loud music. The deputy located the vehicle and the driver agreed to turn down the music. 08.02 8:57 pm Red Oaks West 20188433 Deputies were called to a group of rowdy juveniles throwing a sign at a girl on a bike. They arrived and located a large group. After investigating it was discovered there were no innocent people involved. They were all lectured and their parents were contacted. 08.04 9:37 pm Fox Meadows 20190418 A deputy observed a vehicle driving through the non -paved area of the park. It was occupied by three juveniles. The driver admitted to driving where he wasn't supposed to and apologized. His mother was called to the location to pick him up. 08.05 1:55 pm Pine Hills South 20190977 A caller reported some junk in the woods near the park. The deputy located old blankets, pillows, jacket, etc. He threw them in the dumpster. 08.06 7:50 am Prairie Knoll 20191651 A city employee reported damaged caused by a vehicle driving through the playground and athletic fields. The surveillance video was reviewed but a license plate could not be seen. 08.10 7:23 pm Creekridge 20195819 A caller reported a suspicious vehicle at the entrance and stated the occupants were possibly smoking marijuana. The deputy arrived and did not locate a vehicle. 08.10 9:20 pm Oak Bluff 20195905 A caller reported juveniles congregating and vehicles speeding in the area. The deputy arrived and did not locate anyone or any vehicles. 08.19 5:13 pm Oak Bluff 20204126 A deputy was dispatched to the area for juveniles at the park who had harassed the caller's child and friend. The deputy located the kids who denied knowing anything about it. They were lectured to be better role models. 8.23 5:11 pm Strootman 20207778 A deputy was called because a window on a vehicle was broken and a purse was stolen. 08.24 5:30 pm Hawk Ridge 20208757 A caller reported hearing a suspicious noise in the park, like power tools. The deputy arrived and stopped a vehicle leaving the park. The driver was angry she was stopped and refused to provide her license; she stated she was there to play with her daughter. Nothing suspicious was located. 08.24 7:17 pm Station North Ballfields 20208879 A deputy responded to the location to take a report of a stolen bike. 08.26 1:44 pm Sunshine 20210518 A caller reported finding a ziplock bag with misc. credit cards and cash in it. The deputy went to retrieve it and located the owner. 08.30 8:37 pm North Woods East 20214611 A mother called and reported her two sons missing. They had been riding their bikes in the park. Deputies arrived and searched the woods. The mother called back to say her boys had returned home. 09.02 11:45 am Coon Creek 20219712 A caller reported an animal crate possibly containing a dog was in the creek. The deputy arrived and located the crate. There was no animal in it; the crate was disposed of at county highway. 09.05 8:53 pm Prairie Knoll 20220172 A caller reported a group of kids sitting in the grass possibly smoking. The deputy located the kids who were hanging out and eating snacks. The deputy advised them to have fun, and that the park closes at 10. 09.11 3:17 pm Station North Ballfields 20224984 Deputies responded to a call of suspicious activity. A male threw a woman and her belongings out of a vehicle and left. They made contact with the woman and provided her a ride. 09.12 2:34 Sunshine 20225767 A caller reported 6 high school aged children damaging the pavilion at the location. The deputies arrived and did not locate the group but did speak with the witness. Through investigation the juveniles were identified, and their parents were spoken to. 09.14 8:38 am Creek View Crossing 20227138 Deputies were called to take a report of a juvenile female who was assaulted while riding her bike in the park by 6 — 8 juveniles. 09.15 12:01 am Sophie's 20227910 A caller reported a group of juveniles roaming the area. The deputy arrived, searched the park and neighborhoods and could not located anyone. 09.15 7:25 pm Sunshine 20228684 A caller reported a suspicious vehicle. The deputy located four males in a vehicle drinking beer. The driver appeared impaired, failed sobriety tests and was arrested. 09.21 11:20 pm Sunshine 20234374 On routine patrol a deputy observed a suspicious vehicle. He made contact with the occupants and found 2 juveniles sitting in the vehicle and smoking marijuana. The parents were called to the location and took custody of the kids. The school resource officer was notified. 09.22 6:25 pm Prairie Knoll 20235099 A caller reported a vehicle whipping donuts. The deputy arrived and did not observe any damage or vehicle. 09.22 7:12 pm Timber Rivers 20235134 A caller reported fireworks being set off in the park. The deputy arrived and did not locate any people or evidence of fireworks. 09.26 9:08 am Prairie Knoll 20238588 A deputy was asked to check the location for an open 911 call. He checked the area and did not locate any problems. 09.26 5:03 pm Prairie Knoll 20238989 Deputies responded to a medical involving an injured football player. Allina arrived and transported the child. 09.27 8:26 am Prairie Knoll 20239471 A caller found a control console in the bleachers. The deputy contacted the Youth Football Association and it was theirs. He made arrangements to come pick it up. 09.28 11:09 am Prairie Knoll 20240371 A deputy was called to a slumper. He made contact with the male who stated he was a heroin user but was not high. He passed field sobriety tests. A friend came to pick him up because he didn't have a driver's license. 09.29 8:09 pm Station North Ballfields 20241936 A caller reported spectators possibly drinking alcohol near a vehicle. Review Outstanding Items/Maintenance Update DATE: October 15, 2020 Issues list as of 10/8/20 UPDATE OFAND 0VER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Strombeck will provide an update at the meeting. COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report.— Item is on the agenda. • Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Prairie Knoll Park North Parking Lot Improvements — Nothing new to report. The plans and specs will be prepared over the winter months. The construction of the parking lot is scheduled in 2021. As far as lighting of the north parking lot, staff has heard back from one of the neighbors regarding the number of lights, location of the lights and style of lights (Traditionaire or Shoebox). Based on their comments, they are looking for lesser amount of lights and would like to see the Traditionaire style lights installed which is already exists pretty much through out the park. • Update of the Park Dedication Study — Now that the City Council has reviewed the future improvements and made some changes in Zones A-D, staff will be able to begin updating the existing 2018 Park Dedication Study. • Sunshine Park Plavground Equinment Replacement — Item is on the agenda. The playground equipment is scheduled for replacement in 2021. • Hawkridge Park Playground Equipment Replacement — The playground equipment is scheduled for replacement in 2021. Information will be forth coming later this fall. • Woodland Meadows Park Playground Equinment Replacement -- The playground equipment is scheduled for replacement in 2021. Information will be forth coming later this fall. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Update of Pedestrian Trails: Trails that are planned to be reconstructed when maintenance funding becomes available over the next couple years. Due to funding, these trails have been pushed out a year: 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd) 2022 -- Kelsey Round Lake Park Trail The City Council has reviewed the engineering consultant analysis report recently regarding proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2"a Addition to the east side of the railroad to determine if the project is feasible. Staff has been discussing with a potential developer regarding a possible cost share to construct the railroad underpass. Also, more information is being requested from BNSF before a final decision is made on the project. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2021. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Date: October 15, 2020 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the Advertisement Policy and Agreement. DISCUSSION Based on the last meeting on October 1, 2020, Commissioner Strombeck received direction from the Commission to go ahead and proposed a new fee structure that would make it more affordable to the associations and businesses. Commissioner Strobeck will also be revising language in the policy regarding the hanging and removal of the banners. Commissioner Strombeck is still working on this and as soon as staff receives the proposed changes, we will forward the information to the rest of the Commission prior to the meeting.
