Hold Public Information Meeting with Neighborhood Regarding Bike Park/Sunshine Park Date: October 1, 2020 INTRODUCTION The Park and Recreation Commission is requested to hold a public information meeting with the neighborhood regarding a bike park at Sunshine Park near the Municipal Well Pumphouse #6. DISCUSSION Attached is the letter and map that was sent to the area residents about the upcoming meeting and how they can participate. Also attached are a -mails that the City has received regarding the potential location of the bike park. As mentioned at a previous meeting, staff has reviewed the Sunshine Park location and provided the pros and cons as follows: Pros: Sunshine Park is centrally located in City and well accessible. Youth have already started using area for informal bike park. Bike park offers more options for the youth as far as activities within the community. Cons: • Hidden location could cause issues and safety concerns. • Would need to remove trees to accommodate bike park. • The city has received calls and complaints about activity in that location in the past. • Bike park too close to Well #6 (security, safety and vandalism concerns). Because of the proximity to Well 6, the City has experienced many cases of vandalism. Graffiti on the building and damage to the natural gas meter are the most recent items. If the Park and Recreation Commission would like to move forward with the project, a recommendation will be necessary so that it can be forwarded to the City Council for consideration. If Council approves the location for the bike park, the next step is to prepare a plan so it can be determined the trees that need to be removed and how the site is going to be graded. The cost of the improvements will need to be funded from the $15,000 that is allocated every year for miscellaneous items since the project is not identified in the Capital Improvement Plan (CIP). A map of the general area that is being considered is on the back side of this letter. For the Park and Recreation Commission to determine if this should be considered as a potential location for a bike park, the Commission would like to receive input from the neighborhood. The way you can participate in this is by attending the meeting or if you don't feel comfortable in attending the meeting, feel free to send an e-mail to me at t.haas(a)andovermn.gov by September 18, 2020 and we will make sure the Park and Recreation Commission receives a copy of your e-mail. Hi Todd, My sincere apologies for this late response to the letter regarding the upcoming public information meeting for the proposed bike park. I intended to send an email all week and lost track of time. I hope you're still able to share it with the Park and Rec Commission. While we will try our best to attend the meeting, my husband and I wanted to be sure to share our feelings via email. We live at 14812 Jay St NW, on the NW corner of 148 and Jay, backing up against the small Sunshine Park parking lot and soccer field. While we absolutely love the idea of a bike park (in fact, our 11 year old daughter very much enjoys having the skate park), we are opposed to its location. As you can imagine, we already receive quite a bit of loitering in that area. And I'm not speaking about the regular, normal activities that take place at that location. We've lived in our home for 17 years and always enjoy hearing the sound of sports in the background. In fact, this spring, with all of the stay at home orders, we almost felt it a bit too quiet. Q I want to acknowledge that we have no idea what the space will look like with a bike park. However, it is our belief it would bring additional loitering and noise to the area, specifically at night. As you can imagine, we get a lot of cars that sit and idle and park at all hours of the night, kids playing loud music, leaving car lights on so they can see to play in the field, etc. We have tried the route of talking to the kids and, long ago, there were even instances when we called the non -emergency line because the noise was so much at night. But after being egged and TP'd a few times, now we just don't say anything. We do not want to be the "mean" people of the neighborhood who don't want great resources like a bike park for our youth (and adults I am sure!), but for us, personally, the location does not feel like the best option. One other thought I would throw out as well ... 148th down through that area is very dangerous for kids on bikes. There is a lot of speeding down that road, especially with the high schoolers flying through. We don't even like for our daughter to take that road to get to the bike path, for fear she will be hit. And it becomes even more dangerous, in our opinion, when there is an event at the field and cars line the road (even though it's a no parking area) with parked cars. There is very little room on the road for one car to get by, let alone share it with another car or with bikes. I appreciate you taking our thoughts into consideration. Greetings, Someone posted your letter about a proposed bike park on the Andover Community facebook page, https://www.facebook.com/photo/7fbid=10100738643546151&set=pcb 1658295390997977 Other than the location of proposed bike park, there is scant information about what it is, what it would look like, what it would cost, etc. I looked on the Andover City website, and couldn't find anything. Can you provide some info? I suggest maybe reaching out and responding to the thread on the facebook page, as there are a lot of folks that look at and comment on it, and right now, there's practically zero information about this proposal. Use Caution when clicking hyperlinks, downloading pictures or opening attachments. Mr. Haas, I am writing to express my thoughts on the proposed bike park at the south end of Sunshine Park. I do not support the prospoal because the need for a new bike park is unclear, access to the park would increase an already -existing safety issue, building it would destroy a mature natural habitat, and it isn't the best use of the existing space. First, the need for a new bike park is not clear: 1) How is this bike park different from the one that is already located in Sunshine Park along Crosstown Blvd? 2) Would the new bike park replace the existing one, or be built in addition to it? 3) Could an addition of a bike park be made nearer where the current park already exists? The existing park is rarely at capacity. Without a clearly expressed need for a new park, I cannot suport it. Second, I urge you to consider how users of the bike park will access it, especially from the high school. There is no crosswalk for Crosstown Blvd at 148th Avenue. When school is in session, I see walkers and bikers routinely cross at that location; they do not go further north to use the existing crosswalk on Crosstown Blvd. The addition of the bike park will increase the amount of people crossing at the intersection without the crosswalk, which is already dangerous. Additionally, the proposed area for the park consists of very mature trees. Part of the appeal of the parks in Andover are their natural aspects. Sunshine Park is already mostly recreational, so I would like to see Its existing natural features be maintained. No amount of replanting trees could replace the current habitat in this area of proposed development. Finally, if the space must be developed, a better use for it would be to use it to expand the existing parking lot at the south end of Sunshine Park. There are lacrosse, soccer, and football pratices and games held on the fields there, and the small parking lot is not sufficient. Cars park on both sides of 148th Avenue near the parking lot entrance, making it difficult for through traffic to pass on 148th Avenue, and creating a safety hazard for pedistrians walking to and from their cars or along the road. If you are going west in the evening, the sun is often in your eyes. It's is especially important to note that the bike park is on a curve. At the end of the curve, your eyes have to transition from looking at the dark trees into direct sunlight. Please make provisions in your site plan to limit the number of ways bikes can enter the street in that area. It is probably advisable to have a fence, with entrances on each end. With all the cars that park on the street during evening activities, bikes entering the road between cars would be extremely dangerous. Some people like to go way faster than they should on that road. Reconsider 2021-2025 Park Capital Improvement Plan DATE: October 1, 2020 INTRODUCTION The Park and Recreation Commission is requested to reconsider the 2021-2025 Park Capital Improvement Plan (CIP) as requested by the City Council. DISCUSSION The City Council at their workshop meeting on September 22, 2020 reviewed the proposed 2021-2025 Park CIP that was recommended by the Park and Recreation Commission which identifies 2 projects (Prairie Knoll and Pine Hills North) over the next 5 years. As part of the discussion, the City Council discussed the idea of including a pickleball court facility as part of the CIP. After some discussion, Council requested staff bring back the idea of constructing pickleball courts to the Commission to determine if they would like to consider revising the CIP to include a 2021 study to determine how many courts should be built and where the courts should be located. There was also discussion by the Council to include construction of the courts in the CIP (Council discussed somewhere between 2023-2025). It is shown in 2024 but the Commission can recommend another year if desired. Down below identifies the proposed year for the pickleball court study and the potential year for the construction could occur in bold. 2021 Prairie Knoll Park Parking Lot Improvements Including Li tin& - $230,000 Pickleball Court Study -- $10,000 (NEW) 2022 • Pine Hills North Parking lot improvements - $120,000 (this is subject to the City Council approving $280,000 from the Capital Equipment Reserve funds). Consider Selection of Playground Equipment Replacement for Sunshine Park DATE: October 1, 2020 INTRODUCTION The Park and Recreation Commission is requested to begin discussing the selection of new playground equipment that will replace the old equipment at Sunshine Park. DISCUSSION The 2-5 year old playground equipment at Sunshine Park is due for replacement. Attached are 2 options for the 2-5 year old age group and one option for the 2-12 year old age group for the Park and Recreation Commission to consider that have been selected by staff and would fit the footprint of the area. Staff is anticipating $100,000 will be allocated from the general fund for 2021 for playground replacement which will need to cover the cost for 3 parks (Sunshine, Hawkridge, and Woodland Meadows). Sunshine and Woodland Meadows Parks are in pretty good shape as far as the existing borders although new wood chips for fall zones will be needed at each park. Hawkridge Park playground structure is older, and the area will require some regrading along with new concrete borders. A decision is not necessary at this meeting, but staff would like for the Commission to start thinking about what playground structure should be considered. There will be more discussion on this at the next regular scheduled meeting. Prairie Knoll Park North Parking Lot Improvements — The plans and specs will be prepared over the winter months. The construction of the parking lot is scheduled in 2021. The City Council has reviewed the proposed north parking lot lighting plan and has requested staff to look at additional lighting in the north half of the north parking lot and contact the neighbors to see if they have any concern with proposed lighting plan. At this point, the style of lights (Traditionaire or Shoebox) has not been determined by the City Council. Update of the Park Dedication Study — The City Council has reviewed the proposed draft improvements in Zones A-D that have been recommended by the Park and Recreation Commission. There were some changes made to the Facilities Chart by the City Council at their workshop meeting on September 22, 2020. Staff will provide a list of the changes at the meeting. Now that the Council has reviewed the future improvements and the changes have been made, staff will be able to update the existing 2018 Park Dedication Study. Sunshine Park Playground Equipment Replacement — Item is on the agenda. The playground equipment is scheduled for replacement in 2021. Hawkridee Park Playground Equipment Replacement — The playground equipment is scheduled for replacement in 2021. Information will be forth coming later this fall. Woodland Meadows Park Playground Equipment Replacement -- The playground equipment is scheduled for replacement in 2021. Information will be forth coming later this fall. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST- 0 Update of Pedestrian Trails: Trails that are planned to be reconstructed when maintenance funding becomes available over the next couple years. Due to funding, these trails have been pushed out a year: 4- 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd) ❖ 2022 -- Kelsey Round Lake Park Trail The City Council has reviewed the engineering consultant analysis report recently regarding proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to the east side of the railroad to determine if the project is feasible. Staff has been discussing with a potential developer regarding a possible cost share to construct the railroad underpass. Also, more information is being requested from BNSF before a final decision is made on the project. Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2021. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Advertising signs shall only be allowed on the fences of fields at Hawk Ridge Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and Andover Station North. Note: Andover High School and/or Anoka Hennepin School District will be responsible for managing any advertisement at Eveland Fields year around. 2. Athletic Field and Scoreboard Advertising Signs: Athletic field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Athletic field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. c) Athletic field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks except at Eveland Fields which will be managed by Andover High School and/or the Anoka Hennepin School District. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April Is' and shall be removed by November I' each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. Approved by the Andover City Council- May 2, 2006 9. Signs shall be installed and removed by the City of Andover. Off-season storage of signs shall be the responsibility of the lessee(s) except at Eveland Fields which will be managed by Andover High School and/or the Anoka Hennepin School District. 10. Signs shall be kept in good repair, in conformance with City Code section 12-16- 7-13. The lessee(s) shall be responsible for the maintenance, repair, and replacement of damaged, vandalized, or dilapidated signs. 11. All signs shall comply with the Andover City Code. 12. Motion carried unanimously. ANOKA COUNTY SHERIFF'S OFFICE MONTHL YREPOR T Commander Brian Podany gave the monthly Sheriffs Report. He noted they are increasing their patrols in the parks as the weather is getting warmer. He also encouraged residents to report fraudulent activity as soon as possible to improve the chance for gathering leads. Residents can be the eyes for the Sheriffs Department as there are over 80 parks in the City. If you see suspicious activity always call and report it, even if you are not sure. When vandalism and arson happen it affects everyone, especially when costs are involved. There is a non -emergency number that can be used, but 911 can always be used. Haas, Assistant Public Works'194rector/Parks Coordinator SUBJECT: Approve Amendment to Paris Advertisement Policy & Agreement - Engineering DATE: April 18, 2017 The City Council is requested to approve the amendment to the Park Advertisement Policy and Agreement regarding advertisement at Eveland Fields. The Park and Recreation Commission was approached recently by Tracy Strombeck and Terry Snyder of the Andover Girls Fast Pitch Booster Club about advertisements at Eveland Fields. Just so you know the Booster Club placed advertisement signs on the outfield fence during the 2016 season and had not received approval by the City to do so. Based on the approved Park Advertisement Policy and Agreement, advertisement applications are to be reviewed and approved by the City. To allow the Anoka Hennepin School District to oversee the approval and placement of advertisement at Eveland Fields, the policy and agreement will need to be amended. If approved by the City Council the City will not have any involvement with the advertisement at Eveland Fields. Note: Just you know the City is the property owner of Eveland Fields. Currently there is an agreement in place with the Anoka Hennepin School District in regards to the use and maintenance of Eveland Fields. The school district is responsible for scheduling and maintenance of the fields for 9 months of the year (September through May) and the City is responsible for the other 3 months (June through August). The Park and Recreation Commission have reviewed the request and are recommending approval of the amendment. Athletic Field and Scoreboard Advertising Signs: Athletic field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Athletic field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. c) Athletic field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be no larger in size of 5' high by 10' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April 1" and shall be removed by November lrt each year. 7. Signs relating to politics, tobacco, alcohol, gambliag, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8.
