Note: Some or all members of the Andover Park and Recreation Commission may
participate in the September 17, 2020 Park and Recreation Commission
meeting by telephone or video conference rather than by being personally
present at the Park and Recreation Commission regular meeting place at
the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304.
Members of the public can physically attend, although there is very limited
seating in the City Council Chambers as appropriate social distancing will
be done by the Commission and visitors.

INTRODUCTION
This item is an update regarding the proposed location of a bike Park at Sunshine Park near
the Municipal Well Pumphouse #6.
DISCUSSION
The Public Information meeting has been scheduled for Thursday, October 1, 2020 at 7 pm.
Attached is the letter and map that has been sent to the area residents about the upcoming
meeting and how they can participate.
If the Park and Recreation Commission is interested in a bike park and it is recommended to
move forward, it would be recommended that the cost of the improvements be funded from
the $15,000 that is allocated every year for miscellaneous items since the project is not
identified in the Capital Improvement Plan (CIP).

Re: Sunshine Park/Public Information Meeting Regarding a Potential Bike Park
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, October 1, 2020 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Sunshine Park for a bike park at the south end near the
Municipal Well Pumphouse #6. A map of the general area that is being
considered is on the back side of this letter.
For the Park and Recreation Commission to determine if this should be
considered as a potential location for a bike park, the Commission would like to
receive input from the neighborhood. The way you can participate in this is by
attending the meeting or if you don't feel comfortable in attending the meeting,
feel free to send an e-mail to me at t.haas(a)andovermn.gov by September 18,
2020 and we will make sure the Park and Recreation Commission receives a
copy of your e-mail. Note: Social distancing will be provided and wearing masks
will be required per the Governors Executive Order due to COVID 19 pandemic.

UPDATE OFANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Strombeck
will provide an update at the meeting.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the October
agenda.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on
the October agenda.
• Prairie Knoll Park North Parking Lot Improvements — Due to the stormwater design updates
that are necessary and permits that are required from the Coon Creek Watershed District, the plans
and specs will be prepared over the winter months. The construction of the parking lot is scheduled
in 2021. Parking lot lighting is will be discussed as with the City Council.
• Update of the Park Dedication Study — The City Council has directed staff and the Park
Commission to go ahead and start the process of updating the existing 2018 Park Dedication
Study. Currently the Commission is analyzing Zone D. Once Zone D is done, all Zones A-D will
need to be reviewed by City Council before staff can move forward to update the study.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed when maintenance funding becomes available over the
next couple years. Due to funding, these trails have been pushed out a year:
❖ 2021 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
❖ 2022 -- Kelsey Round Lake Park Trail
The City Council has reviewed the engineering consultant analysis report recently regarding
proposed Railroad Underpass trail to connect internal developments from Winslow Cove 2"1
Addition to the east side of the railroad to determine if the project is feasible. The underpass has
been determined by the City Council that it is not feasible to construct due to the high-water table.
The appears that the best way to gain access across the railroad tracks at this time is to have an at
grade crossing on Crosstown Boulevard NW like what was built on Bunker Lake Boulevard NW.
Note: Staff has been discussing with a potential developer regarding a possible cost share to
construct the railroad underpass. Also, more information is being requested from BNSF before a
final decision is made on the project.
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2020.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.

Subject: A. Discuss Request for Outdoor Pickleball Courts, Cont.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the request for
outdoor pickleball courts within the City of Andover.
This item was tabled from the last meeting by the Park and Recreation Commission to allow
staff to obtain detail costs for constructing outdoor pickleball courts. Attached is the City of
Blaine's Project Bid Tabulation from a project that was done in 2019 at Hidden Ponds
which is one of the outdoor pickleball courts facilities that was discussed at last meeting. As
you can see from the bid tab (a total of 6 bids were received), the low bid for 3 courts was
$216,790.00 which does not include design/engineering costs and other expenses. The
highest bid received was $314,719.20. The bid did not include any shelter/canopy to get out
of the sun or rain, a drinking fountain, wind screens or a board for the players to hit the ball
against for warmups that may cost upwards of up to $100,000 (maybe more) depending on
what type/size of canopy is built and where the water service for drinking comes from.
Keep in mind that cost of the pickleball facility will depend on a few things. First the City
needs to select a site. Once the site has been determined, does the site need to be graded or
do trees need to be removed. Is fill required to bring the site to grade and does the site
selected need parking if no parking is available. At this point there is just too many
questions that need to be addressed by the Park and Recreation Commission to get a better
answer on costs.
The options that are available for the Park and Recreation Commission to consider are as
follows:
A. Recommend to the City Council to approve an outdoor pickleball court facility
(need to identify the number of courts) as part of the Parks Capital Improvement
Plan for 2021. With this option the Commission will need to determine which
parking lot project should be removed from the CIP (either Prairie Knoll Park or
Pine Hills North Facility). A new parking lot may be needed depending on location
that is selected.
B. Recommend to the City Council to approve an outdoor pickleball court facility (need
to identify the number of courts) as part of the Parks Capital Improvement Plan for
2022 or beyond. With this option the Commission will need to determine which
parking lot project should be removed from the CIP (either Prairie Knoll Park or
Pine Hills North Facility). A new parking lot may be needed depending on location
that is selected.
C. Recommend to the City Council to approve an outdoor pickleball court within the
existing outdoor hockey rinks located west of the Andover Water Treatment Plant. It
appears that a total of 4 pickleball courts could be constructed within the 2 existing
hockey rinks. As of right now the hockey rinks are gravel surface. If this option were
recommended, staff would recommend a concrete surface. A bituminous surface
would not be recommended due to maintenance issues that the City has had with
Prairie Knoll Park hockey rink over the years. The Park and Recreation Commission
would need to identify in the CIP when this could be considered for construction.
Parking is already available to the pickleball players so additional parking will not
be necessary.
D. Recommend to the City Council that no action to be taken and that the Park and
Recreation Commission will evaluate the request next spring (2021) as part of the
process to determine which projects should be considered in the 5 year CIP for
parks.
If the Park and Recreation Commission would like to pursue one of these options, it may be
best to place the item on the regular Park and Recreation Commission agenda on October 1,
2020 for an official recommendation or the Commission can move this forward to the City
Council with a general consensus of which option the Commission likes. The City Council
will be finalizing the 2021-2025 CIP for all improvements (street improvements, park
improvements, fire department purchases, public works improvements, etc.) on October 20,
2020.
BUDGET IMPACT
If the Park and Recreation Commission is interested in recommending an outdoor pickleball
complex to the City Council, the cost of such improvements would most likely be funded
from the Park Improvement Fund (Park Dedication Funds) and would need to be identified
in the Capital Improvement Plan (CIP) and the Park Comprehensive Plan in Zone D.
ACTION REQUESTED
The Park and Recreation Commission is requested to continue discussing a request from the
pickleball group to determine if a pickleball court is to be identified in the 5-year Capital
Improvement Plan.

Hi Todd!
Thanks for keeping us in the loop in regard to the potential to build some pickleball courts in Andover. I will try to be at
the next meeting to make our case for why they would benefit so many more people than paving the parking lot at two
parks. Currently, every player in Andover has to drive to our neighboring cities to play this new great game. If Blaine,
Coon Rapids, Anoka, Brooklyn Park, Champlin, Cambridge all can come up with the necessary funds, I think Andover can
and should also. I love all the parks we have in Andover. However, notice when you drive by them they are usually
empty. These pickleball courts would be used every single day, a group of mostly retired folk in the mornings, then again
by adults of all ages every weekend and evening. Not by one or two families, but by 50-60 people every day! Please
check out the six courts built in 1919 at Norwood Park in Brooklyn Park (They are currently in the process of building
more)! They are built correctly, with the necessary amenities. We can do without drinking fountains, windscreens, and
canopies if it means they become affordable. Pickleball people and North Star Pickleball Association can fundraise for
these items with the people using the courts! Please just get them built, and built correctly with the necessary fencing in
the correct location! The City campus would be awesome, and on display for all to see and join in, but please don't put
them in the hockey rink, that is wasting money!
We have lived in Andover over 25 years, raised our three children here, one of whom bought a house in Andover and
another who just built a new home in Andover! They all play pickleball! It's a game for all ages! When we decide it is
time to downsize, we will definitely build in a community with pickleball! Please let that be Andover! So many people we
play this game with would move to a community with a nice new pickleball complex! Make Andover the place to move
to! Build them courts!
Please share my letter with the Park and Rec Board as well the City Council if that is who will be making this decision!

INTRODUCTION
The Park and Recreation Commission is requested to continue evaluating the draft 2020 Existing
Park and Future Park Facilities Chart for Zone D (specifically City Hall Park Complex #1) and
prioritizing the importance of the features within the complex.
DISCUSSION
At the last meeting on August 20, 2020 the Park and Recreation Commission reviewed all the
parks in Zone D except for City Hall Park Complex #1. This Complex is classified as a
Community Playfield which is about 6.7 acres in size.
Attached is a spreadsheet of City Hall Park Complex #1 which identifies the existing
improvements within the Complex (left column), what the future improvements proposed are
(middle column) and what the proposed replacements are (right column). In the replacement
column, staff has identified three different colors as to the priority of each of the replacement
items. The yellow indicated for this Complex are identified as a medium priority. The Park and
Recreation Commission will need to evaluate the recommendations of staff and determine if the
Commission would like to make any changes. Note: The Future Facilities section (middle
column) of the spreadsheet does not identify a pickleball court facility at this Complex or at any
of the other City parks. It will be up to the Commission if you would like to recommend and
include a pickleball facility at this Complex or at another park in the chart.
As previously mentioned at past Park and Recreation Commission meetings, the direction from
the City Council is to update the Park Dedication study so a new fee can be determined. Before
the study is updated, the Commission will need to evaluate each zone to determine if any
changes should be made to the chart for future improvements (middle column). Once the
Commission has made the changes to each of the Zones (A-D) and City Council has reviewed
the proposed changes, staff will then be able to move forward in updating the park dedication
study so that a new park dedication fee can be determined.
As far as the Replacement Items (right hand column), the Park and Recreation Commission will
need to review staffs recommendation as to the priority of each of the items that need to be
replaced over the next few years. The reason that this needs to be evaluated is that when the time
comes to replace existing items or pieces of equipment (for example playground equipment) due
to condition, age, ADA requirements, and/or lack of resident use, the City will have a plan in
place on how to deal with each park when it is brought up for discussion. By identifying the
priorities for each of these parks and what items or equipment will or will not be replaced or
repaired has an impact on the Existing and Future Park Facilities Chart (replacement section of
the spreadsheet) and could reduce the cost to the general fund to replace or repair these features.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue evaluating the draft 2020 Existing
Park and Future Park Facilities Chart for Zone D (specifically City Hall Park Complex #1) and
prioritizing the importance of the features within the complex.
