Note: Some or all members of the Andover Park and Recreation Commission may
participate in the July 16, 2020 Park and Recreation Commission meeting
by telephone or video conference rather than by being personally present
at the Park and Recreation Commission regular meeting place at the
Andover City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304.
Members of the public can physically attend, although there is very limited
seating in the City Council Chambers as appropriate social distancing will
be done by the Commission and visitors.

INTRODUCTION
This item is in regard to approving the 2020 fall softball/baseball/football schedule.
Attached are applications received from the Andover Athletic Association (AAA), Andover
Baseball Association (ABA) and the Andover Football Association (AFA).
The proposed 2020 fall softball/baseball/football schedule is attached for your review. The City
has received applications for use of the fields from the following groups:

them. Copies of the Certificate of Insurance are available from City staff if you would like
to review them.
As a reminder, a detail practice and game schedule are required to be submitted to Jason Grode,
Parks Maintenance Supervisor, before the start of the season so the Andover Public Works Parks
Department is aware of when fields need to be mowed.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first -
come, first -served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

members to oversee the parking operations at Prairie Knoll Park and Sunshine Park to ensure
that vehicles are parking in designated parking areas only. All other parks/facilities may also
require the association or applicant to provide parking attendants when it is anticipated a
larger group of participants/spectators are expected. The company that is hired or the
association members that will be working the toumament or event must always use the
required MNDOT approved reflective vests. Parking attendants will be responsible to contact
the Anoka County Sheriffs Department when there is a conflict/issue/concern with parking.
Note: The association or applicant shall provide other alternatives/options in writing to the City for
approval which details how the parking operations for the season will not impact the
park/facilities and/or the area residents in which the parking attendant requirements could
potentially be waived.

INTRODUCTION
This is in regard to approving the 2020 fall football/soccer/lacrosse schedule.
DISCUSSION
Attached for your review is the proposed 2020 football/ soccer/lacrosse schedule. The Andover
Area Lacrosse Association did not apply for the fall season. The City has received applications
for use of the fields from the following groups:

As a reminder, a detail practice and game schedule are required to be submitted to Jason Grode,
Parks Maintenance Supervisor, before the start of the season so the Andover Public Works Parks
Department is aware of when fields need to be mowed.
Also, as a reminder, the number of football games at all fields being used is limited to 6 games
per week per field. We understand that there will be some makeup games because of the weather
or conditions of the fields. Note: It is understood that both football and soccer associations
evaluate when games should be postponed due to inclement weather and/or field conditions
which may be too wet from previous rain events and/or if it is raining at the start of the game.
Public Works staff will monitor the condition of the fields throughout season and will provide to
the Commission an update at the end of the season to determine if any adjustments should be
made for the 2021 football and/or soccer season.
One other item that is important that needs to be addressed by the Park and Recreation
Commission is that the associations must provide the necessary parking attendants at each of
their games or events throughout the season.
ACTION REQUIRED
The Parks and Recreation Commission is requested to consider approving the 2020 fall
soccer/football/lacrosse schedule.

Dear Andover Parks and Recreation Commission,
We are looking forward to the opportunity to continue to work with you again this fall season and
hopefully for a long time into the future.
During the spring and summer seasons we used both the Oak Bluff and Hidden Creek North
fields. The fields worked out very well for us. Unfortunately given the current state of the world we were
not able to utilize them as much as we had anticipated we would. This was as a result of the restrictions
we had from the State and our governing body MYSA as a result of the pandemic. After we became
recognized last spring we did purchase the nets that are currently on Oak Bluff field from the North Metro
Soccer Club.
I have enclosed a copy of our competitive manual with this request. This manual outlines our
grievance policies for our club. We will be requesting this language be added to our official bylaws at our
annual meeting this fall. As you know that is the only opportunity each year that we have to officially
change our bylaws for the club. They will become a part of the official bylaws at that meeting.
We would appreciate being able to continue to use these two fields again this fall season. The
teams that would be using the fields would only be our competitive teams. They will be using them for
practice purposes. Thank you for your consideration of this request.

A deputy was called to the park due a "bunch" of high school age boys playing spikeball against the
social distancing guidelines. The deputy talked with the males and they were advised to follow
guidelines. They were respectful and left the park.

When the deputy arrived he did not locate anyone. He contacted the caller who advised three males
were riding an ATV and scooters recklessly and when the male confronted them, they got
confrontational. The area was search and no suspects were located.

A deputy was called to the location on a report of loud music coming from a vehicle. When he arrived
he located two vehicles; neither of which were playing music. He made contact with both drivers and
they denied playing loud music.

A caller reported a vehicle in the park after hours. The deputy arrived and made contact with the
occupants. They advised they were there discussing relationship problems. They were advised the
park was closed so they left.

A caller reported children playing on the playground equipment and tht the "closed" signs for the
playground were missing. The deputy arrived and the kids were gone. The city was notified that the
closed signs were removed.

A caller reported three teens put a couch on top of the city pump house at the park. The deputy
arrived and located a male who was removing the couch and placing it on a trailer.

A caller reported numerous piles of dog food in the park and was concerned they were possibly
poisoned. The deputy arrived and located two pile near the tennis court. The dog food looked
normal. He picked it up and disposed of it in the trash.
05.20 7:50 pm Prairie Knoll 20116584
A deputy was called to the location due to a vehicle doing donuts in the gravel lot. When he arrived
he made contact with the driver who admitted to doing the donuts. He stated a male had come up to
his vehicle and yelled at him which the donut man didn't think was appropriate. The driver was
informed that a copy of the report would be passed to the City of Andover for estimation of damages.
This angered the male who demanded the badge numbers of all sheriff's office personnel involved in
the incident. That information was provided to him.
05.25 8:17 pm Crooked Lake Boat Landing 20121387
A deputy was called to a truck and trailer parked on the grass. When he arrived he observed the
vehicle parked illegally and issued a citation.

A deputy was called to a boat trailer blocking the roadway. When he arrived did not locate a trailer
blocking the roadway, but did see three vehicles parked on the grass. He left warnings advising them
of the city ordinance against parking on the grass.

A caller reported people in the area placing signs that read "a racist lives here" in the area. The caller
was concerned that the people were in the area to threaten a family involved in a racial incident
involving the Legacy Academy. When the deputy arrived, the signs and the people had left.

A caller reported a suspicious vehicle at the location with no plates on it. The deputy located the
vehicle which only had a front plate. He identified the driver who stated he was homeless and that
his rear plate had been stolen. The deputy confirmed the vehicle registered to the driver, he had a
valid license, and no warrants. The driver was giving resources for the homeless in Anoka County.

A deputy was called to the area on a report of loud music. He arrived and located the vehicle where
the music was coming from and made contact with the driver. The driver explained that they had just
finished tubing on the Rum River and were packing up and going home.

A caller reported a male living in the park. The caller stated he urinated and left on a bicycle. The
deputy attempted to locate the male with no success.

A caller reported a suspicious male in the park. The deputy arrived and located the male. He was
advised that someone was concerned that he was sleeping in the park overnight. He stated he got
there about 3 am but was not sleeping, he was cleaning his backpack. He was advised he could not
be in the park when it was close. He understood and left.

A deputy was called to check the welfare of a male on a laptop near the concession stand. He located
the man who stated he was homeless and charging his computer.

A deputy was called to a 12-year-old who had fallen off her bike and possibly had a broken arm. Her
Parents had shown up on scene and decided she would be transported to the hospital by Allina.

A caller reported seeing a drug deal happening in the park. The deputy arrived and the witness had
yelled at the people and they left the area. Information about what happened was taken and extra
patrol was conducted.

A deputy responded to a report of loud music disturbing in the park. He arrived and found 12 people
doing aerobic exercises to music. The music was not excessive.

ELVAI C UP-ALVDUVEK CUMMUNITYCENTER ADVISORYBOARD — Commissioner Strombeck.
The rink/multi sports area concrete pour was completed July 86i. The contractor will continue to work on
the interior part of the building additions. Final wear course paving and landscaping will be completed late
July to early August.
At the last meeting on June 18, 2020, Commissioner Strombeck mentioned that she would like to know if
there can be a discussion on classification of the Community Center. If the Commission is interested in
discussing a classification, it will be necessary identify what the recommended classification change
should be. If there is a recommendation it will be forwarded to the Community Center Advisory
Committee for their consideration. If the Advisory Committee agrees with some sort of classification
change, this will need to be forwarded to the City Council for their consideration and approval.
Commissioner Miskowiec also made a comment from the last meeting on June 18' about how the Park
and Recreation Commission fits in with the Community Center. If the Commission would like to have that
discussion, it should first be discussed amongst the Commission members. Any consensus or
recommendations would be forwarded by Commissioner Strombeck to the Advisory Committee for
further discussion. Any final decisions made by the Community Center Advisory Committee will need to
be approved by the City Council.
COMPLETED PROJECTS —
• Kelsey Round Lake Park (Outdoor Recreation Grant) — The majority of the project is completed
with minor punch list items that remain.
ON -GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on
the agenda.
• Prairie Knoll Park North Parking Lot Improvements — Due to the stormwater design updates
that are necessary and permits that are required from the Coon Creek Watershed District, the plans
and specs will be prepared over the winter months. The construction of the parking lot is scheduled
in 2021. Parking lot lighting is on the workshop agenda for discussion.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• ASN Trail -- The contractor (North Valley, Inc.) has been working on the grading of the trail. The
project was paved this week. Restoration work remains.
• Hills of Bunker Lake West Park Trail Reconstruction -- The contractor (North Valley, Inc.)
has been working on the grading of the trail. The trail will be paved within the next week or two.
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed when maintenance funding becomes available over the
next couple years. Due to funding, these trails have been pushed out a year:
•A 2022 -- Kelsey Round Lake Park Trail
❖ 2023 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
The City Council has reviewed the engineering consultant analysis report recently regarding
proposed Railroad Underpass trail to connect internal developments from Winslow Cove tad
Addition to the east side of the railroad to determine if the project is feasible. The underpass has
been determined by the City Council that it is not feasible to construct due to the high-water table.
The appears that the best way to gain access across the railroad tracks at this time is to have an at
grade crossing on Crosstown Boulevard NW like what was built on Bunker Lake Boulevard NW.
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2020.
If you have any questions or comments regarding any of the items mentioned above or any items

recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is

INTRODUCTION
This item is an update on the lighting of the north parking lot at Prairie Knoll Park, 20-18.
DISCUSSION
Attached is an e-mail which includes a light location plan from Connexus Energy as to the
cost of lights for Tradionaire LED lighting system and the cost for Shoebox LED lighting
system. The cost for 4 new Tradionaire lights is estimated at $13,300 and the Shoebox lights
is estimated at $18,212. There is an existing light where the trail meets with the north
parking lot that is currently owned by the City that is recommended to be replaced with a
Connexus Energy owned light (either Traditionaire style light or Shoebox style light).
Connexus Energy has indicated the cost to replace this light is $1998 for a Traditionare light
or $3226 for a Shoebox light.
The south parking lot currently has Traditionaire lighting system so to be consistent
throughout the park, staff is recommending approving the Traditionaire lights. The lights
would be installed sometime during the summer of 2021 once the north parking lot is
constructed.
BUDGETIMPACT
The cost of the lights would be funded from the Park Improvements Fund (Park dedication
Funds).
ACTION REQUESTED
The Park and Recreation Commission is requested to review the Concept Plans and provide
a recommendation on the preferred concept plan to the City Council.

The Park and Recreation Commission is requested to consider a request from a resident
about having a bike park within the City of Andover.
DISCUSSION
Attached is the request from Colin Lappen. As of right now, Andover does not have a bike
park and the current Park Comprehensive Plan does not identify a bike park facility.
Staff performed a search of bike park facilities (private and public) around the area and
appears that there are just a few. If the Park and Recreation Commission is interested in
having a bike park within a City park, most if not all parks may not be suitable for that type
of activity.
Attached is a picture of a larger bike park located in the City of Cottage Grove
BUDGETIMPACT
If the Park and Recreation Commission is interested in a bike park, the cost of the
improvements would need to be funded from the Park Improvement Fund (Park Dedication
Funds) and should be identified in the Capital Improvement Plan (CIP) and the Park
Comprehensive Plan.

Attached is a spreadsheet of Zone C identifying what is existing in each park (left column), what
future improvements are (middle column) and what the replacements are (right column). In the
replacement column, staff has identified three different colors as to the priority of each of the
replacement items. Green identifies the replacement as high priority, yellow identifies the
replacement as a medium priority and red identifies the replacement a low priority. The Park and
Recreation Commission will need to evaluate the recommendations of staff and determine if the
Commission would like to make any changes.
As previously mentioned at past Park and Recreation Commission meetings, the direction from
the City Council is to update the Park Dedication study so a new fee can be determined. Before
the study is updated, the Commission will need to evaluate each zone to determine if any
changes should be made to the chart for future improvements (middle column). Once the
Commission has made the changes to each of the Zones (A-D), staff will then be able to move
forward in updating the park dedication study so that a new park dedication fee can be
determined.
As far as the Replacement Items (right hand column), the Park and Recreation Commission will
need to review staff s recommendation as to the priority of each of the items that need to be
replaced over the next few years. The reason that this needs to be evaluated is that when the time
comes to replace existing items or pieces of equipment (for example playground equipment) due
to condition, age, ADA requirements, and/or lack of resident use, the City will have a plan in
place on how to deal with each park when it is brought up for discussion. By identifying the
priorities for each of these parks and what items or equipment will or will not be replaced or
repaired has an impact on the Existing and Future Park Facilities Chart (replacement section of
the spreadsheet) and could reduce the cost to the general fund to replace or repair these features.

INTRODUCTION
Commissioner Strombeck requested this item be on the agenda to discuss the current
Guidelines for Field Usage by the Youth Athletic Associations.
DISCUSSION
Attached is the current Guidelines that are required to be followed by the
organizations/associations as part of the application for use of City facilities.
Staff has created an updated version to allow more flexibility so that
organizations/associations that may not meet the 50% threshold will still have the
opportunity to use the City facilities as long as they meet the minimum requirements in
Items A-B of the Guidelines.

Guidelines for Field Usage by
Youth Athletic Associations
1. Guideline Statement
A key goal of the City of Andover's Parks & Recreation Commission's function is to
provide a rich variety of recreational opportunities to residents in the most cost efficient
manner possible. To achieve this goal, the City will emphasize a partnership with
Andover's volunteer organizations to plan, organize, and implement youth recreational
programs both as a means of containing service costs and as a method of ensuring a
community -based program.
2. Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City of Andover youth athletic association, the association
must provide:
2.1.1. Unless specified by sanctioning or governing bodies, youth sports
program(s) must be open to all residents (regardless of their school
affiliation). The programs shall be targeted to have a minimum of 51 %
participation from Andover residents based on the previous year
participation in that association. The number of participants must obtained
from the State organization for that particular association or sport or the
president of the particular association must sign a affidavit as to the accuracy
of the number of participants last year from Andover.
2.1.2. Democratic procedures and elections that ensure input from the residents
regarding the program and policies. The Parks Coordinator shall be
provided a copy of the group's by-laws with the required field application.
2.1.3. All associations must provide verification that they have 501 cQ or
equivalent non-profit status with the State of Minnesota.
2.1.4. Certificate of insurance, which also names the City of Andover as
"Additional Insured".

2.1.5. Established grievance procedures, as outlined by association by-laws.
2.1.6. Duplication of sport offering by associations is not encouraged. Example:
If more than one recognized association offers the same level of
competitiveness, this shall trigger the field allocation clause. The number of
Andover residents within each of the associations will determine the
percentage of fields that will be allocated to the particular association.
2.2. In return, qualifying associations will receive from the City priority use of City -
owned facilities. This means that all required information/documentation must be
provided by the association to the City of Andover before an application
submitted by that association can be accepted for use of the City's facilities.
Note: The Park and Recreation Commission has the authority to review the
number of fields that are being requested by the association. The final
determination will be made by the Park and Recreation Commission based on
need for the association.
Acknowledgment of the groups as providers of their respective sport offerings. As part
of this, the City does not offer programs in these areas, but refers resident to these
organizations.
2.3. Youth athletic associations are valued partners to the City in providing organized
recreational opportunities. Consequently, serious conflicts arising within or
between associations and resident groups that threaten the quality of those
recreational opportunities are of concern to the City.
2.4. Barring a legal imperative to the contrary, the City's role in resolving such
conflicts is limited to encouraging the association board and party in conflict to
work through the problem, according to existing by-laws, with staff
representatives providing facilitation and information, as needed.
3. Responsibility
The Parks Coordinator or a city representative will work with the various athletic
associations to ensure the responsibilities are being met. Staff through the grievance
procedure addresses concerns from the general public.

(Proposed) Guidelines for Field Usage by
Youth Athletic Associations (clean version)
I. Guideline Statement

manner possible. To achieve this goal, the City will emphasize a partnership with
Andover's volunteer organizations to plan, organize, and implement youth recreational
programs both as a means of containing service costs and as a method of ensuring a
community -based program.
2. Minimum Requirements and Procedures
The City may recognize any number of associations based on the availability of resources
and determination of the benefit to the community by the Parks & Recreation
Commission.
To qualify as a recognized City of Andover youth athletic association, the association
must meet the minimum requirements and provide the following items to the City:
A. Democratic procedures and elections must be provided that ensure input
from the residents regarding the program and policies. The Parks
Coordinator shall be provided a copy of the group's by-laws with the
required field application that includes this information. Note: The
association has the option of providing the website link of the group's
Democratic procedures and elections.
B. All associations must provide a copy of the verification that they have
501 c(3) or equivalent non-profit status with the State of Minnesota.
C. A copy of the Certificate of Insurance must be provided which also names
the City of Andover as "Additional Insured".
D. A copy of the Established Grievance Procedures must be provided as
outlined by association by-laws. Note: The association has the option of
providing the website link of the group's established grievance
procedures.
If the association meets the minimum requirements above (A-D), in return qualifying
associations will receive from the City use of City owned fields/facilities. Associations
with 50% or more participation from Andover residents will receive higher priority.

Associations that do not meet the 50% threshold will have the opportunity to use the City
fields/facilities if they meet the minimum requirements in Items A-D of the Guidelines.
The number of participants must obtain from the State organization for that particular
association or sport or the president of the particular association must sign an affidavit as
to the accuracy of the number of participants from last year from Andover. Note: The
association has the option of having a Notary Public certify the number of participants in
the association based on the previous year's participation by certifying the application for
use of the City fields/facilities. Note: Other associations that do not meet Items A, B
and/or D (Certificate of Insurance is still a requirement) may be able to use City
fields/facilities if there are any available after the recognized associations have
determined the fields/facilities they need for their games and/or practices.
All required inforination/documentation must be provided by the association to the City
of Andover before an application submitted by that association can be accepted for use of
